SHOCKING! Petition Seeks to DISQUALIFY the Tulfos – Are They Even Filipino Citizens?

A disqualification petition has been filed before the Commission on Elections (Comelec) against prominent members of the Tulfo family, alleging violations of constitutional provisions on political dynasties and citizenship requirements.


The Petition and Its Grounds

On February 17, 2025, attorney Virgilio R. Garcia submitted a 22-page petition to the Comelec, seeking to disqualify several Tulfo family members from participating in the upcoming national and local elections. The individuals named in the petition include:


Rep. Erwin Tulfo: ACT-CIS party-list representative and senatorial candidate.

Rep. Jocelyn Pua-Tulfo: Incumbent ACT-CIS party-list representative seeking re-election.

Rep. Ralph Wendel Tulfo: Quezon City 2nd District representative and son of Sen. Raffy Tulfo.

Wanda Tulfo-Teo: First nominee of the Turismo party-list and former tourism secretary.

Ben Tulfo: Broadcaster and senatorial candidate.


The petition asserts that these individuals are part of a political dynasty, which is prohibited under Section 26, Article II of the 1987 Philippine Constitution. Garcia emphasizes that the Constitution aims to prevent the monopolistic concentration of political power within a single family, noting that the respondents are related to incumbent Senator Raffy Tulfo within the first or second degree of consanguinity or affinity. He argues that allowing multiple family members to hold public office simultaneously undermines democratic principles. 


Additionally, the petition challenges the respondents' eligibility based on citizenship, contending that they do not meet the essential requirement of being natural-born Filipino citizens as mandated by the Constitution. Garcia points out that natural-born citizens are those who are citizens of the Philippines from birth without having to perform any act to acquire or perfect their Philippine citizenship. 


Comelec's Response

Comelec Chairman George Erwin Garcia confirmed the receipt of the petition and stated that it would be raffled to one of the poll body's two divisions on Tuesday, February 18, 2025. He assured the public that the case would undergo the usual and ordinary process, adhering to established legal procedures.
