Enhancing Disaster Resilience in Philippine Education: DepEd's Strategic Initiatives

In response to the escalating challenges posed by natural disasters, the Department of Education (DepEd) in the Philippines is implementing a series of strategic measures to bolster the resilience of educational infrastructure and ensure the continuity of learning for Filipino students.





Construction of Disaster-Resilient School Buildings


Education Secretary Sonny Angara has underscored the department's commitment to constructing disaster-resilient school facilities. This initiative aims to provide safe and structurally sound learning environments, particularly in regions frequently affected by typhoons and earthquakes. The recent inauguration of the country's first 12-story public school building in Cebu exemplifies this commitment, showcasing a design capable of withstanding severe weather conditions. 


Public-Private Partnerships for Classroom Construction


To address the critical shortage of classrooms, DepEd has partnered with the Public-Private Partnership (PPP) Center. This collaboration is set to expedite the construction of 15,000 classrooms across nine regions, benefiting approximately 600,000 students. The project is slated for completion by June 2027, with plans to scale up to 30,000 and 60,000 classrooms in subsequent phases. 


Enhancement of the Quick Response Fund (QRF)


Recognizing the limitations of the current Quick Response Fund, which has been increased to ₱3 billion annually, DepEd is advocating for additional resources to effectively address the scale of destruction caused by natural disasters. In 2024 alone, 1,855 schools were affected by various calamities, necessitating ₱6.6 billion for classroom repairs and ₱6.3 billion to replace 1,846 classrooms. 


Implementation of the Ligtas Pinoy Centers Act


In December 2024, President Ferdinand R. Marcos Jr. signed into law the Ligtas Pinoy Centers Act (Republic Act No. 12076), mandating the establishment of permanent evacuation centers in every city and municipality. This legislation aims to prevent schools from being used as temporary shelters during emergencies, thereby preserving the integrity of educational facilities. 


Revised Guidelines on Class and Work Suspension


To ensure the safety of students and staff during disasters, DepEd issued DepEd Order No. 22, s. 2024, which provides updated guidelines on class and work suspension in schools during disasters and emergencies. This policy outlines procedures for suspending in-person classes during various hazards, including typhoons, floods, earthquakes, and other emergencies, while ensuring learning continuity through alternative delivery modalities.

In a groundbreaking development, researchers from Ateneo de Manila University and National University–Mall of Asia Campus have discovered that volcanic ash from Taal Volcano can serve as an effective material for radiation shielding. This finding offers a sustainable solution to both waste management and radiation protection challenges.


Radiation shielding is crucial in various sectors, including healthcare, industrial applications, and nuclear facilities. Ionizing radiation, while beneficial for medical treatments, structural inspections, and food sterilization, poses health risks with prolonged exposure. Traditional shielding materials like lead and concrete are often costly and environmentally hazardous. The research team, comprising Floyd Rey P. Plando, Myris V. Supnad, and Joel T. Maquiling, explored the potential of Taal volcanic ash (TVA) as an alternative. Their studies revealed that TVA contains high concentrations of iron-rich minerals, enhancing its ability to block harmful X-rays and gamma rays. 


Plando explained, "Iron has greater interaction power because it contains more electrons. In addition, it is a dense metal due to its heavy and tightly packed structure. High-electron and denser material such as TVA has stronger efficiency in blocking hazardous X-rays and gamma rays." 


The team also discovered that the optimal combination of volcanic ash and aggregates improves radiation attenuation due to the disorder in granular matter microstructures. This makes TVA-based materials highly effective in shielding against harmful radiation. 


The 2020 eruption of Taal Volcano resulted in vast amounts of ash covering large areas of Luzon, presenting disposal challenges. Instead of viewing this pyroclastic material as waste, the researchers investigated its potential in construction applications. Their findings suggest that TVA-based geopolymer mortar not only offers effective radiation shielding but also provides a practical method for managing disaster waste. 


Given the Philippines' abundance of volcanic materials, this discovery presents an opportunity to repurpose disaster waste while improving radiation safety in critical industries. 


While further studies are needed to refine the material's durability and optimize its shielding performance, this breakthrough demonstrates that even byproducts of cataclysmic natural events can lead to meaningful and life-saving innovations.

PHLPost Unveils Game-Changing Postal Station in Obando – Here’s Why It’s a Big Deal!

The Philippine Postal Corporation (PHLPost) has recently inaugurated the Obando Postal Station in Obando, Bulacan, marking a significant expansion in its service coverage. This new three-story facility, located at People's Park in front of Obando Church, was established through a partnership between the Obando Municipality and PHLPost. It also houses Obando’s tourism information center, providing residents with convenient access to both postal services and local tourism information. 


The formal opening ceremony was attended by PHLPost Postmaster General and CEO Luis D. Carlos, Obando Mayor Leonardo D. Valeda, municipal councilors, and other officials. Postmaster General Carlos emphasized that the new postal station symbolizes continuous progress in services, strengthening connections between people across the country and around the world. He highlighted PHLPost's membership in the Universal Postal Union (UPU), which connects it with 192 other member countries, ensuring reliable and extensive postal service reach. 




Mayor Valeda underscored the significance of the new postal station for Obando, noting that since the closure of the old postal station eight years ago, residents had to travel to nearby cities, such as Valenzuela, to meet their mailing needs. The new facility is a much-welcomed development, providing essential access and services to the citizens of Obando. 


At the newly opened postal station, the public can efficiently and conveniently mail letters and express packages, purchase stamps and other philatelic products, apply for a Postal ID, send express mail, postal cards, and more. 


In addition to the Obando Postal Station, PHLPost has been actively enhancing its services nationwide. On January 27, 2025, PHLPost opened the Tabogon LGU Postal Station in Cebu, aiming to provide faster and more efficient transactions for the public. 


To further improve delivery services, PHLPost has expanded its logistics fleet with 18 new trucks, enhancing its capacity to handle bulk items for both government and private sectors.

 Additionally, PHLPost is set to open new next-day delivery hubs across parts of Metro Manila, including the Manila, Quezon City, and Makati Central Post Offices, complementing an existing hub in Pasay City. These hubs aim to boost domestic and international express mail services, providing faster delivery options for customers. 


PHLPost has also announced an improved Postal ID featuring enhanced security measures and a QR code, with plans for future integration into cashless transactions. 


These developments reflect PHLPost's commitment to modernizing its services and infrastructure, ensuring that postal services remain accessible, efficient, and reliable for all Filipinos.
