Safeguarding Rights: NCDA Leads the Charge to Verify PWD IDs Amid Rising Concerns

On January 17, 2025, the National Council on Disability Affairs (NCDA) convened a significant meeting at their headquarters to tackle a critical issue: ensuring the proper verification of Persons with Disability Identification Cards (PWD IDs). This initiative is in direct response to appeals from RestoPH, an association of restaurant owners, who have been grappling with fraudulent PWD IDs being used to exploit discounts meant for persons with disabilities (PWDs).


The meeting, attended by representatives from key government agencies including the Department of Trade and Industry (DTI), Department of Information and Communications Technology (DICT), Department of Justice (DOJ), Department of Health (DOH), and the National Privacy Commission (NPC), marked a step forward in addressing this pervasive issue.


A Growing Problem: The Rise of Fake PWD IDs

Counterfeit PWD IDs have become a pressing concern for businesses and the government alike. Recent reports indicate that fraudulent use of these IDs has surged, with some establishments reporting that up to 30% of their discounts are linked to potentially fake IDs.


The consequences of these activities are significant. Businesses face losses from unwarranted discounts, and the government reportedly lost ₱8.8 billion in tax revenue in 2023 alone due to fake PWD and senior citizen IDs.


“The misuse of these IDs not only robs businesses of legitimate earnings but also undermines the integrity of a system designed to uplift and support persons with disabilities,” said Senator Sherwin Gatchalian, who has been vocal about the need for stricter regulation.


Collaborative Solutions in the Works

The NCDA, in collaboration with the DTI, DICT, DOJ, DOH, and NPC, is formulating interim guidelines to address the verification process. These guidelines aim to strike a balance between safeguarding the rights of PWDs and ensuring fairness for businesses.


One of the immediate steps includes the development of a unified PWD ID system. According to the Department of Social Welfare and Development (DSWD), a pilot program for this system will run from January to June 2025. The new ID will feature advanced security measures such as Radio Frequency Identification (RFID) and biometric data. Establishments will also gain access to a centralized web-based portal for real-time ID validation.


Advancing Inclusivity Through Technology

The DICT has committed to utilizing technology to streamline the verification process while protecting the privacy of PWDs. By incorporating robust encryption methods, the new system will ensure that personal data remains secure. The NPC emphasized the importance of compliance with the Data Privacy Act, underscoring the need to balance accessibility with confidentiality.


In addition, the DTI will provide training for business owners and staff on recognizing legitimate PWD IDs and using the verification portal. This initiative aims to empower establishments to participate actively in protecting the rights of PWDs.


Protecting Genuine PWDs and Promoting Accountability

While fraudulent PWD IDs are a problem, the NCDA remains focused on ensuring that genuine PWDs continue to receive the benefits they are entitled to under Republic Act No. 9442 and its amendments.


To bolster accountability, the DOJ is exploring legal measures to penalize those involved in the production and use of fake IDs. Proposed sanctions include fines and imprisonment to deter potential violators.


“Protecting the integrity of the PWD benefits system is a shared responsibility. Everyone, from government agencies to private citizens, has a role to play,” said NCDA Executive Director Emerito Rojas.

The NCDA encourages businesses and individuals to remain vigilant and report suspected misuse of PWD IDs. Complaints can be sent via email to council@ncda.gov.ph or through the NCDA’s social media channels.

With the upcoming implementation of the unified PWD ID system and the establishment of clear verification guidelines, the NCDA is paving the way for a more inclusive and fair Philippines.
