These issues can be traced back to the practices of what is known as the Rice Cartel, a powerful network that benefits from government policies such as the Rice Tariffication Law and Executive Orders that reduce tariffs on imported rice. This, unfortunately, creates a system where local farmers are offered paltry prices for their harvest, while consumers face skyrocketing costs at the market.

This will allow the government to map out the total area covered by rice farming and assess the projected annual production versus the local population's consumption needs. The Provincial Government will conduct a province-wide soil analysis to determine the fertilizer needs of local rice farmers.
