DOLE’s Lifeline: Changing Lives Nationwide

The Department of Labor and Employment (DOLE) has taken monumental steps in empowering workers across the country. As of September 2024, more than 2 million workers have reaped the benefits of the Integrated Livelihood and Emergency Employment Program (DILEEP), with over PHP12 billion poured into assistance programs.


The initiative combines the DOLE Integrated Livelihood Program (DILP) and Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) to cater to marginalized sectors. Through DILP, over 1 million informal workers received PHP6.35 billion in grants to start or expand small businesses. Meanwhile, TUPAD provided temporary employment for another 1 million workers, distributing PHP5.65 billion in wages for community-based projects. These programs are transforming lives, particularly among the informal workforce, by offering hope and economic stability.


Revolutionizing Agriculture: Beyond the Coconut

Agriculture remains a cornerstone of the Philippine economy, and recent innovations are reshaping its landscape. In August 2024, the Department of Agriculture (DA), alongside the Philippine Coconut Authority (PCA), launched an PHP850-million livestock dispersal program that empowers coconut farmers by introducing sheep raising as an alternative livelihood.


This integrated approach not only supplements farmers’ incomes but also builds the foundation for a thriving sheep industry in the country. By blending livestock farming with traditional coconut cultivation, the initiative addresses food security while promoting sustainable practices.


Empowering Indigenous Communities in Maguindanao

On the ground in South Upi, Maguindanao del Sur, the Food and Agriculture Organization (FAO) has expanded its Resilient Livelihoods Development (RLD) project to support Indigenous Peoples (IP) communities. Announced in late September 2024, this initiative prioritizes empowering women and youth through culturally relevant agricultural training.


By tackling issues such as displacement due to land disputes and climate-induced flooding, the FAO is not only improving food production but also fortifying the resilience of these often-overlooked communities.


Regional Livelihood Support: A Local Impact

Across provinces, the government is spearheading initiatives tailored to local needs. In Negros Occidental, farmers' associations received PHP724,000 worth of poultry and livestock in September 2024 to recover from the devastating effects of African Swine Fever (ASF). These resources were sourced from local farms, further promoting sustainability and self-sufficiency.


Meanwhile, in Agusan del Norte, the Tabon Farmers’ Association received PHP700,000 in livelihood assistance in October 2024, funded through DOLE’s Integrated Livelihood Program. With support from the Army’s 23rd Infantry Battalion, this initiative is creating employment opportunities while improving agricultural productivity, particularly in fish farming.


Navigating Persistent Challenges

Despite progress, challenges remain. In Pagalungan, Maguindanao del Sur, renewed violence over a land dispute claimed 14 lives in October 2024, highlighting the complex interplay of land reform, resource conflicts, and social equity. These incidents serve as stark reminders of the work still needed to secure peace and stability for affected communities.

The Philippines is steadily weaving a narrative of hope and resilience. Through strategic initiatives, the government and its partners are empowering marginalized sectors, bolstering agricultural innovation, and supporting Indigenous Peoples.
