DOTr partners with Seaoil PH to provide PhP405 thousand worth of free fuel for buses participating in its free ride service

Starting Monday, 13 April 2020, additional fuel subsidies will be provided to bus units participating in the Free Ride for Health Workers Program of the Department of Transportation (DOTr).

This, after Seaoil Philippines has pledged to provide, until 30 April 2020, free fuel worth PhP 405,000 to bus units ferrying medical frontliners under the DOTr's free shuttle service.

The DOTr has announced that 15 bus units participating in the program can avail of up to 50 liters of free fuel daily, which translates to Php 22,500 per day or a total of 13,500 liters amounting to P405,000.

"We are very grateful to Seaoil Philippines for providing fuel subsidies to the bus units of our free ride program. Malaking tulong po ito, hindi lang para sa amin, o sa mga bus, kundi makasisiguro rin tayo na maitataguyod natin ang serbisyo publiko para sa mga medical frontliners sa gitna ng COVID-19 pandemic," DOTr Secretary Arthur Tugade expressed.

To recall, DOTr earlier partnered with Phoenix Petroleum, Petron Corporation, CleanFuel, and Total Philippines for fuel subsidies for bus units participating in the free ride program for medical frontliners.

Phoenix Petroleum has agreed to provide 50 liters of fuel daily to sixty (60) private bus units participating in the free ride program.

Meanwhile, the Petron fuel subsidy, which was made possible through the donation of San Miguel Corporation (SMC) Infrastructure, will give sixty (60) bus units an allocation of 50 liters of fuel each day.

CleanFuel will also provide 40 liters of fuel for 20 bus units for free, while Total has allocated free fuel subsidies to 30 participating bus units at PhP1,000 per unit, or vehicles driven by medical frontliners at PhP300 per unit until 17 April 2020.

The free ride for healthworkers program covers medical communities in the National Capital Region (NCR), as well as in regions 1, 2, 3, 4-A, 4-B, 5, 6, 7, 8, 9, 10, 11, 12, CAR, and CARAGA.

As of 09 April 2020, the free ride program already transported 35,873 health workers residing in NCR, and 87,702 from other regions, for a total of 123,575 medical workers.

FDCP Releases Memorandum 4 on the Extension of the Enhanced Community Quarantine

Pursuant to the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) Resolution No. 20 and the subsequent announcement of the President, the Enhanced Community Quarantine in Luzon has been extended to April 30, 2020.

In line with therewith, FDCP will hereby continue the strict adoption of the following relative to the audio-visual industry and community:

1. All productions and activities on film, television programs, and other audio-visual contents are SUSPENDED in the entirety of Luzon, including NCR, for the duration of the extension of the quarantine.

2. For the rest of the country, relevant declarations on community quarantine from the respective local government units shall apply. Given the nature of the COVID-19 virus transmission, FDCP strongly recommends stringent social distancing measures to be adopted.

3. As only those private establishments providing basic necessities related to food and medicine shall be open, companies, establishments, and organizations in the audio-visual industry, from pre to post-production and film exhibition must close their offices and adopt work from home arrangements for workers. This is with the exception of media outlets for the purposes of news coverage who must adopt stringent social distancing measures and skeletal work force as well.

4. The FDCP shall continue to adopt a work from home setup for all its employees. Hence, the FDCP Office will be closed and will not receive documents until further notice. All transactions and communication shall be taken online. (See attached directory of FDCP Divisions).
Failure to abide by these set guidelines and those announced by the national government shall be subjected to appropriate action, including criminal, in accordance with relevant laws and regulations.

FDCP Updates DEAR Application Period and Coverage

Relative to FDCP Advisories No. 01, 01-A and 02 on the activation of the FDCP DISASTER/EMERGENCY ASSISTANCE AND RELIEF (DEAR), DEAR ACTION! and DEAR PRESS! and the announcement of the President on the extension of the Enhanced Community Quarantine (ECQ), the following updates on the guidelines are hereby issued:

1. Coverage of Qualified Suspended Work. With the extension of the ECQ, the coverage of qualified cancelled/suspended work days as required for eligibility to DEAR programs shall be from March 15-April 30, 2020.

2. Application Period. Applications for the DEAR Programs will be accepted until April 30, 2020.

3. Holy Week Operations. In observance of the regular non-working holidays during Holy Week, processing of applications and release of disbursements on April 9-10 (Maundy Thursday and Good Friday) will be suspended. However, email applications may still be sent by applicants.

Regular online operations shall resume on April 13, 2020.

Earlier issuances on such matters that are inconsistent herewith are hereby amended accordingly.

NQC, PhilPop to Release a Song for Frontliners, Filipinos

The National Quincentennial Committee (NQC) and the PhilPop Musicfest Foundation, Inc. (PhilPop) released on 10 April 2020 the fourth song from the 2021 Quincentennial Commemorations in the Philippines (2021 QCP) playlist.

Titled “Bayanihan,” the song is streamed via Spotify. Along with this, the lyric video is uploaded on the official Facebook pages of the NQC (@nqc2021) and PhilPop (@philpopmusic). The song celebrates the heroic heritage of the Filipinos through time, engendered in one of the notable customs of ours: bayanihan.

Bayanihan is a Filipino word for ‘community mobilization.’ Its literal meaning is ‘to be a hero’ or ‘to unleash the warrior within,’ due to the root word, ‘bayani’ (‘hero,’ ‘warrior’). The release is timely, just as the nation combat the COVID-19 pandemic and commemorate the 78th anniversary of the Araw ng Kagitingan on April 9. The song is dedicated to all Filipino frontliners across the world.

“Bayanihan” was selected among the quincentennial song entries during the 2019 PhilPop Bootcamp North Luzon in Pangasinan in September 2019. National Artist for Music Ryan Cayabyab himself was the camp master of the bootcamp.

The song was written and composed by Christian Dumaplin. Reuben Laurente sung the composition. It was arranged by Marlon Barnuevo and produced by Jungee Marcelo.

The first song to stream online was “Bagani,” the official theme song of the 2021 QCP. It was written and composed by Roel Rostata and sung by Anthony Castello with his a cappella group Pinopela. The song debuted during the 500-day countdown to 2021 QCP on 14 December 2019.

The two other songs, also on Spotify, are “Mactan” (written, composed and performed by Kian Dionisio) and “Sana Bukas” (collaboration of Thyro Alfaro, Yumi Lacsamana, Lara Maigue, Davey Langit, and Marlon Barnuevo, and sung by Noel Cabangon).

A total of nine songs comprised the 2021 QCP Playlist, adjudged from almost a hundred song entries across the country via 2019 PhilPop Bootcamps. The project was co-sponsored by the National Commission for Culture and the Arts and the National Historical Commission of the Philippines, in support of the OPM industry.
