Seasoned military man and erstwhile Vice President for Airport Operations of Clark International Airport Corporation (CIAC) Lt. Gen. Raul Del Rosario (ret.) has been appointed as the new administrator of the Office for Transportation Security (OTS), an attached agency under the Department of Transportation (DOTr).
President Rodrigo Duterte officially signed Del Rosario’s appointment papers on 28 August 2019.
As head of the OTS, Del Rosario is now tasked to lead the country’s national transport security programs for all public transportation hubs nationwide.
During his stint at CIAC, Del Rosario was designated as the DOTr – Transportation Security Administration (DOTr-TSA) Focal Person, providing support to the improvements in the security operations at the Ninoy Aquino International Airport (NAIA) that led to the lifting of the Public Notice issued by the United States Department of Homeland Security (US-DHS) on 08 August 2019.
Equipped with military experience and extensive training in intelligence, security, counter-terrorism and aviation, Del Rosario seeks to improve transport security programs and initiatives throughout the country.
“In dispensing transportation service to our passengers, safety and security should be an overriding concern. The public avails of our services in the hope that it will bring them to their destinations safely. We must not fail in this regard,” the new administrator said.
DOTr Secretary Arthur Tugade, for his part, positively noted the appointment of Del Rosario to the OTS.
“With his years of experience in the military and with his demonstrated skills in intelligence and counter-terrorism, I am confident that Gen. Del Rosario will elevate our country’s overall transportation security measures to be on par with international standards. Ensuring the safety and security of all passengers is a huge responsibility, and I believe that we have the right man for the job,” Secretary Tugade expressed.
Prior to his appointment to the OTS, Del Rosario had 37 years of military experience, where he previously served as Commander of the Western and Central Commands of the Armed Forces of the Philippines (AFP), as well as various command positions under the Philippine Air Force (PAF).
