The Vocational Inter-Cultural Camp (VICC) 2025 is the third international short course held by the Faculty of Vocational Studies, Universitas Negeri Malang, Indonesia.

This immersive course helps participants understand the real needs of communities through exposure to local environments in Malang and provides opportunities to use their skills, careers, and passions to create meaningful change.

Through tailor-made case studies and real-world community service projects, students will explore how to address pressing challenges while considering cultural dynamics and sustainable practices.

By the end of the course, participants will gain a deeper understanding of how community engagement plays a key role in shaping impactful careers in the future.

The case stems from a viral video allegedly posted on Respicio’s Facebook page, “Alvin & Harold,” showcasing methods to hack the election system, manipulate automated counting machines, and alter the local source code. The videos, originally uploaded on January 24 and 25, 2025, were taken down on February 10, 2025—but not before causing widespread alarm.

Comelec Fires Back

Comelec Chairman George Erwin Garcia minced no words, calling out the post as a dangerous attack on public trust.

"We cannot allow false information to spread and condition the public to believe our elections are rigged before a single vote is even cast," Garcia stressed. "This is not just about one video; it’s about protecting our democracy."

Beyond cyberlibel, Comelec is also gearing up to file a disqualification case against Respicio, citing a violation of Section 261 (z)(11) of the Omnibus Election Code—which strictly prohibits the spread of false information meant to disrupt the electoral process.

The repercussions for Respicio could extend far beyond the election race.

Comelec has hinted at filing a disbarment case against him, along with moves to revoke his accountancy license from the Professional Regulation Commission (PRC). ₱1 Billion Bridge Collapses Weeks After Completion—What Went Wrong?

The recent collapse of the Cabagan-Santa Maria Bridge in Isabela has sent shockwaves throughout the nation, raising pressing concerns about infrastructure integrity and public safety. This catastrophic event has not only disrupted the daily lives of local residents but has also ignited a broader discourse on construction standards, project oversight, and accountability within public works.

A Promising Infrastructure Turned Tragic

Spanning 990 meters, the Cabagan-Santa Maria Bridge was a significant infrastructure project designed to connect the municipalities of Cabagan and Santa Maria over the Cagayan River. Construction commenced in November 2014, with an initial budget allocation of ₱639 million and an expected completion date in 2019. However, unforeseen delays extended the project's timeline, culminating in its completion on February 1, 2025, at a total cost of ₱1.22 billion. The bridge featured 12 arch spans, each measuring 60 meters, and nine pre-stressed concrete girder spans. Its completion was anticipated to enhance regional connectivity and stimulate economic growth. 

Tragically, on the evening of February 27, 2025, just weeks after its inauguration, the third span of the bridge collapsed. The incident occurred around 8 p.m. when a dump truck, reportedly carrying approximately 102 tons of boulders—substantially exceeding typical load limits—attempted to cross. The excessive weight is believed to have precipitated the structural failure, causing the bridge to give way and sending four vehicles, including two SUVs and a motorcycle, plummeting into the riverbed below. Six individuals sustained injuries, among them a young boy who suffered severe head and body trauma and was subsequently transferred to the Cagayan Valley Medical Center for advanced treatment. 

Immediate Response and Ongoing Investigation

In the aftermath of the collapse, the Department of Public Works and Highways (DPWH) Region 2 promptly initiated a comprehensive investigation to ascertain the root cause of the failure. Recognizing the complexity of the situation, the regional office has enlisted experts from the Bureau of Design and the Bureau of Construction from the DPWH Central Office to conduct an in-depth evaluation and assessment. Preliminary reports suggest that the dump truck's load significantly surpassed the bridge's designed capacity, but officials emphasize the necessity of a thorough investigation before drawing definitive conclusions. 

The construction firm responsible for the bridge, R.D. Interior, Jr. Construction, has expressed its commitment to full cooperation with the investigative process. The company asserts that all construction procedures adhered to the project's specified standards and protocols. As the probe progresses, the DPWH has advised motorists to utilize alternative routes and has implemented measures to ensure the safety of the commuting public in the affected area.

Political Repercussions and Calls for Accountability

The incident has reverberated through political corridors, prompting calls for accountability and stringent oversight of public infrastructure projects. Senator Ramon "Bong" Revilla, Jr., Chair of the Senate Committee on Public Works, has vocally demanded that responsible parties be identified and held accountable. He emphasized the urgency of blacklisting negligent contractors and ensuring that remedial measures are undertaken without imposing additional financial burdens on taxpayers. Senator Revilla also underscored the imperative for the DPWH to enforce rigorous quality control and oversight mechanisms to prevent the recurrence of similar tragedies.

Political Dynasties: Bawal Pero Laging Laganap – Bakit Nga Ba?

Maraming Pilipino ang hindi alam na bawal ang political dynasties sa ating bansa. Oo, tama ka! Ang mismong 1987 Philippine Constitution ay nagsasaad na dapat itong ipagbawal:

“The State shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law.” (Article II, Section 26, 1987 Constitution)

Kung ganun, bakit tila mas dumadami pa ang mga political dynasties sa Pilipinas? Bakit sa halip na mabawasan, mas marami pang pamilyang paulit-ulit na nakaupo sa puwesto?

Narito ang ilan sa mga dahilan kung bakit patuloy na naghahari-harian ang mga political clans sa ating bansa:

1. Walang Enabling Law

Bagaman ipinagbabawal sa ating Konstitusyon, hindi ito awtomatikong ipinapatupad. Bakit? Dahil walang enabling law o batas na nagsasabi kung paano ito dapat ipatupad.

Ang problema? Ang mga mambabatas mismo ang mula sa political dynasties. Kung sila ang gagawa ng batas laban dito, parang sinasakal nila ang kanilang sariling pamilya. Kaya hindi nakapagtataka na hanggang ngayon, hindi pa rin ito naisasabatas.

2. Pamana ng Tradisyon

Sa maraming probinsya, tila normal na lang na ang ama ay mayor, ang anak ay kongresista, at ang asawa ay gobernador. Ang mga political clans ay matagal nang namamayani sa ilang lugar, kaya hindi na bago na ang kapangyarihan ay ipasa mula henerasyon hanggang henerasyon.

Para sa ilan, hindi lang ito pulitika—kundi bahagi na ng kultura. Kapag may apelyidong kilala sa gobyerno, mas mataas ang tsansang manalo sa halalan.

3. Kontrol sa Yaman at Kapangyarihan

Hindi lang impluwensya ang hawak ng mga political dynasties, kundi pati access sa yaman ng bayan.

Dahil nasa posisyon sila, may kontrol sila sa pondo, proyekto, at mga negosyo. Kung gusto mong tumakbo laban sa kanila, kailangan mong harapin ang isang makinaryang may pera, koneksyon, at malawak na suporta.

4. Mahinang Voter Awareness

Maraming Pilipino ang bumoboto batay sa pangalan, hindi sa plataporma.

May mga botanteng iniisip na “Kilala ko ‘yan, kaya iboboto ko siya.” O kaya naman, “Malakas ‘yan sa lugar namin.”

Dahil sa kakulangan ng impormasyon at edukasyon tungkol sa mas epektibong pamamahala, madalas nauulit ang parehong pattern—parehong pamilya, parehong problema.

5. Patronage Politics

Isa sa pinakamalakas na sandata ng political dynasties ay ang patronage politics.

Ano ito? Ito ang sistema kung saan ginagamit ng mga pulitiko ang kanilang kapangyarihan upang magbigay ng pera, proyekto, at iba pang pabor kapalit ng suporta sa eleksyon.

May libreng ayuda?

May libreng bigas?

May libreng scholarship?

Lahat ito ay posibleng may kapalit—boto.

Paano Natin Ito Masusugpo?

Kung talagang nais nating wakasan ang political dynasties, hindi lang ito laban ng iilan—kundi laban ng sambayanang Pilipino.

Narito ang ilang paraan upang labanan ito:

✅ Ipasa ang Anti-Political Dynasty Law. Kailangang magkaroon ng malinaw na batas na tutuldok sa political dynasties.

✅ Piliin ang tamang kandidato. Bumoto batay sa kakayahan, hindi sa pangalan o kasikatan.

✅ Palakasin ang voter education. Maging mapanuri at huwag magpasilaw sa pera o pangako ng mga pulitiko.

✅ Manindigan para sa pagbabago. Ang totoong pagbabago ay nagsisimula sa isang botong pinag-isipan.

Ang Tanong: Handang Magbago ang Pilipinas?

Sa bawat eleksyon, hawak natin ang pagkakataong palitan ang sistema. Pero habang patuloy tayong bumoboto sa parehong pamilya at parehong apelyido, huwag nating asahan ang bagong resulta.

Ang pagbabago ay nasa ating mga kamay. Tayo na ang kumilos para sa isang mas patas at tunay na demokratikong Pilipinas!

With rice prices still high and farmers struggling with low buying prices, this move is critical to maintaining food security and ensuring fair trade.

A Call for Immediate Action

NFA Administrator Larry Lacson stressed the importance of swift action, urging LGUs to move fast in withdrawing rice reserves:

“We appeal to LGUs to fast-track the pullout of rice reserves. This will open up space in our warehouses, allowing us to procure more palay and ensure that farmers aren’t at the mercy of traders pushing down prices.”

San Juan City has already started pulling out NFA rice stocks, while Navotas, Cotabato, and Camarines Sur are preparing to follow suit, with pending orders totaling over 120,000 sacks of rice. The Department of Agriculture’s Food Terminals Inc. (FTI) has also stepped in to facilitate the process, offering easier payment terms for LGUs to encourage swift transactions.

The Unresolved Crisis: Why Rice Prices Are Still High

Despite government interventions, rice prices remain stubbornly high, affecting millions of Filipinos. The crisis started in July 2023 when India banned non-basmati rice exports, triggering a global supply shock. This issue was further compounded by El Niño’s impact on local harvests in early 2024.

Even though India lifted its export ban in August 2024 and President Ferdinand Marcos Jr. lowered rice import tariffs from 35% to 15%, prices have not returned to normal levels. For a typical 4.1-ton-per-hectare rice farm, even a P1 per kilo drop translates to a P4,100 loss per hectare for farmers—causing severe financial distress.

Unfortunately, NFA’s ability to purchase more palay is limited due to fully stocked warehouses. For instance, in Mindoro, palay procurement has been hindered by lack of storage space. The NFA plans to build a new warehouse in Mindoro, but this will not be operational until next year—making it imperative for LGUs to speed up rice distribution now.

New Buffer Stock Requirements: Is the NFA Prepared?

The Rice Tariffication Law (RTL) requires the NFA to maintain a 15-day buffer stock to ensure food security in times of crisis. However, with storage space nearly full, the agency is struggling to meet even its 9-day buffer stock target.

The charges, filed before the Court of Tax Appeals (CTA) on February 26, 2025, stem from the Bureau of Internal Revenue’s (BIR) relentless efforts to eradicate the use of ghost receipts—fraudulent invoices used to manipulate tax obligations.

Hilmarc’s Faces Criminal and Civil Liabilities

The DOJ’s findings, following an extensive BIR investigation, revealed that Hilmarc’s and its corporate officers—Efren M. Canlas, Robert B. Henson, and Cristina Elisse F. Canlas—engaged in fraudulent transactions by using fake receipts from Unimaker Enterprises Inc. and Everpacific Incorporated. These receipts were falsely declared as legitimate business transactions, allowing Hilmarc’s to claim undue input tax credits in their Value-Added Tax (VAT) returns and inflate expenses in their Income Tax Returns (ITRs).

As a result, the DOJ charged Hilmarc’s and its officials with violating:

Section 254 (Attempt to Evade or Defeat Tax)

Section 255 (Failure to Supply Correct and Accurate Information)

Sections 253(d) and 256 (Accountability of Corporate Officers) of the Tax Code

Beyond its criminal violations, Hilmarc’s also faces civil liabilities amounting to ₱176,363,284.77 in unpaid taxes.

“Ghost Receipts Should Have No Place in Business” – DOJ Chief

Justice Secretary Jesus Crispin “Boying” Remulla underscored the severe implications of Hilmarc’s alleged fraud, emphasizing how ghost receipts weaken the country’s tax collection system and deprive the government of much-needed revenue for public services and infrastructure.

“Ghost receipts should have no place in the commerce of man as they hinder our growth and prosperity as a nation. Let this serve as a warning to those who continue to defraud the State of its due,” Remulla stated.

He further stressed that government contractors, more than any other businesses, are expected to uphold the highest level of diligence in tax compliance.

BIR’s Nationwide Crackdown on Ghost Receipts

Hilmarc’s is just one of many corporations now under fire in the BIR’s intensified war against tax evasion. In August 2024, BIR Commissioner Romeo Lumagui Jr. announced that the agency had uncovered ₱1.3 trillion worth of fraudulent receipts, leading to an estimated revenue loss of ₱370 billion.

The BIR, in collaboration with Ateneo de Manila University’s Mathematics Department, developed an advanced algorithm that detects ghost receipts with high accuracy, allowing authorities to swiftly identify fraudulent transactions.

Additionally, in November 2023, the BIR filed 15 criminal cases against 69 corporations and individuals involved in the sale and use of ghost receipts, covering industries such as:
