Content Creators & Online Sellers Called Out for Spreading Dangerous Lies About Mercury in Skin Lightening Products!

In a recent call to action, environmental watchdog BAN Toxics has urged content creators and online sellers to cease promoting and selling skin-lightening products containing hazardous mercury. Despite existing bans, these products continue to proliferate on platforms like TikTok, Facebook Reels, Lazada, and Shopee, posing significant health risks to consumers.


A study by BAN Toxics revealed alarming findings: out of 50 skin-whitening products purchased online, 44 tested positive for mercury levels ranging from 7 parts per million (ppm) to a staggering 67,400 ppm, far exceeding the 1 ppm limit set by the ASEAN Cosmetics Directive. Notably, 33 of these products had been previously flagged by the Food and Drug Administration (FDA) between 2013 and 2024 due to their mercury content. 


Mercury is recognized by the World Health Organization as one of the top ten chemicals of major public health concern. Even minimal exposure can lead to severe health issues, including damage to the nervous, digestive, and immune systems, as well as the lungs, kidneys, skin, and eyes. It also poses significant risks to fetal development and early childhood. 


Thony Dizon, Advocacy and Campaign Officer of BAN Toxics, expressed dismay over the continued promotion of these hazardous products:


"We are dismayed that some content creators and online sellers continue to use social media platforms to advertise and sell prohibited beauty products despite existing chemical regulations in the country. The sale and promotion of mercury-laden beauty products must stop."


The issue is further exacerbated by the spread of misinformation on social media. Despite being illegal due to their mercury content, these products are often marketed with misleading claims, endangering consumers. The recent removal of fact-checking labels from Facebook and Instagram has allowed such misinformation to spread unchecked, highlighting the need for stronger enforcement to protect public health.


BAN Toxics is calling on social media platforms, online sellers, and content creators to take responsibility for consumer safety by halting the spread of misinformation. The organization also urges regulatory agencies, including the FDA and the Department of Trade and Industry, to investigate and take immediate enforcement action against platforms and sellers violating health and safety regulations.


This call to action aligns with global efforts to eliminate mercury-containing skin lightening products. The Minamata Convention on Mercury, which the Philippines ratified on June 2, 2020, mandates the phase-out of such products by 2020. However, investigations have found that these products remain widely available online, underscoring the need for robust enforcement and public education to protect consumers.

In a decisive move to combat the persistent issue of bullying in Philippine schools, the Department of Education (DepEd) has partnered with the Second Congressional Commission on Education (EDCOM II) to revise the Implementing Rules and Regulations (IRR) of the Anti-Bullying Act of 2013. This initiative aligns with President Ferdinand Marcos Jr.'s directive to establish schools as "no-bully zones," ensuring safe and conducive learning environments for all students. 


A Renewed Commitment to Student Welfare


Education Secretary Sonny Angara emphasized the need for meticulous monitoring of bullying incidents, noting that despite the law's enactment over a decade ago, not all schools have implemented comprehensive anti-bullying policies. He stated, "We need to be more thorough and diligent in monitoring bullying incidents." 


EDCOM II highlighted the detrimental impact of bullying on students' academic performance, citing studies from De La Salle University and the Philippine Institute of Development Studies. These studies reveal that bullying leads to disengagement and a long-term disinterest in studies, underscoring the urgency of effective intervention. 


Strategic Initiatives and Legislative Support


In 2022, DepEd established the Learner Rights and Protection Office (LRPO) to provide a platform for victims of bullying and other forms of violence to report incidents. The department has also prioritized hiring guidance counselors and offering mental health support to students and teachers, in line with the Basic Education Mental Health and Well-Being Promotion Act (RA 11036). 


The collaboration between DepEd and EDCOM II aims to strengthen intervention programs and ensure the availability of guidance counselors and discipline officers in schools. The revised IRR is scheduled for completion before the start of the 2025-2026 school year, following a series of high-level consultations to incorporate findings from EDCOM II's Year 2 Report into the decision-making process. 


Addressing a Persistent Challenge


Bullying remains a significant concern in Philippine schools. The 2018 Programme for International Student Assessment (PISA) reported that 65% of Filipino students experienced bullying at least a few times a month, the highest rate among participating countries. Although this percentage decreased during the pandemic, recent studies indicate that bullying continues to be a pervasive issue. 


A study by the Philippine Institute of Development Studies revealed that approximately 11,000 15-year-old students were regularly bullied in various forms during the 2021-2022 school year. This highlights the need for comprehensive strategies to address the issue. 


A Unified Effort for Safer Schools


The partnership between DepEd and EDCOM II represents a unified effort to create safer educational environments. Ingredients (Serves 5)

For the Chicken

4 cups marinated chicken thighs (see recipe below)

2 cups Thai stir fry sauce (see recipe below)

¾ cup canola oil

25 dried chilis

5 tbsp fresh garlic, minced

1 ¼ cups yellow onion, diced (1-inch)

5 tbsp scallions (green part only, 2-inch cut)

5 tbsp Thai chili paste

¾ cup red bell pepper, diced (1-inch)

¾ cup zucchini, sliced into half-moons (2-inch cut)

¾ cup cashew nuts

¾ cup chicken stock

2 ½ tbsp sesame oil


Instructions

Preheat the oven to 350°F and roast the cashews on a baking sheet for 8-10 minutes, stirring occasionally, until golden brown.

Heat the oil in a wok over medium heat, then add the dried chilis. Stir continuously until they puff up and turn maroon (about 1 minute). Remove and drain on a paper towel.

Turn the heat to high and add the marinated chicken in a single layer. Sear for 2 minutes without stirring until browned, then toss and cook until fully cooked through. Remove from the wok.

Lower the heat to medium and add the minced garlic. Stir until golden brown, then add the onions and cook for 1 minute.

Turn the heat back to high and add the bell peppers, zucchini, toasted chilis, chicken, Thai stir fry sauce, chicken stock, and Thai chili paste. Toss well for 1 minute until everything is heated through.

Turn off the heat and drizzle sesame oil over the dish. Add scallions and cashews, toss once more, and serve immediately.



Marinated Chicken Thighs

30 oz boneless chicken thighs, diced (½-inch)

⅓ cup Thai soy sauce

1 tbsp sugar

⅓ cup water

Instructions: Combine all ingredients and let the chicken marinate for 1 hour.


Thai Stir Fry Sauce

5 tbsp oyster sauce

2 ½ tbsp Thai soy sauce

1 ½ tbsp golden mountain sauce

1 ½ tbsp fish sauce

1 ½ tbsp granulated sugar


Instructions: Whisk all ingredients together in a bowl and set aside.

Ganache Ingredients

4 oz finely chopped dark chocolate

½ cup heavy cream


Instructions

Melt the chocolate and butter together in a heatproof bowl over a double boiler.

Whip the egg yolks with half of the sugar until light and fluffy, then fold into the melted chocolate mixture.

In a separate bowl, whip the egg whites with the remaining sugar and rum until soft peaks form. Gently fold into the chocolate mixture.

Whip the heavy cream until soft peaks form, then fold into the batter along with the toasted almonds and pistachios.

Pipe or spoon the mixture into individual ramekins, cover with a cardboard disk, and freeze until firm.

To make the ganache, heat the heavy cream until simmering, then pour over the chopped chocolate. Let sit for 1 minute, then stir until smooth. Strain and cool.

Unmold the frozen cakes, plate them with raspberry sauce, vanilla sauce, mint sprigs, whipped cream, and chocolate shavings. Drizzle with ganache before serving.

Sa patuloy na pag-unlad ng lipunan at agham, patuloy ding isinusulong ng Komisyon sa Wikang Filipino (KWF) ang estandardisasyon at intelektuwalisasyon ng wikang pambansa. Ito ang naging pangunahing mensahe ni Kom. Arthur P. Casanova, Tagapangulo ng KWF, sa katatapos lamang na Gawad Julian Cruz Balmaseda 2025, isang taunang pagkilala sa pinakamahusay na tesis at disertasyon gamit ang wikang Filipino.


Ayon kay Casanova, malaki na ang naging progreso ng wikang Filipino bilang isang intelektuwalisadong wika, subalit nananatiling hamon ang higit pang pagpapalawak at pagpapalalim ng paggamit nito sa larangan ng agham, matematika, at pananaliksik. Sa kabila nito, patuloy ang KWF sa kanilang mga inisyatiba upang lalo pang mapataas ang antas ng paggamit ng ating pambansang wika sa akademya at iba pang larangan.

Ang Gawad Julian Cruz Balmaseda ay ipinangalan kay Julian Cruz Balmaseda (1885–1947), isa sa mga haligi ng panitikang Pilipino. Kilala siya bilang isang makata, manunulat, at tagapagtaguyod ng pagsusulat sa wikang Filipino noong panahon ng mga Amerikano.


Dahil sa kanyang ambag sa panitikan at pananaliksik sa wika, ang kanyang pangalan ay ginawang simbolo ng pinakamataas na pagkilala sa pananaliksik na gumagamit ng Filipino.

Last Mile Schools are defined by DepEd as educational institutions located in geographically isolated and disadvantaged areas, often lacking basic infrastructure, including reliable electricity. The absence of power in these schools has long been a barrier to quality education, limiting access to modern learning tools and resources.


The collaboration between DepEd and NEA aims to provide these schools with dependable electricity, primarily through the installation of solar photovoltaic (PV) systems. A study analyzing the experiences of nine rural public schools in the Philippines, beneficiaries of a solar electrification program, found significant improvements in educational outcomes following the introduction of reliable power sources. The availability of electricity enabled extended study hours, enhanced teaching methods through the use of electronic devices, and improved overall school operations. 


Moreover, initiatives like the Solar Village Foundation's project to provide solar-powered printers to isolated schools have demonstrated the practical benefits of electrification. In her recent press conference, Duterte revealed that she had already been meeting with her lawyers to ensure she was ready for whatever lay ahead.


But while VP Sara is fully prepared, the Senate seems to be dragging its feet. Instead of promptly commencing the trial, they decided to delay it until Congress reconvenes in June, after the midterm elections. Senate President Francis Escudero justified this decision by claiming that the senators, who will act as judges in the trial, must first be sworn in as an impeachment court while Congress is in session. This reasoning, however, is now being challenged by legal experts.


Senate’s Delay: A Violation of the Constitution?

According to Article XI, Section 3(4) of the 1987 Philippine Constitution:


“When a verified complaint or resolution of impeachment is filed by at least one-third of all the Members of the House, it shall constitute the Articles of Impeachment, and the trial by the Senate shall forthwith proceed.”


The term “forthwith” is crystal clear—it means immediately, without unnecessary delay. The Senate’s decision to postpone the trial until June is a direct violation of this constitutional mandate. If this is tolerated, it sets a dangerous precedent where any impeachment process can be manipulated simply by delaying or refusing to hold the trial.


The Senate: Manipulating or Incompetent?

If the Senate has a clear constitutional obligation to begin the impeachment trial immediately, why are they stalling? There are only two possible explanations:


The process is being deliberately manipulated to favor one side.

The senators lack proper knowledge of their constitutional duties.

If senators, especially Senate President Escudero, had truly studied the law, they would have anticipated this situation and been prepared. Nowhere in the Constitution does it say, “The Senate can take a vacation before holding the impeachment trial.”


Impeachment Should Not Be Politicized

Impeachment is a vital mechanism for holding public officials accountable. Any delay in this process is a denial of justice to the Filipino people. If a high-ranking official can avoid impeachment just by delaying the trial, then what is the point of having laws in the first place?


It is no secret that some senators do not care about public sentiment because they know there are no immediate consequences for inaction. When election season comes, they flood us with promises—but when faced with real national issues like this, they suddenly disappear.


Senator Risa Hontiveros: The Only Voice of Reason?

Among the senators, only Senator Risa Hontiveros has openly called for the immediate start of the impeachment trial. In a system where laws seem to be twisted for the benefit of a few, we need more leaders with courage and integrity.


If we truly want real change in our government, we must remember these events when the next election comes. We must stop electing leaders who prioritize their political interests over the nation’s welfare.


Justice or Manipulation? The Senate Holds the Answer

VP Sara Duterte is more than ready for her impeachment trial—but the real question is, is the Senate ready to do the right thing? The continued delay is not just inaction; it is a direct assault on our Constitution.


If we want a government that is truly accountable, we must stand firm and demand the immediate start of the impeachment trial. In a democracy, laws should never be ignored—especially by those who are supposed to uphold them.

Sudden breaking news came out on the morning of February 2, 2025, in the Philippines, when information went viral in public and on social media, stating that Taiwanese actress Barbie Hsu, lovingly known by Filipinos as "Shan Cai" in the hit Taiwanese series Meteor Garden, had passed away. 

The news sent shockwaves not only in the Philippines but in Asia as various news outlets across the continent reported the story as it unfolded. Social media went into frenzy with a lot of Filipino fans posting their sentiments, mostly from those who were avid fans of the Meteor Garden series. 





A lot of her fans were in disbelief, with some calling it fake news or a hoax. The information then came from Hsu's sister, Dee Hsu, confirming in a statement via media outlet Taiwan Focus that her sister had died of Influenza-induced Pneumonia while on a trip to Japan for the Lunar New Year. 

Barbie Hsu left behind her 2 children, a 10-year-old daughter and an 8-year-old son, with ex-husband Wang Xiao Fei. Hsu married for the second time to a South Korean artist, DJ Koo Jun Yup, in 2022, whom she dated around 20 years ago. 

The rise to superstardom came when Barbie starred in the Meteor Garden Taiwanese series that first aired in 2001. She was paired with another rising actor at that time, Jerry Yan, together with Vic Zhou, Vaness Wu and Ken Chu, popularly known in the show as the group, F4. 

The series became a successful hit and had a special feature, Meteor Rain, including a sequel, Meteor Garden 2, that was briefly filmed in Barcelona, Spain. ABS-CBN brought the content to Filipino households in 2003, which ultimately became a massive success as it became a beloved series in the Philippines. 

The era when social media is not that known yet, and the time when smartphones and the internet are not a big thing. Filipino fans from almost every household and people in the streets tune in regularly during weekdays when the show aired on its original 3 PM timeslot and moved to the 5:30 PM schedule before the evening newscast, TV Patrol. 

Filipinos loved the show's dynamic, wherein Barbie portrayed a hardworking, strong-willed and bubbly girl-student named Shan Cai from a poor family who studied at the notoriously rich and famous exclusive Ying De University. Her bravery to stand up for the weak caught the attention of the university's richest student-group, F4. 

Dao Ming Si, Jerry Yan's character, leader of the F4 group, made life miserable for Shan Cai for her defiance and ability to stand up to him—ultimately appreciating her attitude and developing love for her. 

The show's popularity in the country led to a memorable tour in 2003 when Barbie Hsu visited the country for a concert in Manila. Jerry Yan followed suit in the coming years and even landed an endorsement for a popular Filipino clothing line. Together, the pair became household names in the Philippines. 

Barbie Hsu kickstarted the long hair pigtail trend during that time when almost all girls in the country emulated Shan Cai. The term Batang 90s kids came to life when news of Barbie's sudden death shocked the entire nation. 

Fans turned to social media to remember the nostalgia where smartphones and the internet are not yet a thing. The time when fans waited for every episode as there were no streaming platforms available at that time. 

It truly was a defining period for the country when Shan Cai conquered the television of millions of Filipino households and gave birth to the "Meteor Garden Fever". The nation is mourning the loss of not just the actress but the character Shan Cai, who greatly represented the modern Filipino—resilient and strong as ever. 

Shan Cai created a lasting legacy that popular songs from the show such as "Qing Fei De Yi" and "Ni Yao De Ai" became a hit for Filipinos, even though there is a language barrier and understanding of the Taiwanese lyrics. Barbie's passing will now give a whole new feeling when listening to these songs. 

My sister and I, who collaboratively worked to create this article, vividly remember our late Grandmother "Inay Puring", who was a huge fan of the show, especially Dao Ming Si and Shan Cai. 

The usual cozy afternoon of 2003 became a bonding moment for the three of us whenever she opened the television for us to watch Meteor Garden together. 

Nostalgia briefly came back in 2014 when ABS-CBN aired a re-run to celebrate the 10th year of the original airing. The afternoon bonding was rekindled as we watched together on our old hunchback SANYO TV. 

Now that Shan Cai is gone, we are heartbroken by the fact that a huge part of our childhood has also been removed. She is indeed a huge puzzle of what we have become now—always a believer, never a quitter. 

As we say goodbye to Shan Cai and ultimately to Barbie Hsu, who defined our generation. We will make sure that her memory remains alive and well. The memorabilia that we kept, including her album and signature fan, will be safeguarded. 

Shan Cai, we will stand by your grit and defiance of any challenges. We will emulate your kindness to your family and will never give up on love. 

The next meteor shower will never be the same again as we thought of you every single time it shines in the sky. Good night, Shan Cai. Rest well with Angels. Mahal ka namin—forever.

The impeachment, endorsed by over 215 legislators, was swiftly transmitted to the Senate. However, the Senate, currently in recess, announced that the trial would commence on June 2, following the midterm elections.
