In a significant move to combat rising health concerns, Samar Representative Reynolds Michael Tan, in collaboration with health advocates, is championing the Healthy Food Marketing Environment Bill. This proposed legislation aims to introduce mandatory food warning labels and regulate child-directed food marketing, addressing the escalating issues of heart disease and childhood obesity in the Philippines.


Legislative Push for Health

On March 5, 2025, during a press conference organized by public interest law group ImagineLaw, Rep. Tan emphasized the urgency of passing the bill. The event coincided with the culmination of Philippine Heart Month and World Obesity Day, underscoring the timeliness of the initiative. Rep. Tan, the principal author of House Bill No. 9819, stated, "Sa batas na ito, may kapangyarihan ang Pilipino na protektahan ang kanilang pamilya at mga anak laban sa sakit" ("With this bill, we ensure that Filipinos are empowered to protect their families and children from diseases"). He called on fellow lawmakers to support the measure, aiming to secure better health outcomes for all Filipinos.


Health Risks of Unhealthy Diets

The World Health Organization (WHO) has highlighted that high consumption of unhealthy foods significantly increases the risk of heart disease, diabetes, and certain types of cancer. In the Philippines, cardiovascular diseases remain the leading cause of death. The Philippine Statistics Authority reported that in the first half of 2024 alone, one in every five Filipino deaths was attributed to heart disease. Dr. Louella Santos, Director of the Philippine Heart Association, remarked, "We need to give Filipinos a fighting chance to protect their heart health and that of their loved ones from this deadly yet preventable disease."


Childhood Obesity Concerns

Childhood obesity is a growing concern in the Philippines. According to the United Nations Children’s Fund (UNICEF), one in every seven school-aged children in the country is overweight or obese. This trend is partly due to exposure to food marketing that promotes unhealthy eating habits. Obesity during childhood increases the risk of heart disease and other non-communicable diseases later in life.


Key Provisions of the Bill

House Bill No. 9819 proposes the implementation of front-of-pack warning labeling (FOPWL) on pre-packaged food products. This measure aims to help consumers quickly identify foods high in fats, salt, and sugar, enabling them to make healthier choices. Additionally, the bill seeks to regulate advertisements targeting children that promote foods requiring warning labels. Rep. Tan noted, "The policy ensures a heart-healthy food environment for children. Dahil kung heart healthy ang food environment sa bata, heart healthy din ito sa lahat" ("If the food environment is heart-healthy for a child, it is heart-healthy for all").


Formation of the Responsible Food Marketing Coalition

In conjunction with the press conference, ImagineLaw introduced the Responsible Food Marketing Coalition. This multi-sectoral network advocates for stronger food marketing regulations to protect children's health. The coalition comprises various organizations, including the Philippine Legislators' Committee on Population and Development, Philippine Society of Public Health Physicians, Nutrition Foundation of the Philippines, Nutrition Center of the Philippines, Kalusugan ng Mag-ina, World Vision, University of the Philippines National Institute of Health and College of Public Health, and GoodGov Philippines. Atty. Mikhail Laurence Millan, Project Manager of ImagineLaw, stated, "Children’s health is a shared responsibility. The Coalition is committed to creating a healthy food environment that protects the health of Pinoy children."

The Healthy Food Marketing Environment Bill represents a proactive approach to addressing the dual challenges of heart disease and childhood obesity in the Philippines. By empowering consumers with clearer information and regulating the marketing of unhealthy foods to children, the bill aims to foster a healthier future for all Filipinos. The collaboration between lawmakers, health advocates, and various organizations underscores the collective effort required to bring about meaningful change in public health.
