In a landmark move to bolster social security coverage for government workers, the Social Security System (SSS) and the Commission on Filipinos Overseas (CFO) have joined forces to implement the KaSSSangga Collect Program. This initiative aims to provide comprehensive social security benefits to Job Order (JO) and Contract of Service (COS) workers within the government sector, who traditionally fall outside the purview of the Government Service Insurance System (GSIS).
Formalizing the Partnership
On March 7, 2025, a Memorandum of Agreement was signed at the CFO headquarters in Quezon City. The ceremony was graced by SSS President and Chief Executive Officer Robert Joseph Montes De Claro and CFO Chairperson Dante “Klink” Ang II. This agreement signifies a mutual commitment to safeguard the welfare of JO and COS workers by integrating them into the SSS framework.
De Claro lauded the CFO's proactive approach, stating, "We commend the CFO and Secretary Ang for taking this initiative to ensure that their JO and COS workers receive the social security protection they deserve." He further emphasized SSS's dedication to supporting CFO's mission of helping overseas Filipinos maintain and strengthen their ties to the Philippines.
Mechanics of the KaSSSangga Collect Program
Under this program, JO and COS workers at the CFO will be registered as self-employed SSS members. Given their employment status, these workers are not eligible for GSIS coverage, making this initiative crucial for their social security. The CFO will serve as an authorized Coverage and Collection Partner of SSS, facilitating the collection and remittance of monthly SSS contributions through a salary-deduction scheme.
Comprehensive Benefits for Workers
Enrollment in the SSS opens up a suite of benefits for JO and COS workers, including:
Sickness Benefits: Financial assistance during periods of illness.
Maternity Benefits: Support for female members during pregnancy and childbirth.
Disability Benefits: Aid in cases of partial or total permanent disability.
Retirement Benefits: Provision for a secure post-retirement life.
Funeral and Death Benefits: Assistance to beneficiaries in times of loss.
Additionally, members can access various loan programs, such as salary and calamity loans, offering financial support in diverse situations. They are also entitled to coverage under the Employees’ Compensation Program (ECP) for work-related contingencies.
Extending Coverage Beyond CFO
The KaSSSangga Collect Program, launched in January 2023, aims to extend social security protection to workers not covered under the GSIS law, including those in national government agencies, local government units, and tricycle operators and drivers associations.
For instance, over 2,000 workers from the Batanes local government unit became SSS members under this program, showcasing its expanding reach.

This partnership underscores a broader commitment to inclusivity in social security, ensuring that all workers, regardless of employment status, have access to essential protections. As the program continues to grow, it sets a precedent for other agencies to follow, fostering a more secure and equitable environment for all Filipino workers.
