This recognition, announced during the Asian-Pacific Postal Leaders Forum in Jaipur, India, places the Philippines among the global leaders in postal service development—an extraordinary feat for a nation striving for modernization and efficiency.

The UPU’s 2IPD ranking evaluates postal systems worldwide based on four key criteria: reliability, reach, relevance, and resilience. The Philippines’ ascent from Level 4 in 2023 and 2022 to Level 5 reflects the PHLPost leadership’s unwavering commitment to improving the postal system, ensuring it remains efficient, transparent, and globally competitive.


"When I took office in 2023, we were at Level 4. My goal is to reach Level 6 by the end of President Marcos’ term. Moving up another notch after just a year is a clear sign that the UPU recognizes the progress of the Philippines. This achievement is not just a milestone—it is a reflection of the tireless efforts of the men and women of PHLPost who are dedicated to elevating our postal services through good governance and modernization," said Postmaster General and CEO Luis D. Carlos.

The Philippines’ postal system has gained international recognition for its recent improvements, with Japan ranking 10th globally—a testament to the rigorous standards required to be among the world’s best. To further enhance its efficiency, PHLPost has actively collaborated with global postal leaders, including Japan’s Ministry of Internal Affairs and Communications and Japan Post, to refine mail dispatch and tracking systems. These initiatives have significantly boosted the Philippines’ Integrated Index for Postal Development Score, particularly in terms of reliability.


This improvement is measured through the International Quality of Service (IQRS) system, which assesses a country’s postal service based on:


On-time delivery and compliance with international transit times

End-to-end mail tracking for transparency and security

Data accuracy to ensure seamless operations

Operational compliance with global standards

Such strategic collaborations ensure that the Philippines remains competitive in an increasingly digital and interconnected world, setting the stage for even greater achievements in the coming years.
