PBBM Slashes Teachers’ Paperwork by 57% – What It Means for You!

In a landmark move to enhance the educational landscape, President Ferdinand "Bongbong" Marcos Jr., in collaboration with the Department of Education (DepEd), has initiated a policy to significantly reduce the administrative workload of public school teachers. This initiative aims to cut teachers' paperwork by approximately 57%, allowing educators to dedicate more time to student learning and instructional activities. 


Streamlining Administrative Tasks

Historically, public school teachers in the Philippines were required to complete 174 different school forms, a task that consumed a substantial portion of their time. Under the new policy, this number will be reduced to just five essential forms that all teachers must regularly complete. Additionally, depending on specific ancillary tasks and teaching-related assignments, teachers may be required to accomplish up to 31 and 39 additional forms, respectively. These assignments will be based on the rationalized workload outlined in DepEd Order No. 005, s. 2024. 


Addressing Long-standing Concerns

This policy change directly addresses the long-standing concerns of educators regarding excessive paperwork. Education Secretary Sonny Angara emphasized that reducing the bureaucratic workload will not only improve teachers' well-being but also enhance the quality of instruction provided to learners. 


Data-Driven Decision Making

The decision to streamline administrative tasks is backed by data. A study by DepEd's Technical Working Group revealed that teachers often spend excessive hours on non-teaching tasks. Further supporting this, an IDInsight study found that 42% of teachers work more than 50 hours per week, dedicating an average of 17.8 hours to ancillary duties and 8.1 hours to program-related tasks. Much of this time was consumed by filling out school forms and reports, reducing the time available for lesson planning and student engagement. 


Implementing the New Guidelines

To ensure the effective implementation of the new guidelines, DepEd is set to issue a formal department order. This will be accompanied by nationwide orientation sessions to ensure smooth execution at the school level. Additionally, DepEd plans to create a Data Management Framework to standardize data collection across all schools, eliminating redundant and outdated documentation requirements while ensuring essential school management information is accurately recorded. 


Advocacy and Stakeholder Engagement

Beyond policy implementation, DepEd will launch advocacy campaigns to raise awareness about these reforms. Engaging education stakeholders is crucial in improving teacher working conditions and ensuring the success of this initiative.
