The Employees’ Compensation Commission (ECC) has reached a significant milestone, commemorating 50 years of unwavering service dedicated to safeguarding Filipino workers against work-related contingencies. Established on March 17, 1975, through Presidential Decree No. 626, the ECC has been instrumental in providing comprehensive support to employees facing work-related illnesses, injuries, or fatalities.
In recognition of this golden anniversary, the Social Security System (SSS) lauded the ECC's pivotal role in the nation's social security framework. SSS President and Chief Executive Officer Robert Joseph Montes De Claro highlighted the ECC's steadfast commitment to delivering timely and meaningful assistance to workers and their families during challenging times. He emphasized that the ECC's influence extends beyond financial aid, significantly contributing to the promotion of workplace safety and health awareness across the country.
A Legacy of Support and Empowerment
Over the past five decades, the ECC has evolved into a cornerstone of worker protection in the Philippines. By administering the Employees’ Compensation Program (ECP), the commission offers tax-exempt income, medical benefits, and other related assistance to employees, including the self-employed, and their dependents in cases of work-related health issues or death. The State Insurance Fund (SIF), sourced from employer contributions, finances these benefits, with the SSS managing the fund for private-sector and informal-economy workers, and the Government Service Insurance System (GSIS) overseeing it for government employees.
Significant Milestones in Benefit Disbursements
Demonstrating its commitment to worker welfare, the SSS reported disbursing a total of P39.1 billion in Employees’ Compensation (EC) benefits to approximately 2.7 million beneficiaries from 1975 to 2024. Long-term benefits constituted the majority of these disbursements, with nearly P27 billion allocated for EC death benefits to almost 42,000 claimants and P5.1 billion for EC disability benefits, assisting over 78,000 workers. Short-term benefits included P5.3 billion in EC sickness benefits for nearly two million workers and P1.7 billion in medical service benefits benefiting more than 700,000 workers. Additional support comprised EC funeral benefits amounting to P284 million for almost 28,000 beneficiaries and rehabilitation services worth over P85 million, aiding more than 15,000 workers.
A Commitment to Future Initiatives
As the ECC celebrates this golden milestone, it reaffirms its dedication to advancing occupational safety and health policies and programs. The commission aims to continue providing prompt and fair compensation benefits and services to persons with work-related disabilities (PWRDs) and their dependents. A notable initiative is the conceptual master plan for the Workers Rehabilitation Center Complex (WRCC), unveiled on May 1, 2024. This pioneering project signifies a significant advancement in the ECC’s mission, enabling the agency to directly manage rehabilitation services through its comprehensive Disability Management-Return-to-Work Assistance Program (DM-RTWAP).
The SSS remains committed to collaborating closely with the ECC to ensure that all Filipino workers are protected from the risks associated with work-related contingencies. This partnership underscores a shared vision of providing quality social security protection and fostering a culture of safety and health in the workplace.
