The Anti-Red Tape Authority (ARTA) held a series of Ease of Doing Business (EODB) orientations for priority barangay local government units (BLGUs) in the National Capital Region (NCR) from 17 to 20 March 2025 at ARTA's Transformation Hub, UP Technohub Office. The series of orientations covered an overview of Republic Act 11032, or the Ease of Doing Business Law, client satisfaction measurement (CSM), and the Citizen's Charter.
A total of 84 barangays, with 210 participants, attended the four-day orientation series. The first batch of the orientation, held on 17 March 2025, was attended by Marikina City, which included its 16 barangays, and Pateros City, with 6 barangays. The second batch of the orientation, held on 18 March 2025, included Taguig City, with its 4 barangays, and San Juan City, with its 19 barangays. The third batch, held on 19 March 2025, included 21 barangays from Manila City. Finally, the fourth batch, held on 20 March 2025, included Makati City, which sent representatives from 22 barangays.
Gracing the event, ARTA Secretary Ernesto V. Perez emphasized the importance of implementing ease of doing business at the barangay level, stating, "by embracing the principles of ease of doing business, you are contributing directly to the realization of President Marcos Jr.'s vision for a more prosperous and efficient Bagong Pilipinas. Parte kayo ng Bagong Pilipinas."
"Our goal is to empower every barangay to enhance its service delivery through streamlined processes and transparent operations. Gusto namin mas mapadali ang serbisyo niyo," he added.
By empowering them to comply with Republic Act (RA) No. 11032, or the Ease of Doing Business Law, ARTA strongly believes that the BLGUs will serve as fundamental political units that will improve the planning and implementation of government projects and programs.
In a Bagong Pilipinas, ARTA aims to conduct the EODB orientations for BLGUs nationwide as part of President Ferdinand R. Marcos Jr.'s directive to combat red tape and improve bureaucratic processes in all levels of the government.
