DepEd Rolls Out 87 Million Learning Modules and 74,000 Tablets—Is This the Future of Philippine Education?

​In a significant stride toward enhancing educational accessibility, the Department of Education (DepEd) has procured over 87 million learning modules and 74,492 tablets under the Flexible Learning Options (FLO) fund. This initiative, led by Education Secretary Sonny Angara, underscores the administration's commitment to providing inclusive education for all Filipino learners.​


The FLO program is designed to support students who face challenges attending traditional classroom settings. It offers flexible schedules, diverse locations, and varied learning methods tailored to individual circumstances. "These learning resources are designed to support learners who are studying independently, allowing them to learn at their own pace and make adjustments as needed," Secretary Angara emphasized.​


In his first six months, Secretary Angara prioritized early procurement activities (EPA) to expedite the delivery of essential learning materials. This proactive approach ensures that over 300,000 learners in high- and medium-risk areas across 16 regions receive the necessary tools to continue their education through alternative modalities. "We made a commitment to fast-track learning resources, and we are making good on that promise. EPA is more than just a procurement strategy; it is a game-changer in making sure no learner is left waiting," Angara stated.​


The Bureau of Alternative Education (BAE) has already distributed approximately 2.975 million modules and 330,000 session guides nationwide. Additionally, P115 million has been allocated for the reproduction of locally developed modules, including 41 Accreditation and Equivalency (A&E) modules each for Elementary and Junior High School levels. To ensure the effective utilization of these resources, nearly 300 Alternative Learning System (ALS) implementers have undergone specialized training, supported by UNESCO.​


The FLO encompasses both Alternative Delivery Modes (ADMs) and the Alternative Learning System (ALS). ADMs cater to learners enrolled in the formal system who are at risk of dropping out, offering approaches such as modular distance learning, online distance learning, blended learning, Open High School System, Night High School, Rural Farm School, and Homeschooling.​



This initiative aligns with President Ferdinand Marcos Jr.'s vision of ensuring inclusive, accessible, and high-quality education for all learners. By leveraging early procurement and flexible learning strategies, DepEd is making significant strides toward bridging educational gaps and fostering a more equitable learning environment across the Philippines.​
