As the elections draw closer, the Commission on Elections (COMELEC) has once again reminded voters to choose party-list groups that genuinely represent marginalized sectors. This reminder comes amid reports that many party-list organizations running in the elections have ties to political dynasties and powerful business entities—raising serious concerns about the integrity of the party-list system.


The Party-List System: A Platform for the Underrepresented

The Philippine party-list system was established with the noble intention of giving underrepresented sectors—such as workers, farmers, indigenous peoples, women, and the poor—a stronger voice in Congress. Unlike traditional district representatives, party-list groups are meant to empower communities that lack sufficient political influence.


However, over the years, this system has been exploited by influential families and wealthy individuals who use it as a backdoor to expand their political dominance. Instead of serving as champions of the marginalized, some party-list groups have been accused of prioritizing personal and business interests.


The Growing Issue of Political Dynasties in Party-Lists

Election watchdog group Kontra Daya has revealed that more than half of the registered party-list groups have connections to political dynasties, government officials, and wealthy businessmen. This contradicts the core purpose of the party-list system and undermines its role in ensuring fair representation.


Despite these revelations, many of these groups were still able to secure COMELEC’s approval to run in the elections. This raises a crucial question: Shouldn’t COMELEC have conducted a thorough background check before granting these groups official status?


COMELEC’s Role in Upholding the Integrity of the System

COMELEC Chairperson George Garcia has encouraged the public to file petitions against party-list nominees who do not genuinely represent marginalized sectors. While this is a step toward maintaining the integrity of the system, it also highlights a glaring issue—why was COMELEC unable to filter out these questionable groups in the first place?


A more rigorous vetting process should have been conducted before these groups were approved for registration. COMELEC has the power and responsibility to investigate party-list applicants, ensuring that only those who truly represent marginalized communities are given the opportunity to run. Instead of leaving the burden to vigilant citizens and watchdog groups, COMELEC should proactively enforce stricter measures to prevent the exploitation of the party-list system.


What Voters Can Do

Despite these challenges, voters still have the power to ensure that the party-list system serves its intended purpose. Here are key steps to make informed choices:


Research Party-List Backgrounds – Look into the history, leadership, and track record of party-list groups. Investigate whether their nominees genuinely belong to and advocate for the sector they claim to represent.


Beware of Political Dynasties and Business Interests – Be critical of party-list groups linked to powerful families and corporations, as their agenda may not align with the needs of the marginalized.


Engage in Discussions and Awareness Campaigns – Participate in forums, debates, and discussions to better understand the platforms of different party-list groups and educate others about the importance of responsible voting.


The Road Ahead

The party-list system remains a crucial tool for inclusive governance, but its effectiveness is at risk if it continues to be hijacked by the politically and financially powerful. While COMELEC’s call to voters is important, its responsibility does not end there. A proactive approach—through strict vetting, regular inspections, and strong enforcement of rules—is necessary to protect the system from manipulation.


As citizens, our role is to remain vigilant, informed, and critical of the choices we make at the ballot. By supporting genuine party-list groups, we can help restore the system’s integrity and ensure that Congress remains a place for true representation, not just another playground for dynasties and the elite.
