The Catholic Church in the Philippines has a storied history of political engagement. Notably, during the 1986 People Power Revolution, church leaders were instrumental in mobilizing public sentiment against the dictatorship of Ferdinand E. Marcos. However, in recent years, the Church has grappled with its role in politics, especially concerning direct endorsements of political candidates. The Catholic Bishops' Conference of the Philippines (CBCP) has emphasized its non-partisan stance, stating that the Church as an institution cannot endorse any candidate. 


Guidance Over Endorsement: A Preferred Approach


Many religious organizations advocate for guiding their congregations rather than endorsing specific candidates. The National Council of Churches in the Philippines (NCCP), for instance, encourages members to cast their votes as an act of faith, emphasizing the importance of choosing leaders who align with Christian values and principles. 


This approach allows individuals to make informed decisions based on their beliefs and the qualifications of candidates, rather than feeling compelled to vote a certain way due to religious directives.


Recent Developments and Discussions


In January 2025, the Iglesia ni Cristo (INC), a prominent religious group in the Philippines, held a "National Rally for Peace" at the Quirino Grandstand in Manila, with over 1.5 million members participating. This event underscored the INC's significant influence in political matters, as they have been known for bloc voting in previous elections. 


In contrast, the Catholic Church has maintained its non-partisan stance. In April 2022, the CBCP president, Bishop Pablo Virgilio David, delivered a homily urging voters not to gamble away the country's future, emphasizing the moral responsibility of choosing leaders who uphold justice and integrity. 


The Importance of Informed Decision-Making


Religious organizations play a crucial role in fostering a well-informed electorate. By providing resources and guidance on evaluating candidates' qualifications and platforms, they empower individuals to make choices that reflect their values and the common good. For example, the Parish Pastoral Council for Responsible Voting (PPCRV), a Church-affiliated election watchdog, launched a series of books in September 2024 aimed at revitalizing Filipino traits such as respect, honesty, and patriotism, to aid voters in making informed decisions.

While religious organizations have the right to express their views on political matters, endorsing specific candidates can lead to division and may not align with the diverse beliefs of their congregations. By focusing on providing guidance and fostering informed decision-making, religious leaders can uphold their moral responsibilities and contribute to a more engaged and thoughtful electorate.
