Meralco's Proposed P19-Billion Refund: A Comprehensive Analysis

The Manila Electric Company (Meralco) has recently announced its intention to refund P19 billion to its consumers, representing overcollections from July 2022 to December 2024. This move is currently under review by the Energy Regulatory Commission (ERC), and if approved, the refund will be distributed over a three-year period. Residential customers can expect a refund of P0.19 per kilowatt-hour (kWh).


Understanding the Refund Mechanism


For a household consuming 400 kWh monthly, the refund calculation would be as follows:


Monthly Refund: 400 kWh x P0.19/kWh = P76

Total Refund Over 29 Months: P76 x 29 months = P2,204

This refund will be automatically deducted from the monthly bills, aiming to provide a hassle-free experience for consumers.


Consumer Concerns and Skepticism


Despite the refund, many consumers have expressed concerns:


Offset by System Loss Charges: There's apprehension that the refund might be negated by increases in other charges, such as system loss fees.

Delayed Refund vs. Immediate Payment: Consumers highlight the disparity between the promptness of disconnection for non-payment and the prolonged refund process.

Complex Billing Components: The presence of various surcharges and fees in the bill leads to confusion and skepticism about the actual benefit of the refund.

Historical Context of Refunds


This isn't the first instance of Meralco issuing refunds:


December 2024: The ERC ordered private distribution utilities to refund P1.18 billion to consumers due to unused expenses intended for technical experts during the regulatory rate reset. For Meralco customers, this translated to a refund of P0.2264 per kWh for one month. 


October 2024: Meralco anticipated a P16-billion refund to consumers, pending the ERC's decision on the fifth regulatory rate reset.

July 2022: The ERC directed Meralco to refund P21.8 billion due to overcollections from July 2015 to June 2022, resulting in a reduction of P0.87 per kWh for residential consumers. 


System Loss Charges: A Point of Contention


System loss refers to the energy lost during transmission and distribution. While some loss is technical and unavoidable, a portion is due to pilferage. Consumers have long questioned why they bear the cost of these losses, especially those resulting from illegal activities.


The Path Forward


As Meralco awaits the ERC's decision on the proposed P19-billion refund, consumers remain vigilant. The key concerns revolve around transparency in billing, the fairness of charges, and the assurance that refunds provide genuine relief without being offset by other increasing costs.
