Vice President Sara Duterte, once entrusted with the responsibility to serve the people, has not only failed to uphold that trust but has actively undermined it. From mishandling millions of confidential funds to engaging in actions that disgrace key institutions like the Office of the Vice President (OVP), Senate, and Congress, it’s clear that her leadership has fallen short of the people’s expectations.


What Has Sara Duterte Done?


Under her leadership, the OVP and the Department of Education (DepEd) have seen a series of troubling decisions and actions that cannot be ignored:


Mismanagement of Funds: Millions of pesos allocated for confidential expenses have been mishandled. There are allegations that her security personnel were allowed to manage funds that should have been under the control of designated disbursing officers. This raises serious concerns about transparency and adherence to legal guidelines.


Weakening Institutions: Sara Duterte has repeatedly disrespected critical institutions, including the Senate and Congress, with her refusal to attend hearings, as well as her alleged intimidation tactics toward high-ranking officials like President Ferdinand Marcos Jr. and Speaker Martin Romualdez.


Disastrous Oversight of Education: As the head of DepEd, Duterte's stewardship has been questioned due to the alleged misuse of funds. The country’s educational system, already struggling to meet the needs of millions of Filipino students, has been further undermined under her watch.

First Impeachment Complaint (Filed December 2, 2024): 


This complaint, backed by a coalition of organizations like Magdalo, Mamamayang Liberal, Tindig Pilipinas, and families of drug war victims, accuses Duterte of:


Betrayal of Public Trust: The misuse of public funds and alleged involvement in extrajudicial killings during her tenure as Davao City Mayor.

Bribery and Corruption: Alleged attempts to bribe key officials and bypass proper procedures for fund allocations.

Assassination Threats: Reports of Duterte issuing threats against top government officials, including the President and Speaker of the House.


Second Impeachment Complaint (Filed December 4, 2024): 


This complaint focuses on:

Abuse of Discretionary Power: Allegations of Duterte misusing P612.5 million in confidential funds from the OVP and DepEd.

Fabrication of Reports: The complaint accuses Duterte of ordering false accomplishment reports to justify improper spending.

Obstruction of Oversight: Duterte allegedly ignored Congress' role in overseeing the use of government funds, opting to avoid critical budget hearings.


Third Impeachment Complaint (Filed December 20, 2024): 


The third complaint involves:

Irregular Disbursements: The release of confidential funds amounting to millions of pesos under questionable circumstances, including the alleged use of funds for non-governmental purposes like office equipment.

Fabricated Receipts: Allegations that Duterte falsified documents to cover up the illegal use of public funds.
