In a strongly worded statement, 1SAMBAYAN has expressed deep concern over glaring anomalies in the proposed 2025 General Appropriations Act (GAA) approved by the Bicameral Conference of Congress. The coalition highlights critical budget allocations that not only raise constitutional questions but also pose serious risks to key sectors essential for national development: education, healthcare, and defense.


Education Takes a Backseat Despite Constitutional Mandate

The Philippine Constitution explicitly states that education should receive the highest budgetary priority. However, the proposed 2025 GAA allocates a staggering ₱1.1 trillion to the Department of Public Works and Highways (DPWH) while giving only ₱737 billion to the Department of Education (DepEd). The ₱363 billion difference raises eyebrows, especially given the urgent need for investments in the country’s education system, which continues to grapple with overcrowded classrooms, lack of resources, and deteriorating facilities.


Additionally, the proposed budget reduces DepEd’s allocation by ₱12 billion from what was originally recommended by the President. This cut threatens to further undermine efforts to improve education quality and accessibility nationwide.


PhilHealth Budget Reduced to Zero: A Dire Health Crisis Looms

Equally alarming is the complete absence of any budgetary allocation for PhilHealth in the proposed 2025 GAA. The Constitution mandates prioritizing the healthcare needs of the underprivileged, sick, elderly, and vulnerable populations. Despite this, the ₱74.43 billion initially proposed for PhilHealth has been reduced to zero. Furthermore, PhilHealth will not even receive its share from Sin Taxes, which, by law, must be automatically remitted to the agency.


This decision raises serious concerns about how the government plans to address the country’s healthcare challenges, including the need for accessible and affordable medical services, particularly for marginalized sectors.


Ballooning Congressional Budget Amid Cuts to Defense and Social Services

While critical sectors face significant budget cuts, the proposed 2025 GAA increases the budget for the House of Representatives by ₱17.37 billion and the Senate by ₱1.1 billion. These increases stand in stark contrast to the reduction of ₱15 billion from the AFP Modernization Program, which is essential for national security, particularly in defending the West Philippine Sea.


Infrastructure Overdrive: A Breeding Ground for Corruption?

The budget for DPWH sees an increase of ₱213 billion, intended for projects such as flood control, road repairs, and reflectorized signs. However, 1SAMBAYAN warns that such allocations have historically been breeding grounds for graft and corruption, often referred to as “pork barrel projects.” Allegations of commissions reaching up to 60% of project costs highlight the urgent need for transparency and oversight.


A Call to Action: Revisiting the 2025 Budget

1SAMBAYAN urges President Ferdinand Marcos Jr. to reconvene the Bicameral Conference of Congress and address these glaring inconsistencies. The coalition stresses that without corrective measures, the 2025 GAA risks becoming one of the most corrupt national budgets in Philippine history.

As a prospective member of the Rightsizing Committee, the Anti-Red Tape Authority (ARTA) applauded the Senate's advancement of the National Government Rightsizing Program (NGRP) after Senate President Francis “Chiz” Escudero sponsored the Bill with Senator Joel Villanueva as a co-sponsor on 18 December 2024 during Senate 40th Plenary Session. 


Senate Bill No. 890, entitled "Rightsizing the National Government Act," seeks to establish a lean, efficient, and responsive government workforce by streamlining agency operations, optimizing organizational structures and staffing levels, enhancing interoperability among government agencies, and eliminating redundant, overlapping, or obsolete functions, programs, and projects. 


As an agency tasked with enhancing government efficiency and advancing regulatory reforms, ARTA Secretary Ernesto V. Perez expressed optimism and full support for the passing of the bill.


"The National Rightsizing Program is one of President Marcos administration's top priorities, and we in ARTA are here to support it as best we can," the ARTA Chief said. 


"In its core, NGRP aligns with [ARTA’s] mandate to streamline and improve government efficiency, mas lalo nating papaigihin ang mga proseso sa gobyerno," he added.

The Gross Merchandise Value (GMV) of the moisturizers market also demonstrated significant growth, rising 27.8% quarter-on-quarter (QoQ) and 38.29% compared to Q2 2024, indicating strong demand and performance within the category.

Market Share by E-commerce

A closer look at the e-commerce landscape reveals that Shopee firmly dominated the online moisturizers market, capturing a substantial 80.96% market share. Lazada followed with 11.48%, while Tokopedia secured 7.25%, and Blibli held a modest 0.31%.

Shopee maintained its strong dominance in the moisturizers market throughout the quarter. “However, a slight dip in its market share in September created opportunities for Lazada and Tokopedia to gain ground and expand their shares,” said Wilhendra, CEO of Magpie.

A closer look at the month-on-month movement shows that Skintific's share has been steadily declining, allowing Glad2Glow and Wardah to capitalize on the opportunity and strengthen their positions on Shopee.

On Lazada, Glad2Glow emerged as the dominant brand, capturing 15.79% of the moisturizers market share with a total revenue of IDR 14.77 billion, establishing a notable lead over its competitors.

In terms of month-on-month performance, Glad2Glow showed a notable increase in its market share in September, a trend also observed with other brands such as Pond’s and Olay. “These brands demonstrated similar growth patterns, reflecting a positive shift in their positions during the month,” Wilhendra added.

On Tokopedia, Wardah leads the market with a 14.11% share, generating a total revenue of IDR 8.35 billion. Skintific follows closely with an 11.82% share, while Kahf holds 8.87%, Make Over 6.87%, and Somethinc 4.58%.

Wardah has maintained stable performance on Tokopedia over the past few months, showing consistent market presence. In contrast, Somethinc faced a significant drop in its market share, declining from 7.8% in July to just 3.3% in August, indicating a notable shift in its position on the platform.

Top-Selling Moisturizer Products

Skintific leads the moisturizers category, primarily driven by the sales of its top product, the Skintific - 5X Ceramide Barrier Moisturizer Gel, which generated IDR 12.59 billion in revenue and sold 93.9K units. The second-best seller from Skintific, the Skintific - MSH Niacinamide Brightening Moisturizer Gel, sold 64K units and earned IDR 8.55 billion in sales. While both top products are moisturizer gels, the best-selling moisturizer cream in the category was Somethinc's Calm Down! Skinpair R-Cover Cream.

DepEd, DSWD renew commitment on expanded Tara, Basa! Tutoring Program

To support learners’ literacy development, the Department of Education (DepEd) and the Department of Social Welfare and Development (DSWD) have renewed their partnership on implementing the Tara, Basa! Tutoring Program (TBTP).



DepEd Secretary Sonny Angara and DSWD Secretary Rex Gatchalian signed the memorandum of agreement (MOA) on Friday at the DepEd Central Office in Pasig City.



The Tara, Basa! Tutoring Program was recently declared a flagship program of President Bongbong Marcos Jr. through Executive Order No. 76, s. 2024 signed on November 22, 2024. This aims to address foundational literacy gaps among struggling learners while providing temporary work opportunities for financially challenged college students.



“I know this has been very successful and it was declared a flagship program by Malacañang recently, and we are very happy and fortunate to be part of it and we will do our best to make it succeed,” Sec. Angara noted.



TBTP program targets Grade 1 learners identified as struggling readers or incoming Grade 2 non-readers as its beneficiaries. It includes Nanay-Tatay Teacher Sessions to equip parents and guardians with tools to support their children’s literacy development. These sessions are conducted by pre-service teachers and Youth Development Workers (YDW) in exchange for financial aid and work experience.



In its first year of implementation this 2024, TBTP reached 120,359 college students, struggling and non-reader elementary learners, and parent beneficiaries.



Through an inter-agency effort among national government agencies, SUCs, LGUs, and other stakeholders, the TBTP aims to reach 207,000 total beneficiaries in 2025.



“This is probably going to be one of the many collaborations with DepEd with the whole purpose of helping kids finish school, learning how to read, and at the same time transitioning, like I said from pure straight-out social welfare to something conditional and developmental,” Sec. Gatchalian said.



In the renewed partnership of the two agencies, DepEd will identify and assess learner-beneficiaries, improve capacity-building design for tutors with Ateneo Center for Educational Development (ACED), provide school venues, and assist in logistical arrangements.



“We are very grateful for this partnership with DSWD, definitely, it will improve the delivery of services with learning and I think the interface with DSWD and DepEd will be very fruitful and productive for our children and young learners," Sec. Angara noted.
