WORK in AUSTRIA, a department of the Austrian Business Agency (ABA), will participate in the Geeks On A Beach (GOAB) conference in Cebu, Philippines. The conference will provide detailed information about the career landscape in Austria and showcase the comprehensive range of free services available to skilled workers on their path to employment in Austria.

“Austria offers international skilled workers new perspectives and exciting career opportunities in the heart of Europe. Thanks to its stable economy, high standard of living, and attractive working conditions, Austria is one of the most sought-after labor markets in Europe,” said Raphael Rey Bacolod, Director of Indonesia and Philippines, WORK in AUSTRIA.

Geeks On A Beach is the Philippines’ premier international tech startup conference. It gathers hundreds of entrepreneurs, investors, innovators, and notable figures from the country’s startup ecosystem. This year’s GOAB will occur at JPark Island Resort Hotel in Mactan, Cebu. It is organized by geeksPH in collaboration with the Philippines Department of Information and Communication Technology (DICT).

Austrian-Philippine Ties

Austria and the Philippines share a long history of collaboration, with more than 30,000 Filipinos already calling Austria home. The signing of a Memorandum of Understanding (MoU) in 2023 between the two nations further solidified this close relationship. The agreement seeks to enhance cooperation in recruiting and supporting vital and skilled workers from the Philippines. The Philippines is the first country to enter such an agreement with Austria.

“Beyond its breathtaking landscapes and cultural heritage, Austria offers numerous incentives for skilled workers. With a robust economy, Austria provides a healthy work-life balance, comprehensive social security, and high-quality healthcare, all within a relatively affordable cost of living,” said Bacolod.

“For Filipino professionals, especially in IT, engineering, healthcare, and nursing sectors, Austria presents a wealth of job opportunities. As Austrian companies strive to combat the country’s growing shortage of skilled workers, they are increasingly looking to the global market to fill key positions,” added the Director of Indonesia and Philippines at WORK in AUSTRIA.

In May 2024, Austria and the Philippines celebrated Philippine-Austrian Friendship Week with events organized by the Philippine Embassy in Austria, the Austrian Federal Ministry of Labour and Economy (BMAW), the Austrian Federal Economic Chamber (WKÖ), and the ABA. These events aimed to strengthen cultural and economic ties between the two countries, focusing on skilled labor.

Mambajao boosts tourism with first emergency response command center already equipped with US Next Generation Advanced 911 technology

Mambajao, the provincial capital, has launched its own next-generation advanced 911 emergency response center that will provide its citizens and tourists the advantages of modern, efficient emergency services related to public safety and disaster preparedness.

The Mambajao local government unit has partnered with NGA 911 the global leader in next-generation emergency response systems which is currently used in the United States to provide advanced solutions that integrate communication technologies to improve emergency services.




Friday, October 18, the third class municipality, put up its cutting edge, first-ever emergency response command center in the friendly island filled with natural wonders of volcanoes, lagoons, lakes, springs, waterfalls, beaches and scenic seascapes.

Mambajao officials led by Mayor Yñigo Jesus (Yggy) Romualdo said they knew there was a need for a centralized, advanced emergency response system that could provide real-time coordination and swift action during disasters to minimize the loss of life and property.

The bustling tourist destination faces a growing demand for responsive and reliable emergency services that will ensure the safety of residents and visitors. This became the key motivation to set up the 911 system capable of quickly addressing medical, fire, police, and rescue emergencies, similar to that used in the USA and Europe.

“The increasing availability of new technology and digital infrastructure inspired us to harness the power of that technology to modernize our emergency services characterized by a more efficient, tech-based system that could offer quicker response times, better resource allocation, and seamless coordination between different agencies,” said Mayor Romualdo.

He noted that existing emergency services were limited or fragmented, so local leaders invested in a next-generation 911 center that could centralize response efforts and

improve service delivery across multiple sectors like healthcare, fire response, and public safety.

“As a top tourist destination, the safety and well-being of visitors is paramount. Having an advanced emergency response center adds to Mambajao's appeal as a safe and secure destination, thus contributing to its economic growth by boosting tourism and investor confidence,” the Mayor added.

He explained that tourism growth in Mambajao made them anticipate an uptick in emergencies – from accidents at popular destinations like beaches, diving spots and hiking trails to health emergency responses brought about by new viruses and other public health crises. Fires and road accidents, especially those that involve public and tourist transportation, made officials consider an integrated response system that could dispatch emergency services more quickly and accurately.

The municipality took cues from national and international cities that have successfully implemented 911 systems. The proven success of these systems in saving lives and managing emergencies more effectively became the driving force behind the decision to develop Mambajao's own center, Mayor Romualdo added.

These motivations reflect a broader vision to position the municipality as a forward-thinking, resilient, and safe community that prioritizes the well-being of its people and visitors.

Mayor Romualdo said his big dream for Mambajao is for it to become “a model of excellence in disaster preparedness and emergency response, where every citizen feels safe and secure, knowing that the community is equipped to handle any crisis. We envision a Mambajao that is not only resilient in the face of natural disasters but also proactive, utilizing cutting-edge technology to predict, prepare for, and mitigate risks before they escalate. A state-of-the-art emergency response center would be the heart of this vision, seamlessly integrating services across medical, fire, police, and rescue departments to provide swift and coordinated action.”

“Every barangay would have trained volunteers, supported by a robust communication network that ensures rapid dissemination of information and resources. Whether it's a typhoon, volcanic activity, a health crisis, or daily emergencies like accidents, Mambajao would be known for its efficiency and readiness to respond. This dream encompasses not just survival but the protection of lives, livelihoods, and the continued growth of the municipality as a safe and thriving community,” Mayor Romualdo said.

Robert Llaguno, Country Head of NGA Philippines promised that when Mambajao’s next generation advanced 911 system becomes operational, all 911 calls to the

Mambajao DRRM Command Center will be fully recorded, with call and call transfer facilities that are seamless. When someone calls 911 the location of that caller becomes immediately known and the search radius is pinpointed with 90% accuracy.

NGA's unique emergency location features, coupled with our IoT capabilities, provides the CDRRMO exceptional situational awareness information that will protect the lives of locals, tourists and responders alike. Bookshelf PH launches online magazine Blankscape, a curated gallery for writers and artists

  

At an event held in SM Aura Book Nook, Bookshelf PH launched Blankscape an online digital magazine that gives writers and artists a platform to share their work with the world.

In the endless concrete jungles of Metro Manila, feeling overwhelmed and lost is easy. From towering buildings to the multitudes who live and work here, the individual has little room to really express themselves.

Even on social media, these spaces are becoming increasingly crowded. Algorithms and the focus on popular and trending content frequently drown out the voices of original content and small artists. More than ever, there is a pressing need for a place where these Filipino creators can have their works given the proper attention they deserve.

Fortunately, a new initiative aims to change all of this.

New worlds calling

At the latest “Write Side of Bookshelf” session at the SM Aura Book Nook, publisher Bookshelf PH officially unveiled their new digital magazine Blankscape. The magazine aims to be a safe place where creators can have their works presented and even polished to be the very best they can be.

The magazine is divided into different sections for paintings (Strokes), poetry (Stanzas), prose (Sentences), and photography (Shots), catering to all forms of creative and artistic expression possible.

The name Blankscape, a play on the words “blank space” and “landscape”, represents something more profound. It represents an empty canvas, a world waiting to be given life and color. Through this initiative, the publisher hopes to foster creativity and artistic expression by providing creatives a safe space to develop their craft, one page at a time.

The joys of creation

To celebrate the launch of the new platform, attendees participated in a very special activity.  Using provided pencils and paper, they were given ten minutes to express themselves and create works based on the theme, “Escape”. This theme perfectly represents the type of creative expression that Blankscape wishes to cultivate–that anyone can find safety from the constant restraints and overbearing noise of the outside world and the mainstream and be free to develop their ideas.

After the ten minutes were up, several of the participants showcased their works. One of them, for instance, interpreted the theme in the drawing of a child lost in the pages of a book, his imagination taking him to new places and faces never before seen.

Behind the dream

“I can’t draw to save my life,” Monette, one of the co-founders of Bookshelf, jokingly said to the audience. “But even though I can’t draw, I still want to help others who can. Among us, many can write and draw.” Bookshelf PH itself was created to help meet a pressing need she noticed during the pandemic–a lack of books about Filipino businesses and local stories. Over time, the publisher has expanded its reach beyond its original scope.

Now, they wish to do the same for Filipino creatives. They too deserve a place where they can explore and spread their wings in an environment suited perfectly for free and total creative expression–a blankscape.

The 23rd edition of the PELÍCULA>Pelikula Spanish Film Festival, organized by Instituto Cervantes de Manila, concluded successfully after a dynamic week of Spanish and Latin American cinema at the Red Carpet Cinemas, Shangri-La Plaza. With over 6,000 attendees, the festival ran from October 5 to 13, 2024, offering a rich selection of different kinds of films and events that captivated the Filipino viewers.

The closing weekend saw strong audience engagement, with back-to-back full-house screenings. The Festival wrapped up on 13 October with the awarding of the Premio del Público (Audience Choice Award), which went to Dani de la Orden's Casa en llamas (2024). The film, a dark comedy about a woman’s determined yet chaotic attempt to reunite her family, captured viewers' hearts. The movie has made waves in the cinematic world, bagging several national awards and becoming the highest-grossing Catalan film of all time. The recognition that this film has received underscores the importance of supporting and promoting such works, as they reflect the cultural mosaic of Spain and highlight the unique narratives that each region brings to the cinematic landscape.

MPT South teams up with LRMC Plant for Life at Ipo Watershed

As part of its commitment to environmental sustainability, Metro Pacific Tollways South (MPT South), a subsidiary of Metro Pacific Tollways Corporation (MPTC), participated in the Plant for Life: Tree Planting Activity organized by Maynilad Water Services Inc. in partnership with Bantay Gubat of Ipo Watershed on September 27, 2024.

The event focused on the reforestation of the vital Ipo Watershed in Bulacan, which plays a crucial role in the water supply for Metro Manila and other parts of Cavite. MPT South, along with Light Rail Manila Corporation (LRMC) employees and volunteers, planted a total of 800 native tree seedlings in this collective effort. This is a part of Maynilad's 2024 environmental target, which seeks to plant 220,000 trees across 660 hectares of forested land.

Arlette V. Capistrano, Vice President for Communication and Stakeholder Management of MPT South, stated, “It is an honor to help Mother Nature thrive alongside our kapatids of LMRC. Angara highlights early gains in first 100 days at ECCP Luncheon

As he approaches his 100th day in office, Education Secretary Sonny Angara urged the support of the private sector to help bridge important gaps in the education sector during a luncheon meeting hosted by the European Chamber of Commerce of the Philippines (ECCP) on Wednesday.

“With your support, we can transform this massive system into a force for positive change. I hope you join me not just in my first 100 days, but also in hundreds more to come. DepEd may be the largest, but with partners like you, we’re certainly not the loneliest,” Sec. Angara said.

Sec. Angara noted that the Department is keen to collaborate with private organizations, particularly in areas such as laptops, resources, electrification, educational technology, infrastructures, and support for children with special needs.

“The private sector has always been our accountability partner. In a cycle of leadership changes, they help ensure that programs continue,” he noted.

The DepEd Chief also shared the progress made by DepEd in his first 100 days in office, following President Ferdinand “Bongbong” Marcos’ directive to secure the basic services and prepare learners for work.

“We made the curriculum more flexible to maximize the learning time of students. We created a PISA Task Force to prepare our students for the upcoming international assessment. We’re assessing our reading interventions and Senior High School curriculum,” he added.

Sec. Angara further emphasized efforts to improve teacher support, including the review of the Teacher Development Plan, policy on career progression, and additional benefits, “Our teachers need policies that give them more: more time to teach, more resources for their lessons, more salary in their bank accounts. They require sturdy career progress and reliable support like guidance counselors, both currently lacking in our system.”

In addition, he underscored existing partnerships with organizations like Khan Academy, Frontlearners, iamtheCODE, Jollibee, Rebisco, and Milo, as well as international bodies such as the World Bank and UNICEF to strengthen DepEd programs.

The ECCP luncheon served as a platform for discussion between the government and the private sector on pressing national matters like DepEd’s educational initiatives emerging as a key concern for stakeholders.

Doctors Without Borders calls for urgent action as governments and donors are failing children with TB

Too many children with TB are neither tested nor treated, with many countries failing at the first hurdle: updating policy guidelines in line with WHO recommendations

Geneva, 16 October 2024 - A new report released today by Doctors Without Borders / Médecins Sans Frontières (MSF), shows that children with tuberculosis (TB) continue to be left behind in the global effort to end the disease. The report, TACTIC: Test, Avoid, Cure TB in Children, surveyed TB policy guidelines in 14 countries* with a high burden of TB, revealing that many countries lag behind in aligning their national TB policies with the latest guidelines from the World Health Organization (WHO).

Doctors Without Borders urged all countries to update their national guidelines so they are in line with the WHO recommendations for the care of children with TB, and to allocate the needed resources—along with developing clear plans with timelines to implement the policies and increase access to TB prevention, diagnosis and treatment of the children with TB in the country. Doctors Without Borders also urged international donors and technical support agencies to provide sufficient funding to countries to support paediatric TB policy reforms and implementation.




“TB is curable, also in children. The WHO has updated policies to guide countries in providing the best possible care to children with TB, one of the world’s deadliest infectious diseases,” said Stijn Deborggraeve, Diagnostics Advisor at MSF Access Campaign. “Yet countries are lagging behind in adopting and implementing these solutions for testing, preventing, and treating TB in children. We urge countries, donors and technical agencies to put an end to this deadly status quo and step up their efforts to ensure timely diagnosis and treatment of TB in children. We can no longer afford inaction—every delay means that more children die unnecessarily.”

Of the 14 policy indicators measured in the Doctors Without Borders report, only one country’s policies are fully aligned with WHO guidance, while seven countries have more than 80% alignment, and four countries still fall below 50% alignment. The largest gaps were found in policies related to diagnosing TB in children. For example, only 5 out of 14 countries have adapted their guidelines to initiate TB treatment in children when symptoms strongly indicate TB disease, even if bacteriological tests are negative. Additionally, only 4 of these 5 countries have the necessary resources to implement this guidance effectively.

The WHO estimates that 1.25 million children and young adolescents (0-14 years) fall ill with TB each year, but that only half of these children are diagnosed and treated. Based on the latest scientific evidence, WHO revised its guidance in 2022 for the management of children and adolescents with TB and made several key recommendations, including the use of treatment decision algorithms that allow many children to be diagnosed based on symptoms alone in absence of lab confirmation, and offering short oral regimens to treat and prevent TB disease in children. If adopted and implemented, the WHO recommendations would drastically improve the diagnosis and quality of care for children with TB.

“Since the older children have been able to benefit from the shorter three-month, once-weekly TB preventive treatment, they have really appreciated how easy it is to take, as have their parents, and the adherence to treatment is much improved. This is a first-hand example of how keeping up with the latest recommendations can provide patient-centered quality of care as well as improving the national indicators on preventive treatment. We are looking forward to making it available for all ages soon,” says Trisha Thadhani, Filipino TB doctor from the Doctors Without Borders TB project in Tondo, Manila.

However, the work does not stop with policy reforms. For example, new, shorter, all-oral regimens are now recommended by the WHO for both drug-susceptible (DS-) and drug-resistant TB (DR-TB) treatment in children, but their rollout in countries remains slow. Additionally, while new and child-friendly TB drugs are available for DS- and DR-TB, these are not always procured by countries.

“It's unfortunate that child-friendly formulations of TB drugs are still not available in many countries due to bureaucratic barriers and funding gaps,” said Dr Cathy Hewison, Head of Doctors Without Borders TB working group. “As a result, children with TB are forced to swallow crushed and bitter medicines without appropriate weight-based doses, putting them at grave risk of side effects and treatment failure. This neglect must end now. We call on governments, donors, and global health organisations to act with urgency, ensuring no child dies or suffers from a preventable, treatable disease like TB. The tools and treatments we have must reach the children who need them most – now."

PHLPost announces the resumption on the issuance of Postal ID as functional card

The Philippine Postal Corporation (PHLPost) announces the resumption of the issuance of the Postal functional Card, popularly known as the Postal ID, which started last October 15, 2024 in all capturing and registration Post Office sites across the country. The functional card aims to provide address verification for any customers who will avail of the service.

Recognized as a government issued ID, the Postal ID is an address verification system. It ensures the correct delivery of letters and parcels. This is also being done in other Postal Administrations worldwide.

Government and private institutions can use the Postal ID to verify a recipient's identity and address.

For security purpose, end-users such as private companies and government agencies can partner with PHLPost’s Postal ID (PID) to access the PID Online Verification System (POVS), a web portal that allows end users to confirm the authenticity of the PID being presented to them.

PHLPost added that the Postal ID is a primary document in passport applications in the Department of Foreign Affairs (DFA).

The public are advised to visit www.phlpost.gov.ph for information on the complete listing of capturing and registration Post Office sites or visit its facebook official social media pages found on PHLPost official website.

Likewise, PHLPost reminded the public not to fall in postal ID scams offering assistance for ID processing through Facebook and other social media channels. Transactions are on-site or directly to the Post Office.

“ We expect that people will be going to renew or apply for a Postal ID card at the very least, and the public should be aware not to fall from scammers who will try to get money and obtain their personal information via text or messages and through social media sites”, Postmaster General Luis Carlos said.

He added, “Do not share personal or financial information, whether it's via Facebook, e-mail, phonecall, or text message. Apply for a Postal ID only at PHLPost offices.

The public were advised to submit their application forms and payments to the designated Post Office capturing sites.

The capturing and registration is done on-site. People should personally present to have their picture, fingerprints, and signature taken. The postal ID application is an easy and convenient process, as long as the requirements are correct and complete.

The Postal ID issued by PHLPost is a widely accepted document in postal transactions in the world by the Universal Postal Union, a specialized agency of the United Nations composed of 192 postal administration countries including PHLPost.

The Postal ID Card is honored in different transactions with government and financial institutions, as long as it's within the ID card's three (3) year validity period. The Postal ID Card will be delivered to the recipient's mailing address. Thus verifying the address of the cardholder. This is very essential in the process of Know Your Customer.

To bring its services closer to the public, PHLPost shall offer PID mobile enrollment service in barangays, business companies, organizations and events.

Meanwhile, PHLPost is now optimizing its mail and parcel delivery systems and improving overall efficiency and reliability capitalizing on the “Postal Trinity”. These include the establishment of Barangay Postal Stations nationwide to provide efficient last mile delivery, reaching out even to far-flung areas of the country. The Barangay shall also be designated as capturing and registration sites.

Second will be the implementation of the new seven (7) digit alphanumeric new ZIP Code PH from the old four (4) digit which will standardize the addressing system in the country. Soon, the New Zip Code will be incorporated in the Postal ID Card.

Lastly, the third one will be the Kartero App or the K-App, a Real Time Visibility system to modernize the delivery and efficiency of its mail operations and track in real time Postal ID Card delivery”, Postmaster General Carlos added.
