DepEd convenes education partners to discuss PISA preps, other initiatives

The Department of Education (DepEd) convened its partners from the private sector on Thursday to encourage them to support priority initiatives, including the current preparations of the agency for the upcoming Programme for International Student Assessment (PISA) next year.

During the 2024 Stakeholders’ Forum held at the DepEd Central Office, Assistant Secretary for Curriculum and Teaching Janir T. Datukan shared an overview of PISA, which is implemented by the Organisation for Economic Co-operation and Development (OECD). He also presented the general plans and activities in preparation for PISA.

"We intend to provide them [teachers and learners] with the resources. So it’s going to be like a bar exam,” Secretary Sonny Angara shared during the Senate Committee on Finance Deliberations on the DepEd's FY 2025 budget proposal.

Aside from PISA, the said forum also became a platform for DepEd and partners to discuss possible improvements on the Senior High School Work Immersion program to enhance the employability of Senior High School learners.

DepEd also mentioned the possible support to the teachers' professional development and career enhancement in compliance with quality standards.

During the open forum, majority of the 65 stakeholder-attendees were able to manifest their support and asked for various clarifications on the agency’s initiatives.

“We appreciate your presence. We appreciate your help to the Department. And we look forward to further collaboration,” Secretary Angara said in his message during the program.

Breed Discrimination or Size Policy?

"The recent situation involving Balay Dako’s refusal to allow Yoda, an Aspin (Asong Pinoy), into the restaurant has sparked discussion about what it really means to be pet-friendly. Lara Antonio, Yoda’s owner, expected a nice, peaceful meal but was disappointed when her dog was turned away due to unclear size restrictions. Although the restaurant claims to be pet-friendly, the confusion over its pet policy raised concerns about how welcoming the establishment truly is to all pets.


The main issue seems to be the inconsistency in enforcing size limits. Some people noted that larger dogs, like Labradors, have been allowed in the restaurant, while Yoda, a medium-sized Aspin, was not. This has led to accusations of breed discrimination, as Aspins, being native dogs, are sometimes seen as less desirable compared to purebred dogs. Though Balay Dako has apologized and promised to review its policies, the trust of many pet owners has already been shaken.


This incident reflects a bigger problem. Pet-friendly places need to make sure their rules are clear, consistent, and fair. While some size restrictions may be needed for practical reasons like space or safety, these rules must be easy to understand to avoid confusion. More importantly, policies shouldn’t favor one breed over another. If a dog is well-behaved and meets the rules, it should be welcomed, no matter its breed.


The backlash against Balay Dako also highlights the ongoing struggle for native dogs like Aspins to be treated equally. In a society that often values purebreds more, incidents like this reinforce the challenges Aspins face. However, they are just as loving and loyal as any other dog, and businesses should recognize this.


Moving forward, restaurants and other establishments that claim to be pet-friendly need to make sure their policies are clear and fairly applied. Staff should be trained to handle these situations with understanding and respect, avoiding any form of discrimination, whether intentional or not.


In the end, being pet-friendly isn’t just about letting pets in. It’s about creating a space where all pets, no matter their breed or size, are treated with respect.


This incident serves as a reminder that inclusivity should extend to everyone, including our four-legged companions."



My thoughts:


The issue at Balay Dako regarding their refusal to admit Yoda, an Aspin, brings to light important questions about what it means to be truly pet-friendly. At the heart of the problem is not just a matter of size policy, but the potential for breed discrimination, particularly against Aspins, who often face unequal treatment compared to purebred dogs.


If a restaurant claims to be pet-friendly, it needs to have clear, transparent, and consistently enforced rules. The fact that larger purebred dogs like Labradors were reportedly allowed while a medium-sized Aspin was turned away suggests a deeper bias, whether intentional or not. Aspins, being native dogs, should not be treated differently from other breeds if they are well-behaved and meet the standards of any pet-friendly space.


This incident highlights how society’s preference for purebred dogs can impact the treatment of native dogs like Aspins. Despite being just as loving and loyal, they are often subject to stereotypes or lower regard. This not only hurts pet owners who love their Aspins but perpetuates harmful attitudes toward our native breeds.


Moving forward, establishments that promote themselves as pet-friendly must train their staff to understand and respect all pets, regardless of breed or size. It's crucial that rules are clear, consistent, and free from any form of bias. Inclusivity should extend beyond humans to ensure that all pets, particularly native dogs like Aspins, receive equal treatment and respect.


Ultimately, being pet-friendly goes beyond mere policies—it’s about embracing and welcoming all pets with genuine inclusivity.


BIR Night Raid of Illicit Cigarette Warehouses uncovers Php 838M in estimated tax liabilities

Bureau of Internal Revenue (BIR) Commissioner Romeo D. Lumagui Jr. led the raid of two (2) warehouses in Quezon City and Caloocan City, during the late hours of September 12, 2024 until past twelve (12) midnight of September 13, 2024. The strategy of the Illicit Trade Task Force of conducting a night raid turned out to be the right decision because the BIR seized 1.31 million packs of counterfeit and illicit cigarettes. As a result of this large-scale raid, the BIR estimates a Php 838M in tax liabilities against the illicit cigarette traders.


"This BIR raid of 2 illicit cigarette warehouses in Quezon and Caloocan City shows our commitment to fight illicit trade. The BIR will raid your warehouses even after midnight. The BIR will not rest until illicit trade is exterminated," Commissioner Lumagui stated.


Two large warehouses were raided by the BIR and the Criminal Investigation and Detection Group of the Philippine National Police (PNP-CIDG). An estimate of 60 BIR revenuers and another 60 PNP-CIDG personnel from their Anti-Fraud and Commercial Crimes Unit were deployed for this large-scale raid that started late evening Thursday, and ended early morning Friday.


"The BIR estimates Php 838M in tax liability in relation to this raid. A total of 1.31M packs of counterfeit cigarettes and illicit whites was seized. The BIR is grateful to the PNP-CIDG for their dedication to fight illicit trade. The BIR welcomes all informants, whether from the public or private sector, who can provide information on possible targets," Commissioner Lumagui added.


The illicit traders responsible for the 2 warehouses violated Section 145 - Cigars and Cigarettes, Section 146 - Inspection Fee, Section 248 - Civil Penalties, Section 249 - Interest, Section 260 - Unlawful Possession of Cigarette Paper in Bobbins or Rolls, Etc., Section 263 - Unlawful Possession or Removal of Articles Subject to Excise Tax Without Payment of the Tax, and Section 265 - Offenses Relating to Stamps of the National Internal Revenue Code.

Alaminos, Pangasinan activates next generation emergency response command center

The City of Alaminos, Pangasinan has become the first city in the Philippines with a state of the art emrgency communication system. They launched their Next Generation Emergency 911 Command Center September 10 and now makes their public safety technology at par with the Next Generation Advanced (NGA) 911 being used in the US and Europe.

Alaminos City in Pangasinan has become the first city in the country to boast of a cutting edge emergency communication command center to respond to the public safety concerns of its citizens.







Before Alaminos, the town of Morong, Rizal had been the first municipality in the Philippines to provide world-class, state of the art emergency response.

At the National Emergency Response Summit held last August, Department of Interior and Local Government Secretary Benhur Abalos stressed the need for a unified, nationwide 911 emergency response system that uses the latest technology, like in the US and Europe. He exhorted all LGUs to put up their own emergency response centers equipped with the latest technology.

Abalos said the need is critical – especially during La Niña. LGUs must respond swiftly and accurately to emergencies, save lives and property and deliver quality public service.

“Every city and town must set up its own local emergency call center,” Abalos said, and directed the National E911 Office to involve all relevant agencies in the mission, emphasizing that advanced technology is a must in emergency response.

E911 National Office Executive Director Francis Fajardo explained that cutting edge emergency response command centers staffed by well-trained and dedicated personnel who can handle crises and emergencies with precision and professionalism will serve as the nerve center for emergency operations in all LGUs. “The goal is to provide efficient and effective emergency response services to every corner of the nation,” Fajardo said.

The Alaminos and Morong initiatives are thus a hearty response to the call of the DILG Secretary and the National E911 Office.

Alaminos City Mayor Arth Bryan Celeste and Vice Mayor Jan Marionne Fontelera welcomed Department of Interior and Local Government Undersecretary Juan Victor Llamas, E911 National Office Executive Director and Pangasinan First District Representative Arthur Celeste on September 10 as the City launched the Alaminos, Pangasinan Next Gen 911 Command Center in Poblacion.

Like Morong, Alaminos City has partnered with NGA 911 to provide their constituents with world-class and complete solutions for emergency communication and public safety services.

NGA Philippines is the local subsidiary of NGA 911, LLC headquartered in California, USA, globally known as the innovator of emergency calling technology, and the leader in Next Generation 911 (NG911) emergency communications worldwide.

Built on industry standards adopted by the National Emergency Number Association (NENA) in the United States and the European Emergency Number Association (EENA), the NGA 911 system and technology will revolutionize the way and speed with which the LGU can handle emergencies.

“LGUs are most capable and should operate their own command centers because they know their own terrain, people, and types of emergencies best,” Executive Director Fajardo observed.

“The E911 National Office is a disaster recovery site and we are here to support Alaminos and all other LGUs that will put up their emergency response command centers. We will continue to provide guidance and training and route 911 calls, consistent to their activation process,” Fajardo added.

NGA 911 Country Head Robert Llaguno said “All 911 calls to the Alaminos DRRM Command Center are now fully recorded and conference and transfer facilities are now seamless. Its capability to respond efficiently and accurately to emergency callers has been revolutionized. Now, when someone calls 911, the location of that particular caller is immediately provided and the search radius is limited to just about 5 yards with 90% accuracy.”

The Alaminos emergency response team has already completed its capacity development training, supported by the Emergency 911 National Office, Llaguno shared. Response time in Alaminos has been cut from 3 to 4 minutes, the standard response time set by the DILG and the PNP.

Mayor Celeste lauded the activation of the City’s 911 command center, saying, “This is no ordinary 911. When you call, you’re not going to be patched to another agency. If you call within Alaminos, it’s now the command center that answers. All calls are recorded and give the exact location. No longer do citizens need to remember 11 digits and look for a CDRRM member to get help. What you see in Hollywood movies where someone calls 911, we already have that in Alaminos. This technology will really help our citizens.”

Here’s How UP Physicists are Helping with the Hunt for Gravitational Waves

In 1916, Albert Einstein theorized that two merging black holes create ripples in the spacetime fabric, similar to how a pebble creates ripples in a pond. These ripples, called gravitational waves, stretch and squeeze spacetime in amounts so minuscule that they were once believed to be too faint to detect.

But a century later, the Laser Interferometer Gravitational-Wave Observatory (LIGO) in the US, an L-shaped facility with arms spanning four kilometers each, detected minute discrepancies in how long lasers travel through each arm, signaling the first detection of gravitational waves.

Now, scientists are preparing to launch a more sophisticated observatory into space, aiming to detect even fainter gravitational waves or those beyond LIGO’s capabilities. This space-based facility, known as the Laser Interferometer Space Antenna or LISA, is a triangular observatory with sides spanning tens of millions of kilometers and is set to launch in the 2030s.

As preparation ramps up, scientists around the world are pitching ideas to improve LISA’s detection capabilities. Dr. Reinabelle Reyes and her former graduate student Marco Immanuel Rivera, from the UP Diliman College of Science’s National Institute of Physics (UPD-CS NIP) recently published a study identifying a set of parameters that could improve the analysis of signals coming from LISA and future gravitational-wave observatories.

Unlike LIGO, which mainly detects gravitational waves coming from two stellar-mass black holes, LISA hopes to detect a type of gravitational wave coming from compact objects – such as neutron stars, white dwarfs, and stellar-mass black holes – orbiting supermassive black holes. “When a stellar-mass black hole orbiting a supermassive black hole falls into it, an extreme-mass ratio inspiral (EMRI) gravitational-wave signal is produced,” Dr. Reyes and Rivera explained.

One complication with detecting EMRIs is that the environment where the compact object-black hole pair resides can considerably affect the EMRIs they emit. For example, supermassive black holes are often surrounded by glowing rings called accretion disks, which can modify the EMRI signal just as the Earth’s atmosphere distorts light from faraway stars.

By understanding how these environmental features affect EMRIs, astronomers can not only filter out noise from the signal but also learn about the environment itself. For instance, by studying the imprints of the environment on the gravitational wave signal, astronomers can infer the density of the accretion disk.

Their study considered three environmental factors that may substantially influence the EMRI signal: accretion, gravitational drag, and gravitational pull. Their analysis determined the most measurable parameter combination, which is heavily dominated by these environmental effects. They also estimated how precisely these parameters can be measured—an essential factor for extremely sensitive detectors like LISA.

Their analysis is built upon a mathematical tool called the Fisher matrix, which evaluates how accurately an experiment can measure different observables. To illustrate, imagine a catch basin designed to collect water, rocks, and leaves. The Fisher matrix determines and quantifies how effectively the basin can catch each object separately, even before the experiment is set out.

“The Fisher matrix is used by astrophysicists to estimate the expected precision to which certain properties can be measured from a given signal to be observed in a future detector,” explained the authors.

While their study shows promise, Dr. Reyes and Rivera noted that modeling EMRIs is challenging due to strong gravity effects, and more accurate modeling is needed. “It will be interesting to compare with calculations based on the newer waveform models which are adapted for EMRIs, as well as those which contain the effects of non-trivial environments,” the authors said.

“In the future, we hope to see how the parameter combinations we presented in this study can be applied directly in improving parameter estimation methods used in gravitational-wave astronomy, such as stochastic samplers,” the authors concluded.

SM City Baguio's rainwater treatment facility: A model for water sustainability

SM City Baguio is making significant strides in water stewardship with its innovative rainwater treatment facility (RTF), launched in July 2023. In the months since, the facility has already processed over 17,111.80 cubic meters of rainwater – equivalent to 7 Olympic-size swimming pools, or enough to fill over 6,800 standard water tankers – into potable water for the SM mall’s operations and for their lessees’ use. 

SM City Baguio's groundbreaking rainwater treatment facility has treated over 17,000 cubic meters of rainwater into drinkable water.

This initiative supplements the mall's water supply from the Baguio Water District and significantly contributes to the city's water security and the safety of its residents. Located at the mall’s basement level, the RTF provides 30% of the mall’s total monthly average requirement for clean water that is safe for consumption and food preparation. 


"There is a critical need for reliable and safe water sources," said Baguio City Mayor Benjamin Magalong. "And SM City Baguio's rainwater treatment facility is a commendable initiative that directly addresses this need. We hope that other private establishments can adopt similar projects for the efficient use of our water resources."

The RTF utilizes a meticulous six-step treatment process, with equipment monitored and parameters checked in real time to ensure optimal performance. The processed water undergoes regular testing by the city’s accredited testing facility and consistently passes all water potability standards.

Net Zero by 2040

SM City Santa Rosa's solar photovoltaic (PV) system has 5,772 panels at 3.088 MWp capacity and has an annual solar energy production of up to 4.292GWh.


#SMWasteFreeFuture

SM Prime launched its vision for an #SMWasteFreeFuture, in support of the United Nations Environment Programme’s (UNEP) International Day of Zero Waste. The program introduces a simple segregation scheme: Recyclable, Disposable, and Compostable (RDC), all aimed at reducing overall waste generation and increasing the waste diversion rate from landfills through sustainable disposal methods. The initiative was launched nationwide for SM employees and across all SM property groups and stakeholders.

SM Prime continues to support existing programs and partnerships that promote better waste management solutions. Initiatives such as SM Supermalls’ Trash-to-Cash recycling market, Plastic Waste Collection and E-Waste Collection programs, and regular coastal and estero clean-up activities effectively engage the community in rethinking their relationship with waste.

To address food waste, SM Hotels and Convention Corporation (SMHCC) has pioneered projects such as The Sustainable Diner with WWF-PH, diverting 198,640 kg of food waste through bokashi composting and 40,013 kg through biodigesters. SMHCC also launched Tela Tales, a program that recycles condemned linens.

Water stewardship

In 2023, SM Cares recorded more than 100,000 kg of trash collected with the help of an estimated 17,000 total volunteers from 15 SM Supermalls nationwide. This prestigious event, organized by the University of the Philippines Los Baños (UPLB), brought together over 300 experts to discuss innovative solutions for building greener and more resilient cities. Focused on the theme "Advancing Sustainable Cities and Communities Through Science, Technology, and Innovation," the conference highlighted the importance of collaboration in addressing urban challenges.
