DepEd partners with iamtheCODE to empower Filipino women with coding skills

The Department of Education (DepEd) has partnered with iamtheCODE to provide free coding and digital skills courses to Filipino young women and girls and strengthen its Science, Technology, Engineering, Arts, Mathematics and Design (STEAMED) initiative.

The partnership was formalized through a Memorandum of Understanding (MOU) signed by Education Secretary Sonny Angara, following a courtesy visit and presentation by iamtheCODE founder Lady Mariéme Jamme on Thursday. The said signing was witnessed by several notable figures, including First Lady Liza Araneta Marcos, UN Women Goodwill Ambassador Karen Davila, Her Legacy Foundation Co-Founder Darlene Ty-Nilo , and Philippine Ambassador to Spain Philippe J. Lhuillier, alongside members of the DepEd executive committee.

iamtheCODE is the first African-led global movement that aims to empower a million young women and girls to become coders and creative problem-solvers by 2030.

“We are helping people around the world. Not just it’s African-led, but I think that our knowledge and our expertise can also serve the Filipino community here,” Lady Mariéme highlighted.


Through the partnership, iamtheCODE will provide access to DepEd schools to its 12-week blended curriculum (comprised of STEAMED workshops, apprenticeship programmes, and a repository of open-source online courses). Likewise, the iamtheCODE platform is set to offer over 60,000 free courses to young Filipino women and girls. The courses cover technical and soft skills lessons, with a focus on STEAMED.

As part of the implementation strategy, a skills benchmarking exercise will be conducted by iamtheCODE, in collaboration with DepEd, to identify the specific needs of Filipino students. This will ensure that the program is effectively tailored to suit the local context.

DepEd will also disseminate information about the availability of the courses, while iamtheCODE will assist with the pilot implementation in selected schools. The program is planned to be piloted from Grade 7 to Junior High School in voluntary schools across various regions.

Secretary Sonny Angara thanked Lady Mariéme for iamtheCODE’s dedication to empowering Filipino learners through the platform.

“The presence of Lady M here only underscores our shared interest to sign up even more Filipino young women and girls to iamtheCODE’s programs, and give more of them a fighting chance at a better life for themselves and their loved ones,” Secretary Angara said.



The initiative, which also aims to enhance knowledge in STEM, artificial intelligence (AI), and coding skills among high school students, has been a priority for Secretary Angara since his first week in office. The groundwork for this expansive initiative was diligently managed behind the scenes by Tootsy Angara, Secretary Angara’s wife.

Education Secretary Sonny Angara, together with Khan Academy Philippines led by Chief Operating Officer Myrish Antonio, visited Fernando Ma. Guerrero Elementary School in Paco, Manila, on Thursday to observe the Khan Academy Session with its learners.

During the visit, Secretary Sonny Angara watched how the Grade 5 learners integrated the Khan Academy application into their Mathematics lesson.

In the Philippines, Khan Academy provides free education through courses that are available to learners and teachers that are continuously updating for alignment to the current local curriculum. It also integrates the Khanmigo, an AI-powered tutor in English and Filipino language that guides learners and assists teachers.

Secretary Angara thanked the Khan Academy for the partnership and for providing free tools and personalized learning resources for Filipino learners.

“Thank you for giving us a glimpse of the future. It is something to inspire and aspire for, and we will work hard toward it. You know, sometimes the most difficult part is how to get there, kaya pagtulungan natin ‘yan,” Sec. Angara said.

Khan Academy Philippines, on its part, vowed to provide more learners access to digital learning content and empower them to study at their own pace, both in and out of the classroom, as well as help teachers create lesson plans for fun and engaging activities.

“You will see the possibilities when the parents, the school administration, and the teachers come together to ensure that our learners will have fun learning Math more and more,” Khan Academy Philippines COO Myrish Antonio said.

“This is a good first step, and an insight for you to see how the students use Khan Academy integrated into their class, as well as Khanmigo. We hope you will observe with an open mind and heart, and also see the possibilities of what we can do together,” she added.

From 34 pilot schools, Khan Academy now has 373 partner schools with 130,503 learners and 1,515 teacher beneficiaries.

DepEd and Khan Academy Philippines sealed its partnership last August 5, strengthening the foundational skills of Filipino learners in numeracy and literacy through the Khan Academy online course content.

Intramuros to celebrate its first-ever fiesta

Intramuros, the historic Walled City of Manila, is set to celebrate the first-ever Fiesta de Intramuros on 8 September 2024.

This celebration honors the feast day of Nuestra Señora de la Consolación y Correa, whom the Manila City Council, through its Resolution No. 496, series of 2024, has declared as the official patroness of Intramuros and bestowed the title Queen and Protectress of the Distinguished and Ever Loyal City.

San Agustin Church in Intramuros houses the original canonically crowned image of Nuestra Señora de la Consolación y Correa, who has been a silent witness to the Walled City’s rich history for almost 400 years and is the only Marian image continuously venerated within Intramuros.

The inaugural Fiesta de Intramuros will feature a series of religious and cultural activities, kicking off with novena masses at San Agustin Church from 30 August to 7 September 2024.

The Fiesta Mayor Mass and the official proclamation of Our Lady of Consolation as the patroness of Intramuros will be held at 10:00 A.M. on September 8 at San Agustin Church. The day will be capped by the Procesión Solemne starting at 5:30 PM, which will wind its way along the streets of Intramuros. The procession will be highlighted by the singing of the Tres Ave Marias at the newly built Esplanade by the banks of the Pasig River, followed by a grand fireworks display.

To add to the vibrancy of the occasion, the Fiesta Hispano-Filipino cultural night on 6 September 2024 will feature performances that highlight the fusion of Spanish and Filipino cultures.

Aside from the religious and cultural activities, the Dulce Septiembre (Sweet September) Bazaar will also offer visitors a delightful showcase of sweet treats from local food vendors. The bazaar will run along General Luna St. in Intramuros on all weekends of September starting 1 September 2024.

The five barangays nestled within the historic walls of Intramuros will also have their unique salu-salo feasts and lively traditional Filipino games, adding to the festive air.

Fr. Edwin Hari, OSA, rector of the San Agustin – Archdiocesan Shrine of Nuestra Señora de la Consolación y Correa, invites the public to join in the sacred celebration, saying, “The Fiesta de Intramuros is an opportunity to reflect on our history, celebrate our faith, and look forward to a brighter future.”

Intramuros Administrator Joan Padilla said, “Fiesta de Intramuros is a testament to the enduring spirit of Intramuros. It is a time to honor our patroness, showcase our culture, and strengthen our community. We invite everyone to join us on this joyous occasion.”

This year’s fiesta celebration will be a prelude to the Silver Anniversary of the Canonical Coronation of the venerable image of Our Lady of Consolation in September 2025.

Empowering Youth: The Critical Role of Media and Information Literacy

 

This is the first part of the four-part series Empowering Vulnerable Populations through Media and Information Literacy. This article focuses on Filipino youths. It will discuss the importance of Media and Information Literacy (MIL) for the youth. Also, it will elaborate on how MIL can empower them to navigate the digital age safely and responsibly.

In the complex and interconnected digital world, vulnerable youth face unique challenges in keeping themselves safe from bad actors that lurk online. 

Since they have less agency and less discretion on the media they are consuming, they are considered easy targets by wrongdoers. 

Since these vulnerable groups often lack the resources and education needed to effectively interpret media, they are more susceptible to exploitation and misinformation. Thus, media and information literacy (MIL) is crucial to equip them with the skills to critically access, analyze, and evaluate media content. These skills foster safer and more informed online experiences, in particular those who face heightened risks and barriers. 

The Power of MIL for Vulnerable Youth

The common cyber challenges that Filipino youths face include misinformation, cyberbullying, and online exploitation. They are easy targets simply because they lack digital literacy skills to combat these risks. That is where the role of media and information literacy comes in. These skills enable them to understand their online rights, to navigate the digital landscape responsibly, and to make informed decisions.

For example, these youths can avoid scams simply because they can distinguish whether the sales page they are exposed to is credible or not. Another one, they can alert social media companies that they have been harassed online and the said companies will take action simply because these youths know they have the right to be protected from bad actors in the digital space.

When vulnerable youths know what risks they face in using media and how to protect themselves from danger, their guardians could heap a sigh of relief that their wards are on a good digital experience.

Addressing the Challenges

Vulnerable youth often encounter significant obstacles in accessing and interpreting media. These challenges may include limited digital access, lower literacy levels, and susceptibility to misinformation and online risks. Imagine where children are not exposed to gadgets simply because their parents cannot afford them. Then, they reach a certain age where they can afford to get gadgets like mobile phones or tablets. The likelihood they may face online exploitation like scams and misinformation on certain narratives is high simply because they were not trained to use digital resources and were not trained in digital literacy at a young age. 

In short, socioeconomic factors, education levels, and technology access significantly impact their ability to navigate the online world safely. 

So how to address these challenges? First, make it accessible for every family to have digital resources and internet connectivity. Governments should invest in manufacturing cheaper technology that the general population could avail of and ensure that there are enough subsidies to build internet towers in every city. Of course, this will take time but industrialization for the sake of global competitiveness in general should be the main driver to trickle down MIL investments.

However, our policy-makers could make short-term solutions while the country is far beyond industrialization. These include education and community initiatives.

Empowering Through Education

MIL education is vital to empower vulnerable youth. When MIL is incorporated into school programs, children will learn the skillsets attached to the said subject. 

However, there must be some avenues to validate and practice such learning. These include workshops and community engagements. They can equip students with the tools to critically assess media content and to navigate the digital world confidently.

Building Effective MIL Programs

To build effective MIL programs, there should be collaboration among schools, community organizations, and policymakers. Understand that MIL education in itself is an interconnected system so it is a must that people contribute their part to make it work.

Now, how to ensure that MIL programs are successful for vulnerable youth? These programs must be accessible, relevant, and engaging.  It should also be complemented with technology to enhance MIL education. However, as discussed in previous articles, there are some challenges in pursuit of this program so accessibility and inclusivity should always be a priority.

Moreover, teachers should also be empowered and well-financed in the said programs because they are the key determinants in the success of MIL education.

A Call to Action

Empowering the vulnerable Filipino youths through MIL fosters a more informed, resilient, and inclusive Philippines where everyone can access the digital world safely and responsibly.

When policymakers and educators prioritize MIL initiatives for vulnerable youths, they can create a future where every Filipino can access and engage with media confidently and critically, regardless of his circumstances. This empowerment is vital for a safer and more informed online experience for all.

Hence, stakeholders should champion MIL education through supportive policies, resource allocation, and continuous training for educators.

The initiative is built on four main objectives: first, to raise awareness of these high-quality European products; second, to enhance their recognition among consumers; third, to drive an increase in consumption; and ultimately, to boost exports of these European products to Canada, Malaysia, and South Korea.

The European Union's commitment to quality is represented by the PDO (Protected Designation of Origin) and PGI (Protected Geographical Indication) labels. These labels protect the names of products that originate from specific regions and have qualities or reputations linked to their production territory. The differences between PDO and PGI primarily relate to how much of the product’s raw materials must come from the area and how much of the production process must take place within the specific region. These factors are important indicators of authenticity and excellence.

Protected Designation of Origin (PDO): This label ensures that a product is produced, processed, and developed in a specific location, with qualities or characteristics that are intrinsically tied to its geographical environment. For example, the renowned "Krokos Kozanis" saffron from Greece is a PDO product, celebrated for its distinctive aroma and vibrant color, grown exclusively in the Kozani region.

PGI (Protected Geographical Indication):Similar to PDO, PGI products emphasize relation to their geographical area. However, unlike PDO, some production or development stages can occur outside the specified region. An example is the Latvian "Jāņu Siers" (Midsummer cheese), known for its cultural significance and traditional production methods.

The "Premium European Products" campaign offers a selection of high-quality goods from Greece and Latvia, including PDO olive oils, dried grapes, saffron, hard cheeses, and dairy products like cream cheese and sour cream. In celebration of the 124th Philippine Civil Service Anniversary (PCSA), the Civil Service Commission (CSC) will kick off the festivities with a nationwide fun run to promote camaraderie, physical fitness, and mental well-being among the 1.9 million civil servants. The event also serves as a fundraiser for the Pamanang Lingkod Bayani (PLBi) Program, which honors public servants who have died in the line of duty by providing their families with financial assistance, a scholarship, and a certificate of recognition.

Led by CSC National Capital Region (NCR), the "VibeRun" will feature three running categories at various locations around the country, with the main event taking place at Quirino Grandstand in Manila. CSC NCR aims to draw 20,000 participants, making it the largest simultaneous color fun run by a government agency in the country.

To provide a vibrant and unique experience, the event will use Holi Powder, a vibrant, non-toxic colored powder commonly used in Indian and Nepali holidays. Participants are urged to wear white shirts with their agency logos, and the race will be filled with fun and energy rather than competitiveness, marking the start of the PCSA activities.

Retired Justice Stephen Cruz to champion Manila Central Post Office rehab and revitalized Postal Bank

Former Court of Appeals Justice Stephen C.  Cruz has taken his oath of office as Chairman of the Philippine Postal Corporation (PHLPost), before Executive Secretary and former Chief Justice Lucas Bersamin which was held yesterday, August 27 in Malacanang Palace.

On top of PHLPost, Chairman Cruz plans include the restoration, rehabilitation and determination of the "best use" of the burnt historic Manila Central Post Office building together with the Inter-Agency Task Force for the MCPO rehabilitation headed by the Department of Tourism.

He will work for the establishment of a Postal Museum, and allied works related to the promenade and development of tourism, consistent with the various projects of the Marcos Administration.

Also, he will exert all effort for the return and digitalization of the postal bank. The OF Bank (formerly PostalBank) was transferred by the previous administration to Landbank.

Chairman Cruz programs signal a new beginning towards a harmonious working relationship with Postmaster General and CEO Luis D. Carlos especially in the digital transformation of the postal service.

He will likewise lobby for the immediate return of the Postal ID as a functional card due to the insistent demand and clamor of thousands of Filipinos here and abroad who wish to acquire and renew their Postal Identity Card (Postal ID).

Chairman Cruz is a graduate of the Ateneo Law School Class of 1976. He joined former President Ferdinand Marcos Sr. office as a legal officer in 1977, the year he passed the bar.  In 1980, he worked as Senior Associate Attorney at Nazareno Law Office.

He served as Presiding Judge of the Lucena RTC Branch 60 for 6 years from 2000-2006, before being appointed to the Court of Appeals-Manila in 2006 until 2020.

With more than 37 years of law practice, Justice Cruz teaches at the University of the East College of Law, Enverga University College of Law, and San Carlos University in Cebu. He also taught at the Philippine Christian University College of Law.

Cruz replaced Mike Planas, who served PHLPost for 3 months, as Chairman of the Board of Directors.

Young Hearts and Heroes: Meet the teenager who created a children’s storybook with pediatric cancer patients from Bahay Aruga

As the country gets ready to celebrate National Heroes Day on August 26 (yes a long weekend is here again) we meet a new set of heroes.

As Arizona Robbins from Grey’s Anatomy said, not all heroes wear capes. Some happen to be tiny humans. Now, another teenager and her friends set out to create a lasting impact in the Philippine arts and culture space by publishing the first book of the ongoing children’s book series, The Adventures of Damgo: Betta and the Dry Lands.

At just 16 years old, Jacqueline Dominique “Nikki” Go is already creating heroic contributions to art and pediatric cancer communities.

As the founder of the Damgo Art Therapy Foundation and the author of The Adventures of Damgo, Nikki’s journey starts with the love for family and art.

Nikki’s artistic interests began in early childhood, nurtured by supportive parents who, despite not being artists themselves, recognized and cultivated their daughter’s creative talents. "I’ve always felt happiest when I get lost creating art," Nikki shares.

This passion for art, however, was juxtaposed against a backdrop of loss and heartache as cancer took the lives of several close family members. "Cancer is hereditary, and I have it on both sides of my family. I’ve lost 3 uncles to cancer, and my grandma and aunt are survivors," Nikki recounts.

These experiences naturally fueled her curiosity and empathy toward cancer patients and survivors, eventually leading her to establish the Damgo Art Therapy Foundation.

Like most youth-led initiatives, the foundation originated from Nikki’s 8th-grade school project aimed at contributing to the United Nations’ Sustainable Development Goals (SDGs).

While her peers focused on themes like poverty and sustainability, Nikki chose to explore the impact of art on mental well-being, particularly among teenagers. "I saw a huge lift in happiness when teenagers were exposed to art." Nikki explains. This discovery ignited a deeper inquiry into the beneficiaries of art therapy, ultimately guiding her to Bahay Aruga, a halfway home for pediatric cancer patients.

"When I approached Bahay Aruga, I wanted to offer something more valuable than monetary donations. Something that would have a lasting positive effect on the patients… art therapy had that effect," says Nikki.

The Damgo Art Therapy Foundation was born out of this desire, and it quickly became hope for young cancer patients. Through art therapy sessions, Nikki witnessed firsthand the transformative power of creativity. "One of my students said that she 'couldn’t believe she is able to paint the things she’s done.' She told me how she looked forward  to our art therapy sessions, and she carries this feeling when she goes for treatment."

Inspired by the children’s resilience and imagination, Nikki penned The Adventures of Damgo, a series that takes cancer patients on a cosmic journey filled with limitless possibilities. "I hope that through these stories, children all over the country and the world become inspired to dream big and help each other overcome any obstacle," Nikki says. “Damgo, in Cebuano, also means dream.”

The book’s impact has been profound, forging deep connections between the young artists and the community that supports them. Tragically, two of the contributing artists, Richard and Ralph, passed away before the book’s completion. Yet, their legacy lives on through their artwork and the positive influence the project had on their lives.

"Remembering the moments with Richard, he remarked how he loves the art therapy sessions because it takes his mind off the pain, even for a few hours,'" Nikki reflects. “Meanwhile, Ralph was that one student who didn’t miss a single week’s lesson. He loved the art therapy sessions! He told me that he loved to paint Damgo’s adventures because it makes him imagine that he too, can one day go outside the country and see unbelievable sights.”

Publishing the first book is just the start of Nikki’s big plans for the Damgo Art Therapy Foundation. With two more books in development and a growing partnership with the International School Manila’s Visual Arts Club, the foundation is poised to continue its mission of providing joy and comfort to pediatric cancer patients.

"In the future, I hope to see more innovation in the art therapy execution, and more adventures of Damgo," Nikki says. “Excited for book 2!”

Save the Children Philippines Urges Senate to Swiftly Pass Adolescent Pregnancy Prevention Bill

Save the Children Philippines is urgently calling on the Senate to pass the Adolescent Pregnancy Prevention Bill without delay, addressing the escalating crisis of teenage pregnancies in the country, particularly among children aged 15 and below.

Every day, more than 500 adolescents in the Philippines become mothers, a stark and troubling reality that includes girls as young as 10 years old. Save the Children Philippines, the leading independent children's organization in the country, warns that these alarming numbers are not just statistics—they represent the stolen childhoods of countless young girls.

The country has witnessed a disturbing 35% increase in live births among the 15-and-under age group from 2021 to 2022. These pregnancies trap thousands of young Filipino girls in a relentless cycle of poverty, discrimination, and lost opportunities. Forced to abandon their education and assume the heavy responsibilities of parenthood, these girls are being robbed of their futures.

"These figures tell a heartbreaking story of young lives derailed by circumstances beyond their control. Girls as young as 10 are being thrust into the role of mothers, while still children themselves," said Wilma Banaga, Child Protection Advisor at Save the Children Philippines.

As the Philippines commemorates the 34th anniversary of its ratification of the United Nations Convention on the Rights of the Child this August, Save the Children underscores that the passage of the Adolescent Pregnancy Prevention Bill is not just necessary—it is a moral imperative for the Philippine government to uphold the rights of every Filipino child.

"Fear of discrimination and stigma forces many young people to hide their pregnancies, cutting them off from vital health services and support," said Sydney, a youth advocate.

"It is crucial that adolescents are educated about their sexual and reproductive health and rights and have access to quality services that enable them to make informed choices. No young person should be forced to sacrifice their future because of an unintended pregnancy. We urgently call on lawmakers to prioritize the passage of the Adolescent Pregnancy Prevention Bill to ensure every young Filipino can realize their full potential."

The Adolescent Pregnancy Prevention Bill is scheduled for interpellation in the Senate on August 19 and is awaiting approval on its second reading. It has already passed the third reading in the House of Representatives.

"Adolescent pregnancies are often the result of coercion and imbalanced power dynamics between young girls and older men. Passing this bill is essential—not only to educate and empower our youth but also to protect them from exploitation and ensure they have the support needed to reclaim their childhoods and build a brighter future," Banaga added.

Save the Children Philippines joins the nation in urging the Philippine government to expedite the passage of this critical bill, paving the way for a safer, more equitable, and promising future—for and with children.

UP Researchers Investigate E. coli Levels in Urban Farm Vegetables

A type of bacterium called Escherichia coli (E. coli), found in the feces of humans and animals, is often released into bodies of water such as streams. Although most E. coli strains are harmless, some can cause foodborne diseases such as gastroenteritis, typhoid fever, and dysentery. Feces are a major source of microbial contamination in fresh produce. With the rise of urban farming in the Philippines during the COVID-19 pandemic, it is essential to monitor fresh produce from urban farms to recognize and address food safety issues immediately.

Scientists from the University of the Philippines – Diliman College of Science (UPD-CS), supported by the Department of Agriculture – Bureau of Agricultural Research (DA-BAR), assessed vegetables from wet markets and urban farms in Metro Manila during the peak of the pandemic to detect and quantify the presence of E. coli.

Dr. Pierangeli Vital, Donnabel Sena, Czarina Jay Catapat, and Ma. Christine Jasmine Sabio from the UPD-CS Natural Sciences Research Institute (UPD-CS NSRI), along with Dr. Windell Rivera of the UPD-CS Institute of Biology (UPD-CS IB) gathered 419 vegetable samples from three urban farms and four major wet markets in Metro Manila. The group detected E. coli in 13.60% of all the samples. The presence of E.coli in the samples from urban farms was also higher than in the samples obtained from wet markets.

According to Dr. Vital, high levels of E. coli in the samples from urban farms could be linked to various factors, such as lack of thorough post-harvest processing, unlike the samples from wet markets. “As observed in the urban farm sampling sites, they frequently use rainwater, pond water, and well water for irrigation, mainly for economic reasons, but this increases the risk of bacterial contamination,” she said.

Animals such as dogs, cats, and chickens often roam around urban farms, which raises the risk of microbial contamination in the irrigation water and soil where the vegetables grow. The researchers considered these as areas for improvement in developing urban farming practices.

“This research, together with our past research on agricultural food safety, is and was used in creating and adopting Philippine National Standards (PNS) on pre- and post-harvest microbial food safety in agriculture, with initiatives spearheaded by the DA – Bureau of Agriculture and Fisheries Standards (DA-BAFS),” shared Dr. Vital.

The researchers stated in their paper that the results could provide a factual basis for regulating, controlling, and eliminating food pathogen contamination in fresh produce, thereby helping policymakers implement regulations that ensure food safety. Even so, Dr. Vital mentioned that preventing foodborne illnesses such as E. coli can also be done by Filipinos in their own homes.

“Proper handling and cooking must be practiced at home, which involves simple steps such as thoroughly washing hands and kitchenware as well as disinfecting table surfaces when preparing food, using clean water when washing vegetables, effectively separating cooked and raw foods, and storing food the right way,” Dr. Vital added. “Following these simple steps can significantly help reduce the risks of foodborne illness at home and in the community.”

They plan to include more surveillance of relevant foodborne pathogens and conduct the study on a national level, in addition to investigating the antimicrobial resistance of the bacteria. These endeavors will provide significant data for analyzing trends in microbial food safety in the Philippines.

The paper, titled “Thermotolerant Escherichia coli contamination in vegetables from selected urban farms and wet markets in metro Manila, Philippines at the height of COVID-19 pandemic,” was published in the Asia-Pacific Journal of Science and Technology, a peer-reviewed journal covering research fields such as engineering, agricultural sciences, technology, and health sciences.

Lumagui: National Internal Revenue Code exempts Carlos Yulo from paying taxes for the Prizes, Awards, Rewards, Gifts, or Donations he received

Bureau of Internal Revenue (BIR) Commissioner Romeo D. Lumagui Jr. clarified that Carlos Yulo, the two-time Olympic Gold Medalist, does not have to pay taxes for the prizes, awards, rewards, gifts, or donation he received by virtue of his historic performance in the 2024 Paris Olympics. The National Internal Revenue Code (NIRC), as amended, allows for Yulo to receive these cash and properties without paying taxes. 

"The National Internal Revenue Code exempts Carlos Yulo from paying taxes for the prizes, awards, rewards, gifts, or donations he received. The BIR congratulates our two-time Olympic Gold Medalist for his performance in the 2024 Paris Olympics. You are an inspiration to the men and women of the BIR," Commissioner Lumagui stated.

Section 32(B)(7)(d) of the NIRC expressly provides that all prizes and awards granted to athletes in local and international sports tournaments and competitions held in the Philippines or abroad and sanctioned by their respective national sports associations shall be exempt from income tax. Therefore, all prizes, awards and rewards granted to Yulo by the Paris 2024 Organizing Committee as well as the Philippine Government pursuant to existing laws, such as, but not limited to, Republic Act (RA) No. 10699, or the “National Athletes and Coaches Benefits and Incentives Act”, are exempt from income tax. 

Section 32(B)(3) of the NIRC likewise categorically provides that the value of property acquired by gift, bequest, devise, or descent shall be excluded from gross income of the recipient and, therefore, exempt from income tax. The rewards, gift or donations (in any form) given to Yulo by private entities, or individuals clearly fall under this exemption. Therefore, Yulo need not declare these as part of his gross income, and he shall not be liable to pay any income tax thereon. 

Section 98 of the NIRC is clear that the donee or receiver is not liable to donor’s tax.
