BAN Toxics Lauds New EU Mercury Regulation; calls for Stronger Regional & Global Cooperation

“The new regulation for mercury by the European Union (EU) is a significant development in the global effort to reduce and eliminate mercury pollution. It highlights the importance of international and regional cooperation in addressing the human health and environmental impacts of this toxic chemical.”
This was the statement of environmental NGO BAN Toxics after the EU's Revised Regulation for Mercury entered into force on July 30, 2024. The new law prohibits the last intentional uses of mercury by EU member states, including the use and export of dental amalgam, and the manufacture, import, and export of certain categories of mercury-containing lamps.
“Illegal transboundary trade of mercury and mercury-added products remains a major challenge for Philippine regulatory agencies. The influx of imported mercury-containing cosmetic products, for example, continues unabated despite existing regulatory frameworks at both the national and global regional levels. We need international collaboration arrangements, which could include information exchange, market surveillance, and technical or financial assistance to enhance capabilities for detecting illegal products. Such collaboration may also help address the entry into the country of mercury-added products that are purchased via e-commerce platforms such as Lazada and Shopee,” said Thony Dizon, BAN Toxics Advocacy and Campaign Officer.
Mercury is a highly toxic chemical that can cause irreparable damage to the nervous system. It is indestructible which means its emissions and releases can bioaccumulate and biomagnify, posing a significant threat to human health and the environment.
According to Dizon, the Philippines has made significant strides in strengthening regulations to reduce mercury use in the country. In 2019, the Department of Environment and Natural Resources (DENR) issued Administrative Order 2019-20, or the Revised Chemical Control Order for Mercury and Mercury Compounds. The Department of Health (DOH) also issued Administrative Order No. 2020-0020, or the “Guidelines on the Phase-out of Mercury Use in Dental Restorative Procedures.” Additionally, the Food and Drug Administration (FDA) issued FDA Circular No. 2022-003, which bans all mercury-added thermometers, sphygmomanometers, dental amalgam capsules, and liquid mercury for use in dental restorative purposes.
In 2020, the Philippines ratified the Minamata Convention on Mercury, a legally binding global treaty designed to reduce and eliminate mercury emissions and releases into the environment.
BAN Toxics has recently submitted information to the Minamata Convention Secretariat which cited illegal shipments and unregulated online trade as the main challenges in addressing mercury containing cosmetics.
“Our country is always at the receiving end of this illegal transboundary trade since we are not the source of these products. But if more cross-border agreements or mechanisms are in place, this might reduce illegal production and trade of mercury and mercury-added products,” the group said.

DepEd, BOI link up to create opportunities for learners in IT industry

The Department of Education (DepEd) and the Philippine Board of Investments (BOI) on Thursday forged a strategic partnership to enhance knowledge on digital economy and expose learners to opportunities in the Information Technology industry.
Led by Secretary Sonny Angara and BOI Chairman and Department of Trade and Industry (DTI) Secretary Alfredo Pascual, DepEd and BOI signed a Memorandum of Agreement (MOA) designed to create awareness and interest among the youth about the industrial sector, particularly in the IT industry.
“Malaking bagay po itong inisyatibo ng DTI at nagpapasalamat kami sa Kagawaran ng Edukasyon dito sa oportunidad na ibinigay hindi [para] sa atin, hindi sa Kagawaran ng Edukasyon, kundi para sa ating mga stakeholder, ‘yong over 20 million po na estudyante natin na makikinabang dito sa makabagong teknolohiya,” Secretary Angara said.
The “Kids for the Future of Philippine Industrialization” is the flagship program under the Agreement which aims to develop both technical and soft skills of learners, and focuses on IT segments like animation, game development, and software development
“Philippines has not been the fastest adopter of innovation and technologies but we are there, dahil bilib ako sa talent, sa tatak Pinoy, palagay ko baka malampasan pa natin ‘yong ibang mga karatig bansa natin sa darating na mga taon,” Sec. Angara noted.
“Nandodoon po ‘yong communication skills [and] critical skills. Kailangan lang mahasa nang husto, mahasa nang husto at dito talagang mahahasa kapag nag-work immersion sa mga industriyang makabago,” he added.
The strategic partnership will benefit Junior and Senior High School Learners and K-12 graduates, this also intends to inspire them to pursue career and life-long learning opportunities and to develop a job and future-ready workforce.
In addition, the said program will assist educators in enhancing their knowledge of industry trends, technologies, industry skills, and competencies requirements, among others.
Meanwhile, DTI Secretary Alfredo Pascual emphasized that the MOA is a way to empower the youth to propel the country to new heights.
“Signing this Memorandum of Agreement between the Board of Investment (BOI) and DepEd is not a merely formality but a resounding declaration of our commitment to equip the next generation with the knowledge and skills they need to shape the future of our nation,” he said.
Through the Agreement, DepEd and BOI will address the growing demands of thriving industries for highly skilled graduates by raising career and industry awareness in secondary education institutions.
BAN Toxics urges Marcos Jr. to address plastic production as major driver of climate change following Metro Manila floods

“It has always been easy to blame trash and the lack of discipline for recent and future flooding, yet the climate impacts of unhampered plastic production, along with land use conversion, large-scale mining, and their contribution to environmental degradation are being overlooked.” This was the statement of environmental justice organization BAN Toxics, after millions of Filipino people suffered from Typhoon Carina (Gaemi).
“The President must realize that 99% of all plastics are derived from fossil fuels, the largest contributor to the global climate crisis. The exponential increase in plastic production is expected to exacerbate the so-called ‘triple crisis’ of climate change, biodiversity loss, and pollution,” Jam Lorenzo, head of BAN Toxics’ Policy Development and Research, said.
“The import of finished plastic products and wastes into the country, combined with the current rate of domestic plastic production and other factors, is overwhelming the capacity of our waste management systems, rendering them ineffective,” Lorenzo said.
In 2021, the Philippines, imported 1.98 million tonnes of plastic raw materials, plastic products, and plastic packaging with 393 kilo tonnes export, making it a net importer of plastics. The country had a virgin resin production capacity of 900 kilo tonnes in 2019, with projections of at least an additional 360 kilo tonnes from 2021 onwards.
“With only 9% of consumed plastics being recycled and 33% disposed of in landfills, an estimated 35% – or about 1 million tons of plastic waste in 2021 – leak into the open environment. This amount is equivalent to the average weight of 714,285 sedan vehicles, more than the total number of registered vehicles in Metro Manila. These figures do not include the import of hazardous plastic wastes, both legal and illegal into the country. Adding to this point, it is also important to note that countries such as the Philippines have historically been on the receiving end of significant amounts of illegal waste imports from developed countries.”
“The Extended Producers Responsibility (EPR) law has so far been failing to compel multinational corporations to take immediate action to phase out single-use plastics, as evidenced by brand waste audits in the country. Many of the companies that topped the list have previously been identified as top plastic polluters in global brand audits.”
The group references multiple studies that highlight the significant growth in plastic production over the last decade, estimated to double or even triple by 2050. Greenhouse gas (GHG) emissions from plastic could reach over 56 gigatons or 10-13% of the entire remaining carbon budget, based on a study in 2019. These conservative estimates are complemented and updated by newer studies. Recently published report from the Lawrence Berkeley National Laboratory revealed that the global plastic production generated 5.3% of total global GHG emissions (excluding agriculture, land use and forestry) in 2019.
“We stand with the Filipino people in holding the government accountable for the recent floods and those yet to come, and we call for science-informed and human rights-based climate actions. We urge policymakers to prioritize control measures in its policy mix for plastic production, manufacturing, and importation, especially for the most problematic, non-essential plastics, and those containing known hazardous chemicals. Addressing plastic pollution requires upstream approaches – focusing on pre-consumption and the reduction of production – to mitigate its impact on livelihoods, human health, and the environment.
The group also cautions against using incineration as a solution for plastic wastes. “Scientific studies by the Center for International Environmental Law (CIEL) and Break Free From Plastic (BFFP) highlight that incineration of plastic could produce more than 850 million metric tons of greenhouse gasses – equivalent to the emissions from 189 five-hundred-megawatt coal power plants. The idea of clean incineration technologies in the country seems like a pipe dream, considering that less than half of the country’s barangays have materials recovery facilities and that several LGUs are unable to address current challenges in the management of wastes such as proper segregation and collection.”
Climate Fund
As the country hosts the Loss and Damage Fund, BAN Toxics emphasizes that “it presents both an opportunity and a challenge for the Marcos Jr. administration. It is a chance for the administration to be a genuine advocate for climate-vulnerable countries and to lead in making the Fund truly impactful for developing countries,” according to Lorenzo. The Fund, a financial mechanism developed to assist vulnerable nations in recovering from climate-related impacts, was established at the COP 27 UN Climate Change Conference in 2022.
It aired concerns, however, over the involvement of the Global North in managing the Loss and Damage Fund, particularly with the World Bank serving as the financial intermediary. “We want this Fund to be truly accessible to developing countries, without conditionalities that advance the policy agenda of wealthy nations. This is important for Southeast Asian countries, which are often used as dumping grounds for plastic waste by richer countries, including the United States.”
“As a remedy to the disproportionate and historic contribution of wealthy nations to the climate crisis, the Fund must not be used as a scapegoat. These polluting countries need to make a significant move to address the major drivers of the crisis, including taking the lead in phasing out fossil fuels,” the group said.

Venom Blockchain Boosts Digitization In The Philippines

His Excellency President Ferdinand R. Marcos Jr. appoints Dir. Noel V. Dacasin as the newest addition to the Philippine Postal Corporation (Post Office) Board of Directors. Director Dacasin is currently the Postmaster of the Manila Central Post Office.
He was sworn as a member of the Board of Directors by Chairman and Postmaster General/CEO Michael F. Planas.
For the last 39 years, Dacasin has served in various positions and became a familiar face in the Post Office Mail Operations Area. He started as emergency laborer in 1985, and rose from the ranks as mail sorter, clerk, chief, air parcel section, over-all supervisor of then Airmail Distribution Center, chief of customer service, Acting operations manager of Central Mail Exchange Center and Acting Manager of Express Mail Service.
He also served in various capacities as Postmaster in the cities of San Juan City, Mandaluyong, Paranaque, Taytay Rizal, Postmaster VI- Las Pinas City and Manila Central Post Office to date
Director Dacasin earned his Bachelors of Arts degree Major in Political Science at Arellano University in Manila and hold a Master’s degree in Professional studies major in Public Administration at Cavite State University. He passed the CSC Career Service Professional on October 20, 1991 with an average of 84.42%.
He is a recipient of the Outstanding Student Award at the Asia Pacific Postal Training Center in Bangkok, Thailand. He attended the People Development & Postal Industry Workshop Ideas Innovation facilitated by Derek Obsome and Postmaster’s Training Course conducted by the Post Office.
Director Dacasin is expected to bring at the Post Office more than three (3) decades of leadership and professional experience in postal service and mail operations management which will help the current administration to innovate its services in order to adapt to the changing landscape and remain relevant in an increasingly digital economy.

DepEd, DTI, Thames ink agreement for E-Commerce Work Immersion for SHS learners

Senior High School learners are set to gain a competitive edge in the booming e-commerce industry as the Department of Education (DepEd), Department of Trade and Industry (DTI), and Thames International signed a Memorandum of Agreement (MOA) on Thursday to equip students with essential industry skills.
Education Secretary Sonny Angara expressed his enthusiasm for the partnership since championing opportunities for Filipino learners is one of the marching orders of President Ferdinand Marcos Jr.
"I'm really really happy today. Nabanggit nga ni [Jaime Noel J. Santos, Co-Founder and President of Thames International] na isa ito sa pangunahing utos ng ating mahal na Pangulo na bigyan natin ng trabaho, bigyan natin ng pag-asa ang ating mga kabataan. At bago natin sila mabibigyan ng trabaho, kailangan natin bigyan sila ng karanasan,” Secretary Angara said.
Secretary Angara also emphasized the government’s commitment to providing Filipino learners with opportunities for employment and growth.
“We commend Secretary Sonny Angara for his visionary leadership in education, making this project one of his priority programs early in his tenure. His support for digital skills development aligns perfectly with our goals,” DTI Secretary Alfredo E. Pascual said.
Thames International, a pioneer in e-commerce education, has developed a specialized Senior High School curriculum piloted in 15 schools in the National Capital Region (NCR).
The program will be rolled out nationwide in phases, starting with NCR, Regions III, and IV-A, followed by Regions VII and XII, and eventually covering the entire country.
“This project was three years in the making. We started this in the pandemic based on a demand and supply philosophy. The e-commerce industry was growing so fast, and there was a lack of manpower,” Mr. Santos said.
Santos added that, unlike traditional academic tracks such as ABM or STEM, the new program will provide students with hands-on experience and industry exposure.
The Adulting-Challenged Entrepreneur
Who is Red?
His name is Red Leachon. He is a law graduate turned struggling entrepreneur. As the title perfectly describes him, He is an adulting-challenged entrepreneur. Being adulting-challenged means facing difficulties in fully embracing adult responsibilities due to a lack of life skills. Nevertheless, that's just part of my current state. He also an entrepreneur struggling to make a dime, but he always believe that every entrepreneur starts that way. In general, He is one of the typical millennials who struggle through life.
His Journey
So, how did he end up as a life skill-deficient and struggling businessman? Like any typical story, He graduated from law school, and he thought he would take up a Master of Law degree or return to the Philippines to get his law license. He was avoiding the brutally competitive job market back then. He always thought he could practice law immediately without delay. Unfortunately, that did not happen because his parents told him he must learn how to stand on his own two feet. He was failing miserably. He applied to several paralegal positions via LinkedIn, but He did not get any interviews. He tried to upskill himself with courses like bookkeeping and other online certifications, but he ended up not finishing them because he spread himself too thin.
Finding His Path
As a result, he figured out ways to earn some money and get the ball rolling. At first, he worked as a waiter in a restaurant and sold lumpias because he make those deliciously. Then, he decided to pursue his dream of running a print-on-demand web shop, which he was afraid to push through during law school due to fear of failure. Thankfully, the website has been launched.
However, the website was not getting any traffic. Consequently, He had to learn lead generation, paid ads, content marketing, basic Search Engine Optimization (SEO), and copywriting. It did not immediately resolve his financial problems, so he had to figure out what jobs to take to fend for himself. While studying these skillsets, he realized he had a knack for writing. Since he was learning content marketing and copywriting, he decided to monetize those skills.
The Writing Journey
He researched how to land writing jobs until he figured out two things: he must start for free (or at least get a low-paying writing job) and he can start a newsletter business. He was surprised that writing could be a lucrative job because he usually thought writers were meant to struggle. It all boils down to strategy.
He read and watched videos about copywriting, content marketing, content writing, and even ghostwriting. Then, He practiced. In fact, He is creating a writing portfolio so He can pitch it to clients. Regarding the newsletter business, He started a newsletter in the law and politics niche. His aim is to write and grow an audience because it could serve as a portfolio for his writing services.
Overcoming Life Skill Deficiency
Now, the question is how do he resolve my life skill deficiency? He try to discipline himself. He set routines, especially for scaling his website and building his writing portfolio. He look for income opportunities like selling items and taking on-call waiting work. Also, He focus on his goal to get licensed so he can become a full-fledged lawyer and worry less about finances. The bottom line is, He move forward. Whether broke or evergreen, He always try to move forward.
