Latest PH Marine Mammal Stranding Hotspots and Species Stranding Status Entail Urgent LGU Response

With a significant number of marine mammals stranded in the Philippines over the past years, it is within the scope of local government units (LGUs) to address this pressing concern, scientists from the University of the Philippines – Diliman College of Science (UPD-CS) indicated in a recent study that encompasses data from the past almost two decades.

Dr. Lemnuel Aragones, Alessandra Nicole Morado, and Honey Leen Laggui of the Institute of Environmental Science & Meteorology (IESM), along with Dr. Marie Christine Obusan of the Institute of Biology (IB), Dr. Jonah Bondoc of the Natural Sciences Research Institute (NSRI), and Dr. Leo Suarez of Ocean Adventure and Ewen Lawler of University of Canberra, assessed the changes in marine mammal strandings in the Philippines over space and time, as well as the types of species that got stranded in Philippine territory from 2005 to 2022.


Marine mammal strandings and the role of LGUs

A marine mammal stranding occurs when a marine mammal is found on seashores or in shallow waters and cannot return to deeper waters on its own. The researchers mapped the stranding hotspots in the Philippines, representing areas where standing frequencies are relatively high, and designed the hotspots to identify designated LGUs to inform them about the implications of the strandings for marine mammal conservation and management. With the help of the hotspots, concerned LGUs can also be proactive in addressing marine mammal strandings. A total of 35 LGU hotspots for strandings were identified in this study. The majority of these stranding hotspots were located in Luzon (with 24 hotspots), particularly in Regions 1 and 2.

“Strandings can be of natural causes, but when marine mammals with good body condition strand, we have to worry because it could imply that they are in trouble. It is possible that their habitat is compromised in various ways – most likely from human activities such as pollution and overexploitation of our key marine resources,” explained Dr. Aragones, who also serves as the president of the Philippine Marine Mammal Stranding Network (PMMSN).

While natural causes such as tropical monsoons and oceanographic factors can affect marine mammal strandings, the study emphasized that fisheries production and fisheries interaction are major contributors to the stranding frequencies of these mammals. This can occur through fishing equipment that increases the chances of entanglement or various illegal fishing activities, such as dynamite fishing.

“We recommend that LGUs and concerned regional offices establish their own stranding response team and rehabilitation tank and eradicate illegal fishing activities in their area by providing appropriate crew and patrol boats,” the researchers stated in their study. They also emphasized the importance of information, education, and communication (IEC) campaigns regarding marine mammals and regulating fishers and their fishing gear. By institutionalizing these programs, LGUs and concerned regional offices will help sustain their implementation.

Their study also revealed that the species most frequently stranded in Philippine waters were spinner dolphins (Stenella longirostris) with 218 strandings, dugongs (Dugong dugon) with 104 strandings, Risso’s dolphins (Grampus griseus) with 100 strandings, Fraser’s dolphins (Lagenodelphis hosei) with 95 strandings, and melon-headed whales (Peponocephala electra) with 89 strandings. By establishing a ‘species stranding status,’ an index of the impacts of stranding on these already vulnerable and endangered species, this study has introduced an important additional key factor in assessing species conservation status by concerned agencies.


Generating more research on stranded marine mammals

Knowing the species—particularly identifying their genetics and genomics—is important for ensuring the proper management of stranded marine mammals. This is the focus of the new ongoing studies by Dr. Aragones and his colleagues.

“We should determine the main causes of strandings. Since we suspect that dynamite blasts can cause strandings, we want to understand the acoustics of marine mammals,” elaborated Dr. Aragones. “We also like to examine the impact of fisheries on our marine mammals, to identify what types of fishing gears can entangle them, and the bycatch rates as well.”

Their findings underscore the importance of continuing and advancing monitoring efforts for marine mammal strandings, given the inevitable impacts of human activities such as increasing population, illegal fishing, pollution, and climate change. The evidence-based results provided by this study can guide stranded hotspot LGUs and concerned regional offices in managing and conserving Philippine marine resources, including marine mammals.

UP Study Pinpoints Key Player in Aggressive Type of Prostate Cancer

According to the World Health Organization, prostate cancer is the third most common type of cancer among Filipino men. In 2022, almost 10,000 Filipino men were diagnosed with the disease. In serious cases, the disease can develop into an aggressive type called castration-resistant prostate cancer (CRPC). Some further progress into the most aggressive form, neuroendocrine prostate cancer (NEPC), where standard treatments no longer work and it becomes the most fatal of all prostate cancers.

In a pioneering study, Romie Angelo Azur, Kevin Christian Olarte, Weand Ybañez, Alessandria Maeve Ocampo, and Dr. Pia Bagamasbad of the UP Diliman College of Science National Institute of Molecular Biology and Biotechnology (UPD-CS NIMBB) identified and described a key protein that contributes to the progression of prostate cancer into NEPC, elucidating the molecular basis of the disease and paving the way for identifying novel treatments.

Prostate cancer depends on male sex hormones, or androgens, to grow. When the prostate cancer cells don’t have access to androgens, their development is stunted. This is why androgen deprivation therapy (ADT) is the standard treatment for the disease.

Over time, however, the cancer cells can mutate in ways that enable them to develop without the need for androgens. This advanced type is resistant to ADT and may develop into the most aggressive form, the NEPC. Dr. Bagamasbad and her team discovered that a protein called CYB561 is pivotal for the progression, growth, and survival of aggressive, treatment-resistant prostate cancer cells.

“CYB561 has a dual role in driving cancer,” said Dr. Bagamasbad. “It activates specific growth factors and manages iron levels, both of which appear to help the cancer thrive and grow even when deprived of the male hormones it usually depends on.”

Using publicly available data from prostate tumors and experimental findings from human cell culture lines, they discovered that CYB561 is more prevalent in CRPC and NEPC cells than in normal prostate cancer cells. When they depleted CYB561, the prostate cancer cells became more sensitive to enzalutamide, a common ADT drug, suggesting that the protein provides some resistance to the drug.

Furthermore, they found that CYB561 converts iron into a more active form essential for various cell processes, including supporting the growth of aggressive forms of cancer. As such, the cancer cells require higher iron levels, and CYB561 seems to help maintain the needed active iron concentration. Knocking down the protein lowered active iron levels in NEPC cells, delayed the progression of CRPC to NEPC, and dampened the highly aggressive behavior of NEPC cells.

The findings of their study, now published in PLOS One, can help develop new therapies for CRPC and NEPC. “By understanding the role of CYB561 in prostate cancer,” said Dr. Bagamasbad, “we have not only gained a deeper understanding of how prostate cancer develops drug resistance but we have also potentially identified a new target for future treatments, paving the way for novel therapies that could specifically inhibit CYB561’s activity to slow down or stop cancer progression.”

In the future, Dr. Bagamasbad and her team hope to experiment on animal models and primary tumor samples. They also plan to examine whether Filipinos have higher risks of developing CRPC and NEPC, and if CYB561 contributes to the aggressiveness of the disease. “More importantly, we need to identify other key players involved and establish a drug screening platform that can mechanistically target CYB561 activity,” Dr. Bagamasbad concluded.

The decarbonization roadmap outlines four key strategies that the sector can implement gradually to reduce carbon footprint:

Bangsamoro Government lays out commitments to improve education in the BARMM

The Bangsamoro Government celebrated the signing of the Madrasah Education Strategic Plan for the Bangsamoro region on 18 July 2024. The Plan lays out the commitments of the Ministry of Basic, Higher, and Technical Education to enhance the quality of formal madrasah education in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the next three years.

During the celebration of the signing of the Madrasah Education Strategic Plan, the Memorandum of Understanding was held to formalize the commitments of various donors and stakeholders to enable BARMM to overcome challenges in the delivery of quality and inclusive education services, ensuring that every child in Bangsamoro has equal opportunities. Madrasah is an Islamic educational system that aims to develop Muslim learners to be morally upright and committed to excellence. The Ministry recognizes madrasaheducation’s significant role in contributing to the peace and stability, and the future development of the BARMM. The goal is to develop future Muslim professionals and innovators who could drive economic growth, peace, and stability in the region.

The Australian Government provided technical assistance to the Ministry in developing the Plan. They conducted policy reviews of madrasah education, led consultation sessions with relevant partners, and facilitated expert consultations to support the drafting process. 

“As neighbours and strategic partners, Australia and the Philippines share the goal of achieving a peaceful, stable, and prosperous region – and we believe that education plays a vital role in achieving this,” said Dr Moya Collett, Deputy Head of Mission, Australian Embassy.

“I thank our friends and partners from the Ministry for their continued dedication in strengthening education policies and institutions in the BARMM. Australia remains committed to working with you in shaping a more peaceful and prosperous region.”

Under the Plan, the Ministry aims to increase the number of Bangsamoro learners – regardless of gender, physical ability, and social and economic status – by 30%. By 2025, they also aim to increase the number of formal madrasah institutions by 15%.

Institutionalizing madrasahs is important because it allows the Ministry to monitor and regulate the quality of education and services they provide.

The Ministry has made great strides in integrating traditional madrasah into the Bangsamoro education system. To date, 373 formal madrasah delivering K-12 and Islamic education have been recognised. A policy guide developed with the Australian

Government is also supporting the accreditation of 444 non formal madrasah. The Ministry also have plans to develop a standardised curriculum for all madrasahs, including non-formal madrasas, with the aim of accrediting them down the road.

Mohagher M. Iqbal, Minister of MBHTE said: “Strengthening madrasah education represents 'unity in diversity.' It demonstrates Bangsamoro’s firm commitment to preserving our region's rich historical, religious, and educational heritage while creating an inclusive environment where every learner, regardless of background, can succeed.”

“Madrasah education is integral to our people’s aspiration to shape our educational policies and systems. Therefore, the Bangsamoro deserves genuine autonomy that all parties should honor. A thriving autonomy is the true solution to the recurring internal conflicts in the region.”

ChildFund Philippines and SEAMEO INNOTECH launch the country's first localized social and emotional learning framework

The 2024-2027 SEL program is designed to resonate with the unique cultural nuances of Filipino students in public schools. It aims to:

● Develop adaptable SEL curriculum models that can be tailored to different cultural contexts,

● Foster a sense of ownership and sustainability within communities by involving them in the adaptation and implementation processes,

● Provide evidence-based recommendations for integrating localized SEL into educational
policies at local, regional, and national levels, and;

● Share findings through academic publications, conferences, and workshops to contribute
to the global discourse on effective SEL localization.

“When we started building the SEL framework, we envisioned a localized approach engaging all stakeholders in the country – teachers, parents, and students. This collaborative effort ensures the framework addresses the holistic development of both learners and educators, making it culturally relevant and impactful,” said Anand Vishwakarma, Country Director of ChildFund Philippines.

Marlene Floresca, Education Specialist of ChildFund Philippines, emphasized that the SEL framework helps students develop "pagpapakatao" (being humane) and "pakikipagkapwa-tao"
(fellowship), to become capable and self-trusting individuals.



The social and emotional learning competency framework showcases that Filipino students and learners must
develop "pagpapakatao" (being humane) and "pakikipagkapwa"; (fellowship) to become capable and self-trusting individuals.

The competency framework also equips teachers with tools to better support students, contributing to a more inclusive and supportive educational environment. “The success of the SEL framework depends on the active involvement of teachers, along with parents and communities. Their participation ensures that the framework addresses the specific social and emotional needs of both learners and educators,” said Dr. Leonor Magtolis Briones, Center Director of SEAMEO INNOTECH.

Developing SEL skills early, starting in kindergarten and potentially even earlier, supports long-term success. According to Dr. Grace Aguiling-Dalisay, President and CEO of Center for Educational Measurement, assessing SEL skills alongside cognitive skills is imperative. “We are working with the education department to integrate these assessments into the SEL framework, ensuring evidence-based progress.”


Implementing the Framework



Implementation will begin this year with a pilot in select public schools to test the framework's effectiveness. Following this, it will be integrated into school-wide practices and policies for students, educators, and non-teaching staff.

The technical working group, who has been involved in the development of the framework including the Department of Education (DepEd), will endorse SEL modules accessible via an e-learning platform. Teachers and school heads will complete these courses and earn
professional development points through the National Educators Academy of the Philippines and the Professional Regulation Commission.

The framework supports the DepEd’s MATATAG Agenda: Bansang Makabata, Batang Makabansa, which aims to take care of learners by promoting their well-being and give support to teachers to perform better. It shall be implemented across the K-12 curriculum and expanded to mental health programs in schools nationwide.

“This SEL framework responds to the call for an education system that imparts knowledge and cultivates the social and emotional foundation children need to build their dreams, equipping
them beyond what books can teach,” said Dr. Dexter Galban, Assistant Secretary for Operations of the DepEd.

The organization and its partners interviewed K-12 and Alternative Learning System students across Metro Manila, Apayao, Negros Occidental, North Cotabato, Sulu, and Tawi-Tawi to develop the framework.

SSS warns members, the public on fake text alerts

The Social Security System (SSS) today warned its members and the public to be wary of text messages sent by unscrupulous individuals pretending to be SSS, promising its recipients an incentive by accessing a link.

SSS Senior Vice President for Member Services and Support Group Normita M. Doctor said that SSS has been receiving reports from members that they have received text alerts about benefit claims, expiring contribution payments, or My.SSS registration urging them to click a link.

“Do not click the link in the message of these fake text alerts. It will lead to a phishing site that will steal personal information such as SS numbers and login credentials from My.SSS account,” Doctor said.

Doctor explained that its members and the public can easily identify if they have received a scam text alert by checking its sender. “The SMS sender should be "SSS" and the official SSS website is www.sss.gov.ph. If it is an unidentified mobile number, it is a text message from scammers purposely sent to deceive its receiver,” she said.

“Our SSS Special Investigation Department (SID) has already probed the incidents. We also submitted a Text Scam Complaint containing these fake text alerts to the National Telecommunications Commission (NTC) to help the government fight scam text messages,” she said.

She discouraged them from sharing their SS number, usernames, passwords, and other login details of their My.SSS account with these scammers so their My.SSS accounts will not be compromised and be used for fraudulent transactions.

Doctor advised those who have become victims of these text scammers to directly report it to law enforcement authorities such as the Philippine National Police’s Anti-Cybercrime Group and the National Bureau of Investigation’s Cybercrime Division.

“With the assistance of our SSS SID, victims can help law enforcement agencies in filing a case against text scammers. They can report text scammers to SID via email at fid@sss.gov.ph or through telephone at (02) 89247370,” she concluded.


FDCP to hold the first-ever Film Education Convention in September

In its continuous efforts to enrich and champion film education in the country, the Film Development Council of the Philippines (FDCP) will hold the first-ever Film Education Convention (FilmEC) on September 17-18 at De La Salle - College of Saint Benilde in Manila.

FilmEC is a two-day convention, bringing together film creatives from the academe and in the industry. This activity-filled event features screenings of exemplary student short films, panel discussions, plenary talks, film book sales, and networking opportunities for film students and educators.

“The FDCP has put together the Film Education Convention, to gather both teachers and students of film to converge, get to know one another and engage in conversations that will break barriers of language or institutional representation,” FDCP Chairman and CEO Jose Javier Reyes said in a statement.


To further support the event, the Academic Film Society (AFS) created a committee comprising nine (9) members from various AFS-registered schools, universities, and colleges that will assist in the ideation and promotion of the convention.

FDCP and the Filipino Screenwriters Guild (FSG) continue their regional screenwriting workshop for beginners. Five slots per region are open to AFS members in Iloilo, Negros, and Davao, aged 18+ with no professional screenwriting experience.
