The SKC Negros Island Regional Guild has been a strong advocate for youth empowerment and community development within Negros Island since 2018. The coalition’s efforts are in line with the new region’s goals to improve governance, economic opportunities, and inclusive development.

Governor Bong Lacson of the Negros Occidental has expressed his appreciation for the realization of this goal, stating, “Our belief that the immense potential of Negros Island, Siquijor, and our people can best be realized by becoming one region has driven our efforts and determination through the years.”

The SKC also pays respect to the efforts of Former Governor Alfredo Marañon Jr., whose advocacy and leadership were key in the creation of the Negros Island Region. His commitment to the cause continues to inspire the coalition’s mission.

Ellirie Aviles, Founder and Chairman of the Sigaw ng Kabataan Coalition, and a proud Negrense from Sagay City, shares his thoughts on this milestone: “As we welcome the start of the Negros Island Region, we at the SKC are energized and ready for the work ahead. Environmental Group Dismayed Over Continued Sale of Toxic Cosmetic Products in QC

Wazzup Pilipinas!?

Toxic watchdog group BAN Toxics is urging the Quezon City government, particularly the Quezon City Health Department (QCHD), to take regulatory action against the unwarranted sale of mercury-added skin whitening creams to protect public health from mercury exposure.

In its recent market monitoring, the group purchased and photo documented the sale of FDA-banned cosmetics, namely: Goree Beauty Cream with Lycopene Avocado & Aloevera, Goree Day & Night Beauty Cream Oil Free Total Fairness System and 88 Total White Underarm Cream in beauty shops (kiosks) inside Ever Gotesco Mall in Commonwealth Avenue, Quezon City. These products have been banned by the Food and Drug Administration (FDA).

The Quezon City enacted QC Ordinance 2767, s 2018, which bans the manufacture, distribution and sale of mercury-containing skin whitening cosmetics in Quezon City.

“We call the attention of beauty shop owners to abide by the existing regulation in the country, and specifically in Quezon City, regarding the prohibited skin whitening products that have been proven to contain mercury, a health damaging toxic chemical,” said Thony Dizon, Toxics Campaigner of BAN Toxics.

Using a Vanta C Series HH XRF Analyzer, the group screened the products and found mercury concentrations ranging from 5,633 to as high as 29,250 parts per million (ppm), exceeding the allowable limit of 1 ppm set by the FDA, as published in the ASEAN Cosmetic Directive.

According to the ordinance, all manufacturers, importers, distributors, wholesalers, and retailers, including street vendors, or “tiangge,” and online vendors in Quezon City, must cease and desist from engaging in business activities involving the production and/or trade of mercury-laden cosmetics.

Mercury is among the World Health Organization’s top ten chemicals of major public health concern. It lightens the skin by suppressing the production of melanin and can also remove age spots, freckles, blemishes, and wrinkles. However, its use can lead to rashes, skin discoloration, and blotching. Mercury can enter the body through absorption, inhalation, or ingestion.

The group wrote to the QCHD requesting urgent enforcement action and confiscation of the prohibited beauty products to halt the illegal sale of non-compliant cosmetic products.

BAN Toxics reiterates its call to national regulatory agencies to improve monitoring, analysis, and detection capacities to strictly regulate the illegal trade of banned cosmetics. Strengthening regional cooperation, given the ASEAN Cosmetic Directive, is of the same importance, according to the group.

“BAN Toxics, advocating for safe cosmetics, will continue to monitor and swiftly report to corresponding local government offices and the FDA the unwarranted selling of prohibited cosmetic products in the market, including online shopping platforms. The public has the right to know the dangers of toxic mercury and to be mindful of its health effects,” Dizon added.

Healthcare Waste Project Inception Meeting Concludes in NCR; Highlights Need for Policy Review and Awareness Raising

Wazzup Pilipinas!?

The two-day National Capital Region Regional Inception Meeting and Validation Workshop for the Philippine Healthcare and Mercury Wastes Management Project (PHCWMP) concluded in Quezon City yesterday, June 11, 2024, wrapping up the series of meetings intended to validate and refine the project’s strategies. PHCWMP is a 5-year project funded by the Global Environment Facility (GEF) that aims to reduce the release and emissions of hazardous chemicals in healthcare wastes through environmentally-sound practices.

The project will be implemented in Region 2, Region 8, and the NCR by the United Nations Industrial Development Organization (UNIDO) with the Department of Natural Resources - Environmental Management Bureau (DENR-EMB) as the national lead agency, and civil society organization (CSO) BAN Toxics as the executing entity.

Geri-Geronimo Sañez, chief of the EMB Environmental Quality Management Division, emphasized the significance of the unique partnership between the government and a CSO during his opening remarks. “I would like to take this opportunity to thank our partner BAN Toxics. We have been implementing some projects with EMB, and this is only in the Philippines, shall I say, that a government agency is working closely with civil society organizations.”

The inception meeting held during the first day of the event was attended by the project’s partners, Quirino Memorial Medical Center (QMMC), Metro Clark Waste Management Corp., Integrated Waste Management, Inc. (IWMI), and Envirocare Mgt. Precision, as well as DENR-EMB Central and NCR regional offices, Department of Health - Health Facility Development Bureau, and the DENR Foreign-Assisted and Special Projects Service.

Discussions during the meeting underscored the need to review existing policies and regulations regarding healthcare waste management. This includes a review of current licensing and permitting processes for healthcare facilities, treaters, and transporters of hazardous wastes to remove regulatory challenges that lead to delays while ensuring compliance with important environmental and health standards.

Additionally, the meeting emphasized the need to harmonize mechanisms for coordination among and within relevant regulatory agencies.

“The project aims to conduct research on the effectiveness of Republic Act No. 6969, or the ‘Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990,’ and related policies, in the context of healthcare waste management, specifically on how the law can promote the reduction and environmentally-sound management of hazardous wastes,” said Jam Lorenzo, BAN Toxics’ Policy Development and Research Officer, and PHCWMP project manager.

Among the major outcomes of the PHCWMP is policy development, and its first year of implementation includes policy reviews and gap analyses.

On the second day of the event, the project team visited the waste management facilities of QMMC in Project 4, Quezon City. Notable during the visit were QMMC’s waste reduction practices through composting and other waste diversion methods that may be further studied and replicated in other facilities throughout the duration of the PHCWMP implementation.

However, QMMC also shared the difficulties of limiting the entry of single-use plastics by their patients and caregivers. Since the hospital currently has no cafeteria, patients and caregivers often bring their own food, typically packaged in single-use plastics. Quezon City Ordinance 2868-2019 prohibits the use of single-use plastics and plastic bags throughout the entire city.

According to Lorenzo, another major component of the project is capacity building and awareness raising, not just within the partner hospitals, but also in the community, on how to reduce healthcare wastes.

“We want the public to be aware of the increasing trend of healthcare waste generation, and the accompanying challenges of managing these wastes. Healthcare waste is a public concern that requires a multi-stakeholder approach. Single-use plastics also pose a threat to public health and the environment, and the project will address this by promoting best-environmental practices to reduce waste,” Lorenzo added.

The PHCWMP seeks to reduce the release and emission of unintentionally-produced persistent organic pollutants (uPOPs), and one of the known sources of these is the burning of plastic wastes.

The NCR leg of the regional inception events was the third and last of the series. A national workshop will be set next month to finalize the five-year work plan of the project.
