DepEd highlights culture of literacy, lifelong learning in 2023 National Literacy Conference

The Department of Education (DepEd) underscored the importance of creating a culture of literacy and lifelong learning during the 2023 National Literacy Conference (NLC) on October 11 at DepEd ECOTECH Center.
“Our goal is to promote functional literacy and ensure that every Filipino possesses the skills and knowledge in real life, equipping individuals with the ability to make informed decisions, communicate effectively, and actively participate in the workforce and society,” Vice President and Secretary of Education Sara Z. Duterte said during her keynote address.
With the theme, “Building a Culture of Literacy: The Power of Communities as Catalysts of Literacy Development,” the 2023 NLC gathered around 500 participants to enhance and provide educational opportunities, advocate for lifelong learning, and empower community members in literacy activities.
“By investing in education and promoting literacy, we are investing in the future of our country, unlocking the potential of our people, and paving the way for sustainable development and prosperity,” VP-Sec Duterte added.
During the plenary sessions, regional delegates and resource speakers highlighted the role that communities play in fostering and promoting literacy skills among learners and individuals through four sub-themes, which include Building a Culture of Literacy Towards a MATATAG Nation, Strengthening Intercultural and Inclusive Teaching and Learning Practices, Recognizing the Vital Role of Communities in Literacy Development, and Advancing Literacy Through Research and Development.
“The journey to promote literacy is not without its challenges, but as we come together to share our experiences, knowledge, and innovative approaches, we become a formidable force for change. We are the ones who can break down the barriers to learning whether they be social, economic, or cultural,” Undersecretary for Curriculum and Teaching Gina O. Gonong said.
In addition, the LCC issued a Call for Papers last September 8, to gather policy recommendations that may influence, shape, or impact approaches, strategies, and mechanisms at the national and local levels in building a culture of literacy in the country.
These policy recommendations were also summarized and presented at the end of the conference.
The NLC hopes to increase awareness of key education stakeholders on the current initiatives of the Department and to strengthen intercultural and inclusive teaching and learning practices in an ever-changing education landscape.

Kuryente.org slams MERALCO power rate increase, unjust automatic pass-through

Kuryente.org slams the recent announcement of MERALCO to increase by .44/kwh in the billing for October. This increase will result in an P84.00 increase for consumers with 200Kwh of electricity consumption per month. The announced increase is double in amount compared to the recent average minimum wage increase of P40.00.
Roland Vibal, National Coordinator for Kuryente.org, said:
“MERALCO’s basis for this abrupt increase is unacceptable and unjust for residential electricity consumers. The increase due to high generation cost as supply of local natural gas is insufficient and the continued high price of imported alternatives is a knee-jerk reaction and not a valid excuse. MERALCO must stop acting as a spokesperson for the generation company.
“The true cause of the increase is the automatic pass-through provisions that the government allows to continue despite calls for its prohibition. This mechanism justifies both power producers and distribution utilities like MERALCO to abruptly pass on to consumers any changes in price to preserve their profit margins.
“Kuryente.org calls for the scrapping of automatic pass-through provision and the Energy Regulatory Commission must review all MERALCO Power Supply Agreements and immediately stop it. Likewise, the review and amendment of the EPIRA should repeal and scrap any section of the law that allows this mechanism of automatic passing of increase in cost to consumers.”

Filipino Household Finances Improve Amid Continued Economic Recovery

More Filipinos’ household finances have improved over the last three months, according to the Q3 Consumer Pulse Study by TransUnion (NYSE: TRU), a global information and insights company.
The study, which surveyed 1,000 adult Filipino consumers from July 6 to 24, 2023, also showed that more Filipinos are comfortable owning credit products and completing digital transactions. The observed shift in sentiment towards credit products and digital payments corresponds with digital banks and financial technology (FinTech) companies such as e-wallets continuing to establish a foothold in the country. At the same time more Filipinos are also concerned about their safety from cybersecurity threats.
More Filipinos optimistic about income and household finances
Alongside the 4.6% expansion of the Philippine Gross Domestic Product (GDP) observed in Q2 2023[1], 52% of Filipino survey respondents reported better than planned household finances during Q3 2023 – an increase of three percentage points from 49% in Q2 2023.
Additionally, 44% of respondents in Q3 2023 reported an increase in income over the past three months, a slight increase of three percentage points from 41% observed in the previous quarter.
Filipinos are growing comfortable with credit
Almost all (96%) respondents to the Q3 2023 survey see access to credit and lending products as an important way to achieve financial goals.
A deeper dive into the findings shows that the number of Filipinos comfortable owning credit accounts such as loans and credit cards increased by six percentage points to 41% in Q3 2023, up from 35% in Q2 2023. This growing comfort with having credit products is also seen in the future plans of more Filipinos. More than half the respondents (51%) indicated they were planning to apply for a new personal loan within the next year, an increase of five percentage points from 46% in Q2 2023.
“Credit can be a powerful tool that helps people improve their lives. It is a very encouraging sign to see more Filipinos growing comfortable with credit and using it to unlock better economic opportunities,” said Pia Arellano, president and CEO of TransUnion Philippines. “The proliferation of digital banks and financial technology players is also a positive sign. These entities are helping to expand access to credit so more Filipinos can enjoy the benefits of financial inclusion.”
Digital banks and FinTechs seen as sources for credit products
The study’s findings also show that Filipinos are accessing credit products from new sources: 32% of respondents said they have existing credit cards or loans from a digital bank – banks with no physical branches who offer financial products and services processed through digital platforms[2] - while 26% said they have a loan from a FinTech firm.
However, 42% of Filipinos in Q3 2023 said they would still choose the institution that offers them the lowest interest rate when applying for a new digital loan – whether the lender is a traditional bank, digital bank or FinTech institution. While digital banks and FinTech companies have emerged as viable options, these findings are indicative of a discerning consumer base that actively seeks credit products that offer the best terms and conditions.
Aside from seeking affordable credit products, speed of approval also emerged as an influencing factor in choosing credit products: 91% of Q3 2023 respondents cited real time approval when applying for a digital loan being important to them – an increase of three percentage points from Q2 2023.
Cybersecurity seen as a concern with more transactions happening online
More Filipinos now report transacting online. When asked about how many of their transactions are done over the internet, 58% reported completing more than a quarter of their transactions online, an increase of two percentage points from the previous quarter.
Coupled with this rise, cybersecurity also emerged as a concern for more Filipinos. Asked what obstacles they encounter while using digital technology in new ways, 49% expressed concerns about cybersecurity threats – the biggest concern and a three-percentage point increase from the previous quarter.
When it came to the cyber threats Filipinos reported being most concerned about, nearly two thirds (65%) cited stolen identities, over half (51%) data breaches and 45% credit card fraud. Despite growing concerns regarding cybersecurity threats, among those who said they didn’t take action within the last 60 days in response to cybersecurity concerns, 66% said they took no action because they were unsure of what to do – an increase of 11 percentage points from the previous quarter.

PHLPost welcomes move to preserve the historic MCPO Building

The Philippine Postal Corporation (PHLPost) has taken initial steps towards restoring the fire-hit Manila Central Post Office (MCPO) building.
“We welcomed the move of Secretary Christina Frasco of the Department of Tourism (DOT) to aid in the funding of the Detailed Architectural and Engineering Study (DAES) through the Tourism Infrastructure and Enterprise Zone Authority (TIEZA)”, Postmaster General Luis Carlos said.
The Department of Tourism is now looking at developing the iconic building as part of a cultural circuit in the City of Manila.
Built in 1926, the Manila Central Post Office was declared an Important Cultural Property by the National Museum of the Philippines in 2018. Likewise, cultural properties with exceptional cultural, artistic, and historical significance to the country, are eligible to receive government funding for its protection, conservation, and restoration.
The building is a neoclassical architecture designed by Filipino’s Juan Arellano and Tomas Mapua.
The Inter Agency Task Force for Cultural Heritage (IATF-CH) is composed of cultural authorities including the DOT, PHLPost and the City of Manila, worked together in the formulation of Detailed Architectural and Engineering Study (DAES) which is now with TIEZA for the procurement process.
“As you can see, this is an integrated, multi-sectoral and collaborative process whereby different agencies come together to address complex challenges in order for us to immediately restore the historic edifice”, PMG Carlos added.
While PHLPost is waiting for the implementation of DAES, a conservation architect has been tapped to identify the items or materials left by a fire that has historical value and facilitate its tagging, cataloging, and retrieval to serve as a reference in the actual restoration of the MCPO building.
PHLPost is also working on the shoring of the building. This is a process to temporarily support the structure, vessel, or trench with shores (a timber or metal props) to avoid danger of collapsing during repairs or alterations.
“After the fire, the rain waters are trapped in the third floor. PHLPost undertook declogging of the gutters and now rain waters are running off the building”, he said.
PHLPost has received different proposals as to the use of the building. “For as long as the IATF-CH has no reservation on the use of the building, PHLPost is open for any collaborations on the building.” PMG Carlos added.
