DOTr: MIAA, MERALCO start NAIA T3 electrical audit; sees completion in 3 weeks

The Manila International Airport Authority (MIAA), with the assistance of power distributor Manila Electric Co. (Meralco), has started on Friday, May 5 the electrical audit of the Ninoy Aquino International Airport (NAIA) Terminal 3.
The audit is expected to be completed in three weeks, according to MIAA Officer-in-Charge Bryan Co.

Co added that once the audit is concluded, the MIAA will be able to determine the various equipment needed to be upgraded, rehabilitated or purchased to make NAIA Terminal 3’s power system reliable and resilient.

The MIAA will then determine the timeline as well as the required budget for the procurement of critical components of its electrical facilities, generator sets, and implement the necessary power systems upgrade at Terminal 3.

“Yes, kailangan naming bumili or mag lease ng additional generators and we are discussing with stakeholders and that’s the time na madetermine kung magkano ang kailangang budget,” said Co.

As an immediate move, the MIAA is exploring the option of leasing generator sets to increase the capacity of Terminal 3's back-up power.

The audit is expected to assist MIAA in ensuring reliability of its power supply and prioritize major components for the system upgrade of its existing electrical facilities.

UP mathematicians find safer contraceptive hormone doses

The amount of hormones in contraceptives can be reduced by as much as 92% without impacting their effectiveness, new math research from the University of the Philippines – Diliman College of Science (UPD-CS) has found.

Most contraceptives available today contain either or both estrogen and progesterone hormones to block ovulation, the phase of the menstrual cycle wherein an egg is released into the uterus. But while effective, hormonal contraception has its drawbacks: an increased potential for blood clots, heart attacks, strokes, mood disorders, and other health risks.




UPD-CS Institute of Mathematics (UPD-CS IM) Ph.D. Mathematics graduate Brenda Lyn Gavina and Associate Professor Dr. Aurelio de los Reyes V, alongside collaborators Dr. Mette Olufsen of North Carolina State University, Dr. Suzanne Lenhart of the University of Tennessee, and Dr. Johnny Ottesen of the Roskilde University of Denmark, analyzed the hormone levels of 23 women aged 20 to 34 years old with regular menstrual cycles. Their research revealed that estrogen-only contraceptives could work just as effectively even if hormone doses were reduced by as much as 92%. Meanwhile, hormone doses in progesterone-only contraceptives could be decreased by as much as 43% while still achieving the same effectivity.

In their study, the researchers developed a modified menstrual cycle model to track natural hormone levels and the effect of hormones taken through contraceptives. They then applied mathematics to determine the lowest amount of hormones needed to prevent ovulation. Apart from finding lower yet effective hormone dosages, they also found that intaking these contraceptives before the tenth day of the menstrual cycle is just as effective in preventing pregnancy as a daily dose.

The study opens new avenues for further research in hormonal birth control. “With the rapid development of new implants and injections providing continuous administration, there is great potential to implement new treatment scheme minimizing dose,” the researchers concluded in their study, published last April 13 in the journal PLoS Computational Biology.

“Reducing the dosage of hormonal contraceptives has been a longstanding objective of safer contraception. Our modeling/computational study suggests an effective and cost-efficient hormonal contraceptive administration.” Dr. de los Reyes said. “We also hope to build on the current model to investigate reproductive health concerns in women like polycystic ovarian syndrome (PCOS) and ovarian cysts. We would like to caution that our model is not directly translatable to clinical setup (or actual patients) as of yet, but the principles and its proof of concept could be potentially implemented to achieve safe and cost-efficient contraception.”

Instituto Cervantes’ May Online Film Series explores Contemporary Rural Life and New Migration Trends

In the month of May, Instituto Cervantes de Manila is presenting on its Vimeo channel an online film series exploring the contemporary rural life of Spain and the new migration trends between cities and rural spaces. Entitled "Geolocalizations and New Ruralities", this series of four documentaries proposes new ways of understanding rural communities, and the challenges and opportunities brought by the socioeconomic change.

Over the past two centuries, rural life has undergone countless modifications, much like urban life. Migration has depopulated vast agricultural areas, with younger inhabitants moving to cities to forge their futures, often in foreign lands. However, in recent times, a new desire has emerged to recapture the elements of well-being that rural environments offer to people and communities. Life outside of the hectic urban pace has emerged as an alternative model of sustainability and coexistence, proposing another way to repopulate rural spaces.




To illustrate these new trends, the Instituto Cervantes presents an online film program with four documentaries that bring us closer to life stories in the countryside from four very different points in the Spanish geography. These four stories open a window to the lights and shadows of this way of life and collect a contemporary perspective on traditions, as well as the problems that maintaining these new future investments entails.

The series will kick off on May 6th, Saturday, with the screening of Soñando un lugar (2018), by Alfonso Kint (freely available for 48 hours through the link https://vimeo.com/799800162). This documentary film shows us firsthand the most attractive aspects of life in a depopulated village in Spain, as well as the problems faced by the inhabitants of these nearly forgotten towns.


On May 13th and 14th, Os fillos da vide (2017), by Ana Domínguez, will be showcased on the channel. If you want to learn about the most ancestral Spanish traditions and everything about our country's wine, don't miss this film in which the director Ana Domínguez shows us a piece of her childhood through the grape harvest and festivities of her hometown in Galicia. The third film of the cycle, 150 i una Grossa (2020), by Aurora Sulli and Núria Deulofeu, takes us to Ametlla de Merola, one of the smallest towns in Catalonia with just over 150 inhabitants. The town's central core is its theater, but due to lack of resources, it must close down. Everything changes when the town wins the Christmas lottery and the residents decide to use the winnings to refurbish the theater and prevent it from disappearing. Finally, on May 27th and 28th, the film cycle will come to an end with Los saldos (link: vimeo.com/800448839). In this documentary, released in 2022, filmmaker Raúl Capdevila bids farewell to the rural world, which seems destined for disappearance due to the fast pace of modern life. The film tells the story of his return home and how he and his father face the forced industrialization of their town in the form of a Western-style tale.

DepEd converges with National Network of Normal Schools for quality training programs for teachers, school leaders

The Department of Education (DepEd), through the National Educators Academy of the Philippines (NEAP) and Teacher Education Council Secretariat (TECS), recently convened with the National Network of Normal Schools (3Ns) to discuss the provision of high-quality professional development programs and courses to teachers and school leaders.

“I have so much respect for State Universities being a product of public school. When I came to DepEd, I said that we’ll make it a policy that starting 2023 we will be working very closely with the Normal Schools, especially with the passage of RA 11713,” Undersecretary for Human Resource and Organizational Development Gloria Jumamil-Mercado said.

The convergence was also in line with the ‘Give support to teachers to teach better’ of the MATATAG Agenda.




Furthermore, this is also aligned with the passage of RA 11713, also known as the Excellence in Teacher Education Act, which strengthens ties between and among the concerned government agencies and unifies the interests of various stakeholders in teacher education in the Philippines.

“We will be ensuring that most of our partners on the ground would be part of the complementation and convergence between DepEd and Normal Schools and other schools that are considered Center of Excellence (COE) and Center of Development (COD) in Teacher Education. We will continue working together,” Usec. Jumamil-Mercado added.

Moreover, the convergence also aimed to co-develop the Professional Development Curriculum for teachers and school leaders, provide updates concerning in-service teachers, and orient the 3Ns on Education Futures.

The convergence was participated by the member universities of the 3Ns such as the Philippine Normal University, Bicol University, Bukidnon State University, Cebu Normal University, Leyte Normal University, Mariano Marcos State University, Palawan State University, Pangasinan State University, West Mindanao State University, West Visayas State University, with the participation of the Polytechnic University of the Philippines.

Cagayan de Oro to host 2023 NSPC in July

The Department of Education (DepEd) is set to welcome back the country's best campus journalists with Cagayan De Oro hosting the return of a physical National Schools Press Conference (NSPC) from July 17 to 21, 2023.

For this year’s NSPC, only the top regional winner per medium will compete in the individual categories and only one team, composed of five members, per medium in the group categories. Moreover, a campus journalist can participate only in one event, either individual or group category.




Top 5 regional winners per medium, on the other hand, will be eligible to join the school paper category.

Similar to previous years, participants will vie for individual honors in various journalistic categories such as News Writing, Features Writing, Editorial Writing, Sports Writing, Copyreading and Headline Writing, Science and Technology Writing, Photojournalism, Editorial Cartooning, and Column Writing.

Teams from the elementary and secondary levels will also be competing in the Radio Script Writing and Broadcasting and Collaborative Desktop Publishing, while only secondary learners will take on Online Publishing and TV Script Writing and Broadcasting for the group contests.

Furthermore, entries for the school paper contest will be judged based on the News Section, Features Section, Editorial Section, Science and Technology Section, Sports Section, and Layout and Page Design.

Mobile journalism, which is set to be an added category in the next few years, will be introduced in a concurrent session to be attended by ten secondary campus journalists (five in English, five in Filipino) and ten school paper advisers from each region.

With the theme “From Campus Journalism to Real-World Journalism: Shaping Minds from Schools to Societies,” the annual Schools Press Conference will also award outstanding school paper advisers and campus journalists.

The annual conference intends to demonstrate an understanding of journalism through skillful execution in various platforms (i.e., print, broadcast, online) and provide learners the opportunities to use the skills learned in campus journalism for their future careers.

In times of crisis, especially what we experienced as a nation during the height of the COVID-19 pandemic, there emerged unsung heroes who worked tirelessly to safeguard our well-being and protect the essence of life itself.

The healthcare sector has some of the most dangerous workplace conditions. Health workers are routinely exposed to various health and safety hazards, such as disease-causing organisms, radiation, and chemicals.

During times of illness and adversity, healthcare workers, comprising doctors, nurses, paramedics, and countless others, have always been our guiding lights. Their unwavering empathy, tireless commitment to caring for the sick and injured, and their relentless pursuit of knowledge make them the resilient pillars of compassion in the Philippines.

Only health workers can run health systems, and their availability is crucial for increasing healthcare coverage and attaining the right to enjoy the greatest possible level of health.

Every May 7, we recognize our health workers' valuable contributions, sacrifices, and commitment. By virtue of Republic Act 10069, the law declared May 7 of every year as Health Workers Day to give due recognition to the important role and contribution of the health workers who provide vital health services to the people and to promote their rights and welfare and enhance their sense of worth and dignity.

Last February 2023, President Ferdinand Marcos Jr. instructed the Department of Health (DOH) to continue giving allowances to healthcare workers even after the state of calamity expiration due to the COVID-19 pandemic declared in 2020.

To encourage health workers in public and private facilities to remain in the Philippines, the DOH also proposes standardizing compensation and enhancing their benefits.

Our country is fortunate to have health workers who are compassionate warriors, healers in white coats, and dedicated souls who stand at the forefront of healthcare.

PHLPost marks 2023 National Heritage Month with historic postage stamps

To mark the celebration of 2023 National Heritage Month (NHM), the Philippine Postal Corporation (PHLPost) has unveiled a new set of commemorative stamps featuring eight (8) different heritage structures and historic sites associated with the birth of the Filipino nation, the first democracy and constitutional republic in the whole of Asia.

These historic structures are Aguinaldo Shrine in Kawit, Cavite; Sideco House, San Isidro Nueva Ecija; Cabanatuan Cathedral Convent, Cabanatuan City, Nueva Ecija; Pamintuan Mansion, Angeles City; Tarlac Cathedral, Tarlac City, Tarlac; Cuenca House, Bacoor, Cavite; Malolos Cathedral Convent, Malolos City, Bulacan and Barasoain Church, Malolos City, Bulacan.

Entitled “Kalayaan ay Pamana”, PHLPost has partnered with the Filipino Heritage Festival Inc. (FHFI), the National Commission for Culture and the Arts (NCCA) and FUNtastic Philippines Inc, a group of amateur and professional photographers in commemorating the National Heritage Month pursuant to Presidential Proclamation No. 439, declaring the month of May of every year as National Heritage Month o Buwan ng Pambansang Pamana.






The celebration aims to create among the Filipino people an enhanced consciousness, respect, and love for the legacies of the nation’s cultural history.

“Mula sa mga makulay na kasaysayan at tanyag na lugar sa bansa, na tampok sa mumunting piraso ng sining na kung tawagin ay “Stamp o Selyo”, ang PHLPost ay patuloy na nagmumulat ng kaalaman, respeto at pagbibigay halaga sa pagiging Filipino.”, Postmaster General Luis D. Carlos said.

He added, “Keeping our heritage buildings intact amid the new development and progress would provide us and the next generations a sense of continuity in these times of uncertainty and change”.

The postage stamps also reflect the country’s long-standing traditions, cultural values, or political systems that endure despite changes that may occur in other areas. Its continuity provides a sense of stability and a connection to the past and helps to shape the development of societies and cultures for generations to come.

PHLPost has printed 80,000 copies of the Stamps in eight (8) different designs with a 16-peso denomination, and souvenir sheets with a 55-peso denomination. PHLPost in-house graphic designer Ryman Dominic Albuladora did the layout of the stamps with photos credited to Rolino Bucao, Jr., Rosemarie de Guzman, Godwin Hernaez, Bobby Taron, and Ruwen Verdaguer of FUNtastic Philippines, Inc.

DepEd execs present major priority interventions to partners ahead of Partners’ Forum

The Department of Education (DepEd) presented on Thursday the priority interventions to the Official Development Assistance (ODA) and local partners in a convergence meeting at the Asian Development Bank (ADB) Headquarters.

“The Department of Education gives a special place to our partners. We have to realize that the DepEd's goal to provide quality and accessible basic education to all Filipino learners requires collaboration and a helping hand from organizations and stakeholders like you,” Undersecretary for Finance Annalyn Sevilla said.

The Finance strand, led by Usec. Sevilla presented its key reform objectives that focus on several programs geared towards the digitalization of finance processes. The strand also aims to prioritize scholarships including capacity building on loan management, and financial literacy programs for DepEd personnel.

Meanwhile, Undersecretary for Administration Kristian Ablan discussed possible collaborations with partners on DepEd initiatives in digitization of forms, enhancement of existing systems, and assistance for its parametric and indemnity insurance for public schools.

As one of the main pillars in the MATATAG Agenda, the Curriculum and Teaching (CT) strand led by Undersecretary Gina Gonong focused its priority interventions on strengthening of its literacy and numeracy programs, review of the Mother Tongue-Based Multilingual Education (MTB-MLE), digitizing of national assessments, strengthening of inclusive education program, and inclusive teaching approaches, among others.

Undersecretary for Human Resource and Organizational Development (HROD) Gloria Jumamil-Mercado presented the development of quality assurance effectiveness, upscaling of the National Educators' Academy of the Philippines and knowledge sharing from the partners in their expertise as their priority programs for interventions.

Assistant Secretary for Operations Dexter Galban, on the other hand, presented the mobile medical and dental clinics project of the strand as a program consideration for the partners. Additionally, he also presented the school-based feeding program, learner rights and protection mechanisms, mental health program, learner and youth program development, and the farm-to-table nutrition project of DepEd as the main programs of the Agency promoting learner welfare, as stated in the MATATAG Agenda.

The School Infrastructure and Facilities strand, led by Undersecretary Epimaco Densing III, requests assistance from the partners in addressing classroom shortages through construction or rehabilitation, building disaster-resilient schools, retrofitting of classrooms, and electrification programs. Further, he also shared with the partners that more than a million of learners are still conducting classes under a makeshift/temporary classrooms or some are under the trees.

Assistant Secretary Omar Alexander Romero also discussed the plans of the Procurement strand to improve procurement processes of the Department through continuing capacity building and digitalization.

This convergence meeting wrapped up the preliminary activities of DepEd for the Partners’ Forum on May 25. The first meeting held in Baguio City involved DepEd Central Office and Regional Officers for the development of the menu of interventions.

"Kapag sila ang nag review ay "Ang sarap!"....pero kapag ikaw na ang kumain sasabihin mo ay "Sana sa iba na lang ako kumain"

Overhyped and exaggerated lang ang peg. Kaya mawawalan ng tiwala ang mga tao sa mga vloggers ay dahil sa mga kagaya ng mga Team Patakam"

Huwag gayahin ang mga ito. Maraming food vloggers na hindi sinasabi ang totoo. Yung totoo lang sana ang ikukuwento please.

They just follow trends, but rarely set the trends.

Ang Team Patakam ay binubuo nina: Manuel Olazo, Naomi Peña, Ran Mamangun, Laine Bernardo, at Jayzar Recinto.

Though taste varies per person, what may taste good for some may not be the same for others .. may mga food vloggers kasi that don't really tell the truth...masyadong exag o hyped para lang mapansin ang kanilang vlog. 


Also, the media who published these features are forgetting to mention factors such as hygiene, cleanliness, ambiance and other considerations, especially if the sellers are street foods or karinderia setup. Sabi nga ng iba, mas masarap yung inihaw sa tabing kalsada kasi may halong pollution, katulad ng usok ng mga kotse, alikabok, pawis ng mga nagluluto, marumi at hindi nahugasan ng maayos na mga cooking and dining utensils, mga sahog na mababang kalidad , etc. But are they good for us healthwise? Again, these media are just also after the views. Papansin din. Wala sigurong mas worthy and significant stories out there. Nakiki sakay rin sa trending o viral?

We need to inform our viewers about these facts. Not give them more disinformation or fake facts. We are only twisting the narratives in our favor but harming our fellowmen in the process.

Remember that we usually get what we paid for, so there's a reason for everything. Every smart businessman knows that we need to account for the costs of providing the better location, ambiance, ingredients, service, marketing, etc. 

So asks the right questions like why are softdrinks cheaper than real fruit juices? Should we settle for less but eventually harm ourselves? Should we prefer quality instead of quantity?

It doesn't always mean that a lomihan that serves with umaapaw na sahog o toppings are better. Let us reflect on that.

Turuan natin ng better way to do food reviews itong mga pabibo vloggers. They do know how to entertain but fail in informing us about the facts that really matter.

Most content creators, specifically those who feature food and restaurants, do not have the expertise to properly review. They do not have the knowledge, training and exposure similar to how chefs and other culinary experts are groomed through years of training, study or actual practice. 

Content Creators of whatever platform are more like entertainers whose objective is to attract attention towards the brands or products they are featuring.

Effective ka kung nakuha mo attention ng viewers but it doesn't automatically mean that what you stated is entirely true and factual.

Yun lang naman ang primary goal natin but let us not forget that we should also have the responsibility to let people know that.

May form of "disclaimer" dapat palagi tayo on our content.

Similar to advertisements, people should not instantly believe what Content Creators claim.

PNP, SSS to pursue social security coverage of former rebels through contribution subsidy arrangement

The Social Security System (SSS) held a dialogue with the Ilocos Sur Police Provincial Office (ISPPO) of the Philippine National Police (PNP) here last April 12 to discuss plans to facilitate social security coverage of former rebels through contribution subsidy arrangements.

The SSS is discussing details with the PNP as to the number of former rebels, their current livelihood, and their typical monthly income to determine the cost of providing full social security contributions to them for a period of six (6) months. SSS is keen on participating as a subsidy provider under its Contribution Subsidy Provider Program (CSPP).


Eventually, it is hoped that government, non-government entities, and individuals can also participate in the CSPP as subsidy providers to sustain social security coverage of the former rebels well beyond six (6) months.


“SSS learned that these former armed groups are now enrolled in various livelihood trainings offered by the government as part of their reintegration process. We, at SSS, would like to be part of this government endeavor by providing them social protection as they rebuild their lives in the community,” SSS President and Chief Executive Officer Rolando Ledesma Macasaet said.

As SSS active members, CSPP beneficiaries will be qualified to different SSS benefits like sickness, maternity, disability, retirement, death and funeral and be eligible to loan privileges such as the Salary Loan Program. They are also entitled to Employee’s Compensation (EC) benefits for work-related contingencies.


“As soon as the details and guidelines are finalized, we will meet prospective contribution subsidy providers and their beneficiaries to orient them on the value of SSS membership as well as their responsibilities under this program,” Macasaet said.


Provincial Director PCOL Marlo Aquino Castillo as represented by Deputy Provincial Director for Administration PLTCOL Louise Benjie Pintor Tremor, expressed his support in the project and promised to assist SSS in any way possible.

According to the United Nations Children's Fund (UNICEF), a child who has received all recommended vaccinations is more likely to grow up healthy. Since their immune systems are still developing, young children and infants are especially vulnerable to several infections that can result in significant harm or death.

Here are some diseases, that for a time, became a distant memory because of the effectiveness of vaccines:


1. Measles
Did you know that before the measles vaccine was developed in 1963 and was widely used, significant outbreaks occurred every 2-3 years, and measles is thought to cause 2.6 million yearly deaths? Measles can be dangerous and very contagious, especially in young children.

2. Mumps
Before the development of vaccines, Mumps might lead to complications such as irreversible childhood deafness and, sometimes, encephalitis, which could, in extreme circumstances, be fatal. A person who has received the vaccine will experience the mumps less severely than someone who has not.

3. Rubella
Known as "German measles," Rubella is contagious. The virus can cause severe congenital disabilities if a pregnant woman contracts it, though the infection is often mild with a fever and rash.
