China Ship Spotted at Benham Rise

Chinese survey ships have been spotted east of Luzon—within the Philippines' continental shelf and beyond the disputed South China Sea.

The Navy monitored the presence of the Chinese vessel in Benham Rise for three months, but have yet to determine the purpose of ship’s plying the territory which has been officially recognized as part of the Philippine archipelago.

"I ordered the Navy that if they see this service ship this year, start to accost them and drive them away from the eastern side of the Philippines," Defense Secretary Delfin Lorenzana said.

The Philippines has sent a Note to the Chinese Embassy seeking clarification on this. The Department of Foreign Affairs (DFA) sent protests to the Chinese ambassador about the activity, which the latter denied. "We cannot drive them away. We do not have the armaments or the might to dislodge them from those areas but we keep on protesting. Even if they ignore the protest, we will still protest."

An international environmental group has urged the establishment of a management framework for the protection of the Philippines' ecologically-rich Benham Rise, in light of recent news of unauthorized foreign incursion in the area.

Benham Rise is a 13-million hectare area off the coast of Aurora province, which the United Nations (UN) recently confirmed as part of the Philippines' continental shelf and territory.

Unlike Scarborough Shoal and other portions of the South China Sea, no other country claims the area that is almost a quarter bigger than the 10.5-million hectare Luzon.

The UN approval means Benham Rise, an underwater plateau by definition, is an extension of the Philippines' continental shelf, an area rich in living and non-living resources like minerals and gas.

"China might have a deeper darker plan ahead for our country's continental shelf massively rich natural resources, as they have positioned their military might in the PWS, or in the spratlys, it may have a sinister plan to takeover the entire country when possible war in the west sea broke out with the US, China , North Korea, and South korea and japan.

I suggest we need to make research and platform stations to monitor our positions in the benham rise, while Duterte is doing a balancing act of a deadly dancing session with this cunning self serving and two face communist country. Or redirect our naval forces in this area, we can no longer afford to outsmart us with this resources hungry manipulative untested superpower."

The Government of the Philippines explores Benham Rise for oil, natural gas and petroleum.

The Department of Energy or DOE will conduct seismic surveys to determine the actual oil and gas content of Benham Rise. The DOE is looking to bid out portions of Benham Rise with a high possibility of including the plateau in the next contracting round for oil, gas and petroleum exploration projects. PECR (Philippine Energy Contracting Round), will need to gather the necessary data to encourage more investors. The Benham Plateau is believed to be rich in natural gas and manganese nodules, and is being eyed by a number of interested bidders. DOE Undersecretary Jose Layug, Jr. said in a briefing that four companies were set to conduct seismic surveys where the Benham Rise is located. “It will take 2 months for the seismic data to be gathered and another 2 months for the full analysis to be completed,” Layug said.

The energy official said they were hoping to include the Benham Rise in PECR 5. The department has successfully concluded the final bidding round for oil, gas and petroleum exploration project under PECR 4 in July of 2012 but the service contract has not been officially awarded to the winning bidders. To date, there are twenty seven service contracts in the Philippines involving Nido, BHP Billiton and Shell Philippines Exploration. However, only Galoc oil fields and Malampaya are consistent in gas, oil and petroleum production. The Department of Energy is pursuing energy sustainability and independence through the development of natural energy resources like coal, oil, gas and petroleum.

Ph Telecoms Summit Day 1 – DICT to Cut Red Tape to Expedite Improvements in Ph Telecoms

The very first Philippine Telecoms Summit concluded the first of two days, March 9, 2017 at the PICC Forum.

The whole day event was attended by top telecoms stakeholders, coming from the consumers’ side, the providers’, and the regulator’s. Headed by the Secretary of the Department of Information and Communications Technology (DICT), Secretary Rodolfo A. Salalima, the panel was gathered to put into light issues that hinder the positive development in the country’s telecoms services in the aspects of cost, speed, and coverage, and to find solutions for each.

Seven days – that should be the number of days to process licenses and permits for putting up infostructure and infrastructure necessary for telecommunications. Two more days may be given for the local chief executive to decide whether to approve or deny a permit, but if after that no decision has been made, the permit should be deemed approved. Secretary Salalima is confident that if this recommendation of his is followed, the Philippines will be looking at improvements on the telecoms services just after six months.

“Solutions with no deadlines are no solutions at all,” Salalima emphasized during his speech and reiterated the same over the discussions that followed. Thus, he set a deadline as mentioned.

The Summit was lined up with presentations from various key personalities and groups, and highlighted by two “Tapatan” sessions, the first of which focused on issues concerning the consumers, providers and the regulators, while the second delved into issues regarding infostructure and infrastructure.

The second day of the PH Telecoms Summit will feature talks on issues regarding competition, and a presentation of the summit’s outputs.

DOE Lauds EU Assistance Towards Full Electrification

Energy Secretary Alfonso Cusi extended his gratitude to the European Union (EU) delegates and assured them that the Philippine government is working doubly hard to provide full access to electricity to Filipinos.

Undersecretary Felix William Fuentebella delivered the Secretary's message at the Philippine-EU Access to Sustainable Energy Program (ASEP) conference held on 9 March 2017 at Bonifacio Global City.

The ASEP is a joint undertaking of the DOE and the EU collectively espousing total electrification, energy security, efficiency and sustainability in the Philippines.

“The Philippine government is accelerating its identified households for electrification in order to meet the 100% target by 2022,” said Fuentebella.

DOE Undersecretary Jesus Cristino P. Posadas highlighted the DOE's overall objective in line with the programs of ASEP in expanding sustainable energy projects and assisting its short- and medium-term targets pursuant to the Philippine Energy Roadmaps.

According to the EU, the Philippines has been granted 60 million Euros (more than P3 billion) worth of assistance to help the country meet its rural electrification targets through various energy and efficiency programs‎.

Interim Team Leader Dr. Ernesto N. Terrado provided details of the ASEP's various Technical Assistance (TA) projects.

In October of last year, ASEP also held a technical planning workshop where the DOE and other stakeholders identified the immediate technical assistance needs of the local energy sector and came up with a framework in achieving the targets set by the energy family.

We shouldn't have to teach people how to be decent human beings. It's common sense! But it's obviously not common for some people who just don't know how to detach themselves from their "animalistic" behavior. Our basic instinct is to gang up against a perceived opponent even without considering all the facts. We are just so trusting, and forgetful, that it has continued to hurt us for generations.

The most annoying bitches are the ones that hate you too, because their friends hate you. Joining the band-wagon? It's like jumping into a pool with a boost from the diving board even though we haven't seen if it has water. Not to mention that it's not really advisable to be jumping all at the same time. The diving board could not really support us all in one jump to our doom.

But that is how most trial by publicity has ruined reputations. These days, there is no more due process of law, or any investigatory reporting of facts, only social media travesty composed of "fake news" and posts.

Nowadays, you also get to the top not because you're good, but because you know "people." Many are no longer concerned with the story, they just read the headlines, and that's about it.

Looking for a cool and exciting learning experience for kids this summer? The Premier Apple Reseller, Power Mac Center promises its most creative, fun, and colorful set of workshops yet. 

Now on its 10th year of shaping future-ready kids, Power Mac Center Apple Authorized Training Provider rolled out its latest series of summer workshops set to run from April 17 to May 26. These courses aims to help kids become creative innovators of the future by giving them the competitive edge on this years course offerings. 

The workshops are especially designed for 9- to 13-year olds, with each class consisting of only 10-15 participants to ensure focused instruction. Courses are conducted for two hours per session, with a total of five sessions each course. Classes are a mixture of lectures, demonstrations, guided hands-on trainings, and project creation. 

“Power Mac Center is truly committed to kids’ learning and development. This year, we want kids to be able to make full use of the technology available to them in pursuing their individual passions so we are offering non-digital courses with a digital twist, alongside our usual digital courses,” said Power Mac Center Marketing Director Joey Alvarez.

UP Gawad Plaridel 2017 Issues Last Call for Nominations

The University of the Philippines College of Mass Communication (UP CMC) is still accepting nominations for the annual UP Gawad Plaridel which recognizes Filipino media practitioners who have excelled in any of the media (print, radio, film, television and new media) and have performed with the highest level of professional integrity in the interest of public service.

For 2017, the thirteenth UP Gawad Plaridel will be given to an outstanding television practitioner.

The award is named after Marcelo H. del Pilar (nom de plume, Plaridel), the selfless propagandist whose stewardship of the reformist newspaper La Solidaridad helped crystallize nationalist sentiments and ignite libertarian ideas in the 1890s. Like Plaridel, the awardee must believe in the vision of a Philippine society that is egalitarian, participative and progressive; and in media that are socially responsible, critical and vigilant, liberative and transformative, and free and independent.

Eligible for the awards are all living Filipino individuals who have excelled in the field of television as producer, director, scriptwriter, announcer, actor, sound designer, sound technician, reporter, news anchor, etc. Aside from their probity and integrity, these media practitioners must have produced a body of work that is marked by excellence and social relevance and must have achievements recognized nationally and/or internationally.

Individuals and institutions may nominate potential awardees. Institutions include media corporations, professional media associations, media advocacy groups, educational institutions, cultural foundations, and NGOs. Previous nominees may still be considered for this year’s award. All current full-time faculty and staff of the UP CMC are disqualified from the nomination.


The deadline for submission of nominations is on March 22, 2017, 5:00 pm. The recipient of the UP Gawad Plaridel 2017 will be announced in April 2017.


The UP Gawad Plaridel will be given in August in commemoration of del Pilar’s birth anniversary. The awardee will receive the UP Gawad Plaridel trophy (designed by National Artist Napoleon Abueva) and will deliver the Plaridel Lecture addressing issues relevant to the state and practice of Philippine media. The recipient will have a place of honor at all ceremonies and functions of the College. The recipient’s portrait will be hung at the UP Gawad Plaridel Gallery located at the College lobby (Plaridel Hall, UP Diliman).

DOE Hails Success of Malampaya Maintenance‎

After completing the maintenance works in the Malampaya natural gas field facilities, the Department of Energy (DOE) assures the public that it is still on the watch for its residual effects and maintains Sec. Cusi's policy of "maximizing consumer protection."

“Our mission is to ensure that scheduled Malampaya maintenance shutdown will have a minimal effect to consumers,” announced Energy Secretary Alfonso G. Cusi.

Cusi hailed the Malampaya plant scheduled maintenance shutdown last 28 January to 16 February as a success, saying that it is a spring board for continued close coordination among the energy industry players that guarantees the energy supply reliability, stability and efficiency.

“The preventive measures we’ve put in place relative to the Malampaya shutdown, such as, ensuring availability of the alternative liquid fuel to run the natural gas power plants (NGPP), have averted the possibility of power supply deficiency. We have experienced normal power situation all throughout the course of the maintenance activity,” Sec. Cusi said.

“The maintenance shutdown was also completed by the Malampaya consortium (Shell Philippines Exploration B.V., Chevron Malampaya LLC and PNOC Exploration Corporation) about 15 to 17 hours ahead of schedule,” he added.

He also reported that the DOE is closely coordinating with the concerned power generators and the Manila Electric Company (MERALCO) to cushion the impact on electricity prices of the higher liquid fuel cost used in running the NGPP.

According to MERALCO, the Energy Regulatory Commission (ERC) has computed an incremental liquid fuel cost at approximately PhP0.66/kilowatt-hour lower than the initial estimation of PhP0.92/kwh. The power company also reported that the ERC has approved its request to stagger the incremental liquid fuel cost over a period of three (3) months starting this March in order to minimize the burden on customers.

“We are still keen on looking for ways on not to pass on to the consumers the incremental cost brought by the shutdown. We are planning to hold a conference among those involved to address a no pass-on policy,” Sec. Cusi underscored.

The Secretary informed that the Malampaya Gas-to-Power Project supplies natural gas to five natural gas power plants located in Batangas, namely, Sta. Rita (1,000 MW), San Lorenzo (500 MW), Ilijan (1,200 MW), Avion (97 MW), and San Gabriel (414 MW).

Meanwhile, echoing the key message of the Fire Prevention Month, the Secretary reminded the public to ensure safety of their electrical wirings and soundness of their electric appliances to reduce the risks of fire during the hot summer months caused by faulty wirings and short circuits.

“Paalala po sa ating mga maybahay at tatay, maaari po nating i-check ang ating mga electrical wiring system at mga appliances para makaiwas sa anumang sakuna dulot ng kuryente,” advised Cusi.

“We also enjoin the public to always adopt energy efficiency and conservation practices, as these can greatly contribute to cushion any adverse effect of any power supply situation,” Sec. Cusi concluded.

It Will Not Be Business As Usual For Our Telcos

Akbayan Senator Risa Hontiveros on Tuesday called for greater accountability and transparency from telecommunications firm Smart Communication Inc. regarding the renewal of its franchise and the nature of its ownership.

Smart Telecommunications, a subsidiary of the Philippine Long Distance Telephone Company (PLDT), was awarded its legislative franchise on March 27 1992. This franchise allowed Smart to operate for 25 years and is set to expire on March 27 2017. Republic Act 7925 stipulates that no telecommunications firm can operate without a franchise from Congress and a Certificate of Public Convenience from the National Telecommunications Commission (NTC). As part of the conditions of the franchise, Smart is also obligated to offer at least 30%of its stock to the public. As of this writing Smart has not complied. For its part, Smart contends that since its parent company is a publicly listed entity it no longer needs to fulfill this condition.

Smart and PLDT have separate registrations under the Securities and Exchange Commission (SEC).

There are currently two bills that seek to renew Smart’s franchise for another 25 years, one in the House and one in the Senate. Each of these Bills not only seeks to renew Smart’s franchise but also grants them seemingly favorable terms, specifically on foreign ownership and the ability of a parent company to list itself on behalf of a subsidiary.

The Philippines currently has the slowest internet speed in the Asia-Pacific. Among the reasons cited for the country’s poor internet performance is the lack of other providers and the fact that only one company controls much of the country’s infrastructure.

“It cannot be business as usual for our telcos. We call on Smart to fully comply with the terms of its franchise and to be more transparent about its corporate structure and ownership,” Hontiveros said. “We will not allow Smart’s subscribers to held hostage to inferior service while paying fees that are comparatively higher than many of our Asian neighbors,” Hontiveros said.

Philippine Senate Celebrates International Women’s Day with Photo Exhibit

Coinciding with the international celebration of women’s day yesterday, March 8, 2017, women senators led by Akbayan Senator Risa Hontiveros opened a photo exhibit that featured the achievements made by Filipino women senators in the last one hundred years.

The photo exhibit highlighted the role of past and present women senators in nation-building and the Philippine Senate as a democratic institution promoting gender equality and women empowerment.

“The Senate is one of the most hallowed institutions in government. As it reaches its first century, we can proudly say that the role of women has been constant, steadfast and vital to the Senate’s success and relevance. That six Senators sit in office today is a testament to how far the institution has come. We have crafted some of the most important pieces of legislation in our country’s history – The Magna Carta of Women, the Reproductive Health (RH) Law and recently, the Expanded Maternity Leave Bill, which grants 120 days worth of paid maternity leave to working women,” Hontiveros said.

Aside from Hontiveros, the event was attended by Senator Nancy Binay.

Former Senators Eva Estrada Kalaw, Anna Dominique Coseteng, Luisa Ejercito-Estrada, Santanina Rasul also graced the event.

The photo exhibit was organized by the office of Senator Hontiveros in partnership with the Senate Gender and Development Focal Point, the Reference Bureau, the Public Relations and Information Bureau and the institutional Linkages Services of External Affairs and Relations.

RVR-COB Week 2017: The Business District invites all COB students to a week-long celebration of the College of Business on March 6-10 at De La Salle University.

College of Business students are invited to another week of bigger, better, and bolder opportunities, activities, and entertainment that celebrate Ramon V. del Rosario College of Business to unite students, not only in academics, but also in the real-world setting.

The week-long celebration is poised in position New York style that will include Broadway Musical Themed Booths at the Marian Quad, the COB Central Perk at the Central Plaza, and a week-long competition, Wolf of COB Street, of the 7 COB professional organizations.

The students can feel legit Broadway vibes as they enjoy special live performances from the La Salle Dance Company-Street and the Harlequin Theater Guild at the Henry Sy Grounds. Fun and exciting activities are also set for the students such as an eating competition, open-mic events, mini games, and a flash mob throughout the week.

The celebration entails brighter opportunities for the students as well to sharpen and enhance their knowledge and skills through different business case competitions and simulations that will involve problem-solving and critical thinking exercises that will help them shine like a true CEO!

The College of Business will end the celebration with a bang as a fun-filled culminating night awaits students with CNL: COB Night Live that will showcase different COB students and their special talents in acting, singing, and dancing.

Gina Lopez: The Philippine Government's Ultimate Environmental Crusader

They said no to Department of Foreign Affairs (DFA) Secretary Perfecto Yasay but Department of Environment and Natural Resources (DENR) Secretary Gina Lopez's Commission on Appointments (CA) confirmation hearing was pushed back to May 3, 2017.

Can we clone the political will, passions and genuine intentions of Lopez? There has been no environment Secretary in the past has ever stood against giant mines as Lopez does. She deserves the appointment because she clearly has the heart in saving our environment.

President Rodrigo Duterte hopes for a "happy compromise" on mining but more on the side of "public interest." He says Gina Lopez "has a good case." He asks the CA to listen to her decision to shut down mining firms. "You cannot ignore the cries of Gina Lopez. Allow Gina to present her case."

Mining is destroying the Southeast Asian archipelago’s ecosystem, and that the natural resources on offer can be used in much more sustainable ways.

If you must know, Caraga is the mining capital of the Philippines, yet the poorest region in the country.How come? Because only the mining corporation benefits from the business and leaves the local community impoverished.

As also mentioned by DENR Sec. Gina Lopez during a press conference in Butuan City, 95% from what has been invested and earned in Dinagat/Surigao areas goes out of the local economy. The department thus plans to adapt an area development approach where the income goes around the local economy.

Last month, Lopez ordered to close 23 mining operations and suspend five others following a months-long audit. She also canceled 75 mining contracts. Not only are many harming the watersheds, they are also killing the mountains.

“Not everyone has the guts and the wherewithal to stand on big business’s toes. Right now I have that platform.”

No sacred cows? Opponents and critics grilled Lopez on conflict of interest. Local executives in Caraga mining areas joined the opposition.

When she told San Juan Rep. Ronaldo Zamora, whose brother is into mining, to tell him he has totally killed the mountain, now that was kick-ass!

Lopez said this during the CA committee on environment and natural resources hearing, where Zamora is an ex-officio member.

"Sorry, Mr. Chairman, but that's your mine," Lopez said as she made a presentation before the CA panel.

Lopez was referring to Hinatuan Mining Corp., the operations of which she ordered closed last month.

Hinatuan was earlier told that its operation has "impaired the functions of the watershed in the area," according to a copy of the closure order.

Zamora corrected Lopez and said: "My brother's mine."

Lopez was giving a quite passionate presentation about the DENR's plan for a Green Economy but people in the Senate are just like bored and sleepy. She remains unfazed amid growing oppositions. Just because Lopez's methods are more modern and relaxed, it doesn't mean she doesn't have what it takes to save the Philippines' natural resources. She is savage for a conserved environment in a humane world!

Lopez may be the epitome of ignorance, self-contradiction, and stupidity with what she is saying right now. She may not know all of the technicalities of mining, but she does know that the environment must be saved.

Lopez's appointment has 23 oppositors, while 12 others filed oppositions against the closure order of mining operations.

If Lopez survives as environment secretary and gets to serve her full six-year term, she has much bigger plans for remodeling the Philippine economy.

The Mighty Corporation and the Nationwide Smoking Ban

President Rodrigo Duterte was said to sign an Executive Order (EO) on Nationwide Smoking Ban, just around the same time we are blessed with other good news like the National Broadband Plan, the Maternity Leave Extension, and the Enchanted River Swimming Ban.

Under the Executive Order, Presidential Spokesperson Ernesto Abella said smoking indoors would also be prohibited aside from public places. We believe it should also include e-cigarettes at vapes since the Department of Health fully recommends their inclusion being found also harmful to health.
Now, there's an obvious "heat" for Mighty Corporation, a local cigarette manufacturer owned by Filipino-Chinese businessmen, for using fake tax stamps on their cigarettes. But how come the Bureau of Customs (BOC) is handling the inspection when the cigarette products are locally made? Imported ingredients? Or are the cigarettes actually imported and just packaged here in the Philippines. Now, they're saying they could not arrest the owner, Wong Chu King, for there are no charges filed yet even though the company has been caught red-handed deceiving the government of tax liabilities.

Duterte ordered his arrest, but it seems there has been a bribery attempt because now they are saying he should not be arrested when Justice Secretary Vitaliano Aguirre stepped in. Duterte denies alleged 'bribery' attempt but we would like to think otherwise.

Atty. Raymond Fortun confirms Mighty Corporation was able to secure a Temporary Restraining Order (TRO) from the Regional Trial Court (RTC) Manila to stop BOC inspection on its cigarettes. If they have nothing to hide, there is no need for legalities.

According to Aguirre, the owner expressed his willingness to fully cooperate with the government to probe the alleged tax deficiency because of the fake tax stamps discovery. The Philip Morris Philippines competitor has rampantly been using fake tax stamps on all of their products.

The BOC was set to suspend the import accreditation of Mighty Corporation last February for cigarette smuggling. The drive against fake tax stamps for cigarettes has been intensified by the government several weeks ago, and we see Mighty Corporation deceiving the government thus losing billions in tax revenues for the country.

But are the tax stamps the only fake here? What about the cigarettes themselves?

Regardless if they are genuine or not, cigarettes should no longer exist in this world. They should be banned permanently on a global scale since we all know they are harmful to our health. We don't have to enumerate the harmful effects that it causes the body. It is not enough to have photos indicating negative effects printed on cigarette packs, because even those who do not smoke are in danger from second-hand smoke by smokers who have very low IQ to understand that they are not welcome to smoke in public places. Smokers should also be forced to inhale their smoke so there won't be the equally dangerous second-hand smoke that threatens the lives of non-smokers. If smokers want to kill themselves, they should not endanger others. There should never be a smoking section too. No one should be allowed to smoke themselves to death.

However, who will implement the law that has actually been existing for the longest time, but no one has the will and capability to strictly implement it.

The sin tax law had never deterred the continued proliferation of the harmful product because companies like Mighty Corporation found a way to beat the system, and I'm sure they will continue to do that, just as how other products are also capable of going around and twisting the law with their cunning lawyers.

Smoking has been proven to destroy your health and eventually kill you in the long run. This goes the same for second-hand smokers. Cigarettes or tobaccos are just as addicting as drugs, so why make it legal to smoke?

We need a worldwide smoking ban now!

FEU DepComm Team Tops PMC Online Video Tilt

A group of communication students from Far Eastern University (FEU) - Manila recently won the grand prize in the Pinoy Media Congress (PMC) online video competition organized by the ABS-CBN Corporation and the Philippine Association of Communication Educators Foundation, Inc. (PACE).

Jannine Ancheta directed the winning entry "BK8 LIST" based on the script she co-wrote with Patricia Salic and Juan Pablo Pineda III. Their fellow FEU Film Society members Keith De Venecia and Francis Guillermo served as director of photography and editor, respectively. Raven Relavo and Allen Sabanal, both from the FEU Theater Guild, star as best friends planning for an audition in the online video.

The winning team brought home the grand prize trophy and 40,000 pesos cash prize during the 11th PMC held at the Mother Josefina Yamzon Auditorium, St. Mary’s College, Quezon City. They also got a chance to be considered as content creators of ABS-CBN's multichannel network Chicken Pork Adobo.

A group from St. Louis University won the second prize trophy and 25,000 pesos in cash while a team from University of the Philippines - Diliman bagged third place and 10,000 pesos.

My timeline is full of women standing up for their rights today, but many who tweeting under the #InternationalWomensDay are on the wrong side of history.

There is nothing more honorable and important than for a woman to dedicate her life to raising a healthy family.

I also applaud the women who have fought for their rights, & have recognized the equality & full humanity for all.

The struggle for gender equality is ongoing and the need to uphold women's rights more pressing than ever.

Those who believe that the Statue of Liberty would not make as much money as the Lincoln Memorial when they are both alive should think twice about what they are implying. This goes the same to women who think "More women in the workplace is not a badge of honour until there are more women leading the workplace."

Women should not feel they are competing with men for the top position. We should be lifting each other up into the same pedestal. Keep molding our destinies in the right way. No one should be above one another if we all want equality.

"The rise of women should not mean the fall of men" and believe that this should work both ways.
