Department of Transportation (DOTr) Secretary Arthur P. Tugade
today bared major transportation updates to leaders and members of nationwide
transport cooperatives gathered in this province.
Speaking before transport cooperative delegates and government
officials at the 3rd National Congress for the Transport Cooperative Sector,
the DOTr Secretary emphasized the infrastructure push of the Duterte
administration in order to enhance mobility and connectivity in the country.
Among the updates he revealed is the plan to modernize the Cauayan
Airport in Isabela.
“By 2018, your airport—the Cauayan Airport—will be expanded,
enhanced, and improved to have night-landing capabilities.”
Secretary Tugade also apprised the members of the transport
cooperatives on the status of various rail projects.
“Iyong Bicol Express (Manila to Bicol Railways) ay tatapusin sa
termino ng ating Pangulo,” Secretary Tugade said.
On the subway system, Sec. Tugade announced that President Duterte
and Japan Prime Minister Abe will sign the agreement in November.
“Yung train from Tutuban-Clark, dati usap-usapan lang yan. Sa
termino ni Pangulong Duterte, gagawin ‘yang katotohanan,” he told the transport
cooperative delegates.
In terms of road transport updates, the Secretary disclosed, “By
June 19, we will sign the Omnibus Franchising Guidelines (OFG).” The OFG will
provide rules and strategies for issuing public transportation franchises to
improve public land transport.
“Kapag napirmahan na ang Omnibus Franchising Guidelines, maili-lift
na ang moratorium sa mga prangkisa,” he emphasized. Secretary Tugade also
divulged major planned innovations under his administration. “Pinag-aaralan
namin na sa hinaharap, kung wala kang violation, online na lang ang application
ng lisensya.”
On improvement in car plates issuance, he said, “Intensyon ko ho na
kapag ang sasakyan ay lumabas ng casa, dapat ay may plaka na.”
In terms of good governance, the DOTr Secretary stressed that one
major factor in ensuring the realization of these infrastructure projects is
the government's adherence to good governance and drive against corruption.
“President Duterte abhors corruption. He made that very clear.
That's why I will reiterate this to you now. I will not tolerate corruption in
any form. I always tell my officials and employees in DOTr, kapag nahuli ko
kayo, pasensyahan tayo. Lalagutin ko kayo," he said.
“Sa DOTr, bawal ang mga opisyal magpalibre kahit lunch o dinner.
Kahit sa persepsyon, ayoko ng korapsyon,” Sec. Tugade added.
Secretary Tugade also encouraged the transport cooperative leaders
and members to support President Duterte’s plans and programs. He said that his
attendance to the event is a testament of the President's love towards the
transport cooperatives sector.
"Kami ay naririto kahit na mayroong sigalot sa Marawi sapagkat
nais naming patunayan na kayo ay importante at kami ay handang makinig sa
inyo," he said.
“Sa gitna ng krisis, nais kong paniwalaan ninyo ito: ang puso at
kaluluwa ng ating Pangulo ay para sa Pilipino at para sa Pilipinas. Pabaunan
ninyo siya ng tiwala,” the Secretary said in all sincerity.
Also present in the event were Land Transportation Chief (LTO)
Edgar Galvante, Land Transportation and Franchising Regulatory Board (LTFRB)
Chairman Martin Delgra III and Board Member Aileen Lizada, DOTr
Undersecretaries Artemio U. Tuazon, Jr. and Manuel Antonio Tamayo, and
officials from the DOTr-Office for Transport Cooperative (OTC).
