It seems not all are starstruck by Cesar Montano who's now the Chief Operating Officer (COO) of the Tourism Promotions Board (TPB).
The news must be true since the complaints are coming from TPB employees themselves who have inside information of what's happening within the agency.
When most newbies at work try to impress, Montano seemed to have irked his staff so soon. With charges of nepotism, conflict of interest, incompetence - quite a litany of complaints all pointing to mismanagement and corruption.
The complaint listed several alleged misdeeds of Montano highlighted by accusations of entering into multi-million pesos’ worth of questionable contracts.
One of the questionable contracts was TPB’s cash sponsorship worth P16.5 million to a company that handled the production of a rally for President Rodrigo Duterte staged Feb. 25 at the Luneta, attended by people brought in by local government units.
Another was TPB’s cash sponsorship worth P12 million of a concert overseas featuring James Reid and Nadine Lustre.
Montano allegedly entered into contracts with producers to hold concerts and events where he was one of the performers.
Montano is an appointee of President Rodrigo Duterte, started working as TPB COO only last December 2016.
Cesar Montano was accused of bringing with him to the TPB a team of consultants, among them his relatives, gardener, house helper, childhood friend, and daughter of his best friend, "whose functions are already being rendered by incumbent employees," the complainants said. He allegedly hired many of his friends and relatives to some positions in the board and signed contracts without the recommendation and approval of the board.
He is also accused of using public funds for personal travels.
Well, Montano isn't the only one who should be accused of these charges, not only at the TPB or even the Department of Tourism (DOT) itself, but also all the government agencies. There should be an internal audit and cleansing of all appointed staff.
We all know that even DOT Secretary Wanda Tulfo-Teo and USec Katherine De Castro, just like Cesar Montano, have in one way or another actively supported Duterte during his campaign period, and their appointments in their positions could be the President's way of paying back for all their effort.
We may find more similar cases especially with this government who has a very unstable President that has been a shameful example of a leader from the very moment he was campaigning, and even earlier during his term as Mayor of Davao city...and who knows, maybe even farther back in time.
We know that even the family of Duterte himself have top positions in Davao where they are obviously part of a political dynasty - something most politicians are guilty of.
There should be a law never to allow such situations, however how could such a law be passed if the lawmakers themselves are culprits.
